SCOPE. This Commercial Item Description (CID) covers the r
2、equirements for ice creepers which are used to provide individuals with an efficient and practical means of traveling over ice-covered and hard-crusted snow terrain. 2. CLASSIFICATION. The ice creepers will be furnished in the following Classes and Sizes. 2.1 Classes. Class 1: Black Class 2: Tan 2.2
3、 Sizes. The ice creepers will be available in four (4) sizes: Small, Medium, Large and Extra Large, which accommodates mens and womens various issued combat boots. Each size should accommodate a range of 2.5 3.5 boot sizes (including half sizes), sizes 4 through 16. 3. SALIENT CHARACTERISTICS. The i
4、ce creepers shall be lightweight and flexible which allows them to be placed over and stay attached to the various issued combat boots. The underside of the ice creeper shall consist of a minimum of twenty (20) triangular-shaped metal “spikes” with the part coming in contact with the ice being round
5、ed or beveled. The spikes shall be oriented both side to side and front to back to provide traction in all directions. The spikes shall be attached or to or an integral part of a rigid plate, or series of plates, to prevent pressure spots on the underside of the boot. The spikes shall be long enough
6、 to aid traction while not being so long as to affect the gait of individual wearing them. The spikes shall be spread out over the forefoot and heal of the ice creeper. The ice creeper body shall be provided in a low reflectance, matte finish, Class 1 shall be Black and Class 2 shall be Tan, unless otherwise specified in the solicitation or contract order (see 7
9、.3). 3.2 Materials. 3.2.1 Body. The body of the ice creepers shall be of a flexible, stretchable material, which allows for the acceptance of various boot sizes per size of ice creeper. 3.2.2 Spikes. The spikes shall be case-hardened to provide both lightweight and durable properties. 3.3 Workmanshi
10、p. The finished ice creepers shall conform to the quality of product established by this document. They shall be free of burrs, rough spots, slivers, or projections. The occurrence of defects shall not exceed the contractors own quality assurance standards and the quality assurance standards defined
11、 in the technical data in the solicitation and/or contract. 3.4 Service life. The ice creepers shall have no unexpected material or component failures during a periodic use over a one-year period. 3.5 Labels/barcoding/instructions slip. If applicable, all labeling, barcoding and instruction slip req
12、uirements shall be as specified in the solicitation or contract (see 7.3). 3.5.1 Labels. Each pair of ice creepers shall have identification label Class 5 conforming to Type VI of MIL-DTL-32075. The color of the label shall be white. The following information shall be included in the printing for th
13、e identification label for the ice creepers. Creepers, Ice NSN: XXXX-XX-XXX-XXXX The following instruction information shall be supplied: a. the name or trademark of the manufacturer, importer or supplier b. the meaning of any markings on the product c. the use of the product d. how to choose other
14、components for use in the system e. how to maintain and service the product f. the lifespan of the product or how to assess it g. the effects of chemical reagents and temperature on the product h. the effects of storage and aging i. identification of the model, if more than one model is available 4.
15、 REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements and promotes economi
17、cally advantageous life cycle costs. 5. PRODUCT CONFORMANCE PROVISIONS. 5.1 Product conformance. The products provided shall meet the salient characteristics of this Commercial Item Description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be
18、 the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance. 5.2 End item examination.
