2、3745 for all Federal agencies. 1. SCOPE. This commercial item description covers one type and size of case fabricated from nylon duck with metallic hardware. The case is designed to carry two camouflage individual troop first aid dressings and a package of sodium chloride-sodium bicarbonate mixture,

3、 or an unmounted magnetic compass. 2. CLASSIFICATION. This document covers one type and size of case. 3. SALIENT CHARACTERISTICS. The case shall be a one piece case with a snapclosure . From the basic material measuring approximately 15 by 5 inches the finished case back with folded over flap shall

4、measure 8-1/2 by 4 7/16 inches (+/-US). The pocket front shall finish 4(+/-1/8) inches from the bottom folded edge to its finished top edge. A snap closure shall be located on the top flap. The female component of the snap fastener shall be centered and placed 7/8(+/-16) inches from the top edge to

5、the case pocket. It shall mate with the male component of the snap fastener located on the case body. The snap fastener shall be reinforced for durability with nylon cloth. A nylon webbing equipment hanger located 4 34 inches from top of case with slide keeper attachment shall be centered on the bac

6、k of the case for attaching purposes. An eyelet with washer (inside) shall be centered on the bottom of the case. All raw edges shall be bound. Webbing and tape ends shall be fused. Camouflage Green 483 shall be in accordance with FED- STD-595 (Colors Used in Government Procurement), color chip # 34

9、material The basic material shall be a plain weave, water repellent, filament nylon duck cloth, Camouflage Green 483. The cloth shall weigh 7.25 ounces per square yard ax) with a minimum breaking strength of 325 pounds (warp) and 275 pounds (filling) when tested in accordance with ASTM D 5035, Optio

10、n 1R. The cloth shall show a fastness to weathering equal to or better the standard sample when tested in accordance with AATCC 11 1 A, and a fastness to laundering equal to or better the standard sample when tested in accordance with AATCC-6 1, Test 1A. 3.1.2 Nylon binding tape The one inch wide e

11、1/16 inch), 0.30 ounces per linear yard (max), 0.015-0.025 inch thick nylon binding tape for the raw edges of the case shall be plain weave and shall be dyed Camouflage Green 483. The nylon yarn shall be a bright, high tenacity, light and heat resistant polyamide. The tape shall have a breaking stre

12、ngth of 525 pounds (minimum) when tested in accordance with ASTM D 5034-90. The dyed tape shall show a fastness to light and laundering equal to or better than the standard sample when tested in accordance with AATCC- 61. 3.1.3 Webbing, nylon The nylon reinforcement webbing shall be resin impregnate

13、d, 2-1/4f 1/16 inch) wide, 2.10 ounces per linear yard, 0.040-0.070 inches thick, with a breaking strength of 5300 pounds (minimum) when tested in accordance with ASTM D 5034 -90 and shall be dyed Camouflage Green 483. The 840/140 denier nylon yarn shall be bright, high tenacity, light and heat resi

14、stant. The dyed webbing shall show a fastness to crocking equal to or better than the standard sample or shall have an AATTC Chromatic Scale of not lower than 3.5 when tested in accordance with AATCC-8 . 3.1.4 Thread. The thread shall be polyester with a twisted, soft, multiple cord, normal elongati

15、on, no finish, size E, 70 TEX, 3 ply. The thread shall have a breakingstrenght of 8.0 lbs (min) and elongation 26% (maximum). The color shall be Camouflage Green 483. 3.1.5Stitches and thread. All stitching, exceptbartacking, shall be type 301 with 8 to 10 stitches per inch. All thread ends shall be

16、 trimmed to a length of not more than 1/4 inch 3.2 Hardware 3.2.1 Keeper with slide. The keeper, body, and slide for the hardware shall be stamped from steel (SAE 1050) and shall be in accordance with Figure 3 for proper interface (attaching purposes). The hardware shall be assembled so that the for

17、ce to open the slide from the closed position shall be from 2 to 8 pounds when tested in accordance with the manufacturer?s standard practice. 3.2.2 Fastener, snap. The snap fastener shall be a small wire spring clamp type, with a black enamel fiiish. The female component shall be the socket with 24

18、 line size, size 1 button, and the male component shall be the stud with size 1 eyelet. 3.2.3 Eyelet and washer. The eyelet shall be rolled flange type, brass, with a black chemical finish. The washer shall be flat. The outside diameter for the eyelet shall be 0.403 (minimum) inches and for the wash

The “US“ and Identification markings shall be located as shown on Figure 1. The markings shall be by direct printing, stamping or stenci

20、ling by a black marking medium, or a suitable commercial marking containing the following: ITEM DESCRIPTION Contractors Name: Contract No: National Stock Number: 3.5 Labels. A commercial-type label is acceptable, provided that the label contains the contractors name, contract number, size and Nation

21、al Stock Number (NSN) and includes fiber and laundering information. 3.6 Labelhag. Each item shall be individually bar-coded with a paper tag. The paper tag shall be standard bleached sulfate having a basis weight of 100 pounds. The paper used for the tags shall have a smooth finish to accept therma

22、l transfer and direct printing. The tags shall have a hole and shall be attached to each item by a fastener, clearly legible and readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN). The bar code type shall be a medium to high code density and shall be locate

23、d so that it is completely visible on the item when it is folded and/or packaged as specified and so that it causes no damage to the item. 4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.40

24、3 of the Federal Acquisition Regulation (FAR). 5. QUALITY ASSURANCE PROVISIONS 5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the governments drawings, specifications, standards, and quality assurance practices, a

25、nd be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance. 5.2 Visual examination Each case shall be examined for the defects listed below 5.2.1 Defects. Any hole, cut, tear, color not as specified; any part shaded; any s

26、pot or stain (outside); webbing and tape ends not fused or not as specified; general hardware (snap fasteners, eyelets, etc.) broken or malformed failing to serve intended purpose or functioning improperly; binding tape loosely applied exposing raw edge of material; raw edges, open seams, thread end

27、s not removed or loose tension resulting in loose seams; any material defects, distorted parts or poor workmanship; any component part omitted; label missing, incorrect, or illegible; measurement of item not as specified; bar code omitted or not readable by scanner; human- readable interpretation (H

29、3 Fit examination The examination shall be performed with two dressings, first aid, field, individual troop camouflage, FSN 65 10-00- 159-4883 and one package of sodium chloride - sodium bicarbonate mixture, 4.5 grams, FNS 6050-00-663-2636. The three items shall be evenly superimposed on each other

30、and simultaneously inserted into the case without effort other than that necessary to overcome friction between the items and the case. The flap snap fastener shall be securely closed. 5.4 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order. 6. PACKAGING
