1、I INCH-POUND I February 1,2000 A-A-59537 COMMERCIAL ITEM DESCRIPTION FACE SHIELD, BALLISTIC The General Services Administration has authorized the use of this Commercial Item Description for all Federal agencies. 1. SCOPE. This commercial item description covers the requirement for a ballistic face
2、shield and attachment assembly intended for use by dismounted military personnel. 2. CLASSIFICATION. The ballistic face shield shall be of one type and size. 3. SALIENT CHARACTERISTICS. 3.1 General. The ballistic face shield and attachment assembly, hereafter referred to as face shield, shall be the
3、 manufacturer?s commercial product except for any changes necessary to comply with the government requirements. 3.2 Description The face shield will cover and protect the soldier?s face from exposure to flammable liquids, kicks, hand-thrown high-speed projectiles and other hazards such as rocks, sti
4、cks, and glass. The face shield?s transparent visor shall be fabricated using non-spalling transparent armor materials possessing a ballistic protection level as defined in the National Institute of Justice?s (NIJ) Ballistic Resistant Protective Materials NIJ Standard 0108.01 or current edition (see
5、 para. 7.1). It is desired that the transparent visor have a multi-hit capability. 3.3 Item Configuration The face shield shall meet the following criteria. 7、designed to fit over the Personnel Armor System Ground Troops (PASGT) helmet; MIL-H-44099 (see para 7.1) and be worn over eyeglasses, M40A1 mask, chemical-biological, protective, field, EA-M- 180 1 (see para 7.1). It shall consist of a tilting transparent visor and helmet band fastening system that
8、readily fits over and clips to the PASGT helmet. The helmet band shall have attachment points at the top of the helmet rim in proximity to where the users ears are located. The head band shall be clamped to the helmet by the use of a fit-adjusting locking clip at the rear of the helmet band. The loc
9、king clip shall be designed to accommodate various size PASGT helmets. 3.3.2 Operational Configuration. The face shield must be capable of rotation from the full-up to full-down position while worn and have a positive lock in both positions. When in the full-up position the face shield shall not imp
10、ede the users visibility and it shall be secured so that the user is able to run without having the visor drop from the full- up position. The user must be able to configure and operate the rotation hardware from either side of the helmet. The user shall also be able to operate the face shield with
11、either hand while wearing work gloves, cold weather gloves, and mitten sets. 3.3.3 Visor. The visor shall be molded of polycarbonate or better material measuring approximate 6 inches by 15 inches. The visor must be clear with no optical distortion and be shaped to curve and conform to the natural cu
12、rvature of the face. The design of the face shield shall not interfere with the peripheral vision of the wearer. 3.3.4 Seal The face shield will provide a seal between the helmet and the face shield to prevent liquids from entering the inside surface of the face shield. It is desired that the seal b
13、e flame resistant. 3.3.5 Overall Weight. The weight of the face shield system shall not exceed 3.41bs (1.54Kg). The face shield, when worn with the ballistic helmet and any auxiliary equipment (i.e., eyeglasses, protective mask) shall not place undue burden on the neck, shoulders, and upper back mus
14、cles. The system shall be designed to have a low center of gravity and be balanced about the head (front to back, side to side). 3.3.6 System Interface Requirements. The face shield will be capable of being used with current weapons, clothing, and equipment normally, carried, worn, or used when the
15、user is carrying the mission. 3.3.7 Instructions. An instruction sheet shall be provided, which, at minimum, includes instructions on how to assemble the face shield if assembly is required, maintenance, precautions, storing and cleaning procedures. 3.3.8 Labels. Each face shield shall be individual

Materia
17、ls that are subject to corrosion in oxygen, salt air, ultraviolet or any other atmospheric conditions likely to occur during service usage shall be protected against such elements to minimize the corrosioddegradation effect of the item. Any protective coating that will crack, chip, or scale with age
18、 or extremes of atmospheric conditions shall not be used. 3.4.2 Visor Material. The visor material shall be polycarbonate or better material with notched Izod impact strength values between 11.3-17.0 ft-lb/in when tested in accordance with ASTM D256, Plastics, determining the Izod pendulum impact re
19、sistance of (see para 7.2). 3.4.3 Resistance to Temporary or Permanent Optical Degradation. Maximize the resistance to scratching, abrasion, and fogging so as to minimize interference with vision. Initial haze shall conform to American National Standards Institute (ANSI) ANSI 287.1, Protection, eye
20、and face, practice for occupational and educational (see para 7.2). No more than six percent (6%) haze shall be added to the baseline as a result of abrasion testing. 3.4.4 Adhesion. If a coating has been applied to the lens, the coating shall not be removed, dislodged, or affected in any way. Remov
21、al or loosing of the coating shall be cause for rejection. 3.4.5 Ballistic Impact Resistance. The face shield shall meet or exceed an NIJ Level IIIA rating as stipulated in the National Institute of Justices Ballistic Resistant Protective Materials NIJ Standard 0108.01 (or current edition). 3.5. Hum
22、an Factors. 3.5.1 SizindFit. The face shield shall be designed to accommodate (i.e., fit, adjust, and/or successful use) U.S. Army target audience soldiers with 5th percentile female through 95th percentile male while wearing the PASGT Helmet. 3.5.2 DonnindDoffmg. The face shield shall be easily and
23、 quickly donned and doffed on the helmet without the use of any tools. 4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 5. QUALITY ASSURANCE
24、PROVISIONS. 5.1 Product conformance. 27、tted; any items not packaged in accordance with the contract or purchase order. 5.2 Acceptance Criteria. Acceptance criteria shall be as specified in the contract or purchase order. 6.
