SCOPE. This (CID) covers both manually operated and pneumatic assisted dolly
3、 typehydraulic jacks used for lifting automotive vehicles. These jacks are intended for use by themilitary and other government agencies for maintenance procedures on staff and tacticalvehicles.2. CLASSIFICATION. The hydraulic jacks covered by this CID are listed by type (minimum liftingcapacity) an

8、sign . Jacks shall be new and shall meet all the requirements in this document andparagraphs 10-2.1 and 10-2.2 of ASME PALD (Safety Standard For Portable Automotive LiftingDevices). The standard referenced shall be the latest issue in effect. Pneumatic assisted jacksmust be capable of operating thro
9、ughout their full range and lifting the specified load without theuse of a pneumatic source.3.3 Overload capacity . Jacks shall meet the overload requirements of paragraph 10-2.3 ofASME PALD.3.4 Saddle periphery load . Jacks shall meet the requirements of paragraph 10-2.4 of ASMEPALD.3.5 Safety mark
10、ings and messages . Markings shall conform to section 10-3 of ASME PALD.3.6 Maintainability . Maintenance and adjustment of the jack shall require a minimum of skills andbe accomplished using common tools. Instructions for disassembly, repair, assembly andadjustment shall be clear and concise and in
11、cluded in a manual(s) supplied with each jack. Partsshall be clearly identified in an illustration that depicts part number, description, and quantity perassembly and reflects the relationship of an individual part to the complete assembly.3.7 Portability . Jacks must be equipped with wheels and cas
12、ters to permit easy movement andre-positioning of the jack on a hard level surface.3.8 Materials . Materials used shall be in accordance with the manufacturers specifications.When dissimilar metals are used in contact with each other, suitable protection against galvaniccorrosion shall be applied.3.
13、9 Workmanship . The jacks shall be fabricated and finished using commercially acceptableworkmanship standards.3.10 Painting . Painting and finishing shall be in accordance with industry practice. Beforepainting, all surfaces shall be clean and free of foreign matter detrimental to painting.3.11 Desi
14、gn Qualification . For each jack of a specific model, type or design sold to USgovernment agencies, a jack representative of that specific model, type or design shall be testedand shall meet the design qualification testing requirements as specified in section 10-4 of ASMEPALD. Following the Saddle
15、Periphery Test specified in 10-4.1.4, and with the jack in anunloaded condition, the jack frame shall be inspected for any permanent deformation. Any frame deformation found greater than specified above iscause for that jack design to be rejected and that specific jack design, type, or model not to besold to US government agencies.4. REGULATORY REQ
17、UIREMENTS. The offeror/contractor is encouraged to use recoveredmaterials to the maximum extent practicable, in accordance with paragraph 23.403 of the FederalAcquisition Regulation (FAR).5. PRODUCT CONFORMANCE.5.1 Product Conformance . The hydraulic jacks provided shall meet the salient characteris
18、tics ofthis CID, conform to the producers own drawings, specifications, standards and qualityassurance practices, and be the same product offered for sale in the commercial market. Thegovernment reserves the right to require proof of such conformance.5.2 Market Acceptability . The hydraulic jacks of
19、fered must have been sold to the government orcommercial market for a minimum of one year.6. PACKAGING. Preservation, packing, and marking shall be as specified in the contract ororder.7.
