COMMERCIAL ITEM DESCRIPTION COVER-CARGO-HEMTT-TRUCK The General Services Administration has authorized the use of this commercial item description for all federal agencies. 1.
3、SCOPE. This commercial item description (CID) covers the general requirements for cover-cargo Heavy Expandable Mobility Tactical Truck (HEMTT). Cover-cargo (HEMTT) truck covered by this CID is intended for commercial/industrial applications. 2. CLASSIFICATION/PART OR IDENTIFICATION NUMBER (PIN). Thi

See 3.1.2 3. SALIENT CHARACTERTICS. 3.1 Interface and physical dimensions. Cover-cargo (HEMTT) truck supplied
5、 to this CID shall be as specified herein. 3.1.1 Drawing and dimensions. See figures 1 and 2. 3.1.2 Color code. Color as specified in contract using FED-STD-595 and color coding as shown in example as follows: - Code 34079: Forest Green, in accordance with FED-STD-595. - Code 33531: Sand, in accorda
6、nce with FED-STD-595 - Code 33522: Tan, in accordance with FED-STD-595 3.2 Material. Cloth, coated, Nylon Waterproof in accordance with MIL-PRF-20696, type II, class 2 or 3. Material shall have the infrared reflectance properties in accordance with MIL-DTL-53039 or MIL-DTL-64159. 3.2.1. Stitching. I

8、procedure for seam sealant. a. Arrange the sewn seam flat onto a hard surface in such a way as to expose the stitched areas. Prepare surface for sealing by removing surface contaminates (talc, etc.) with process suitable for the seam sealer (see Para 3.2.1.4). Apply sealant to both sides of seams st
9、itching. The sealant bond to the cloth (see para 3.2) shall be at least 15 pounds per linear inch when tested as specified in ISO 2411 b. Using a firm bristle brush, apply the sealant to the exposed seam, working the sealant under any overlapped seam flaps or so called “French Laps”. Having applied
10、the sealant, press the flaps back over and onto the drying sealant. c. Brush the sealant thoroughly over the stitching to penetrate and fill the needle holes. d. Allow sealant to dry for 10-20 minutes. High humidity retards drying of sealant e. Apply a generous second coat of sealant after the first
11、 coat has dried tack free. f. After the final coat has dried tack free, rub talc lightly onto the seams to avoid newly sealed areas from sticking together when folded. 3.2.1.3 Thread, stitching, and seams. a. Seam allowance may vary to suit manufacturer b. Thread: In accordance with A-A-59826, type
12、II, class A, size FF. Color shall be black, as specified in FED-STD-595/27041 or green as specified in FED-STD-595/34079. c. Stitching: In accordance with ASTM-D6193, types 301or 302, seam type SSb-2 (reference - Double stitch seam with edge turned under and captured by both stitches) and shall not
13、have the Stitch and Seam Defects identified therein. Needle(s) shall be the size, length and point as recommended by their manufacturer for this thread and fabric. Stitching tolerance: +/- (1) stitch per inch 3.2.1.4 Sealant, seam (Vinyl coated fabrics), Sealant shall not be nitrocellulose based. a.
14、 Solvent Based synthetic resin b. Color- Transparent, light straw c. Solids- 23% to 27% d. Viscosity- Brushable e. Stability-excess of 6 months. f. Adhesion strength 15 to 20 lbs. per inch (peel force) as specified in ISO 11339. g. Net weight Approximately 7 lbs./gal h. Flash point To be specified r

16、and seam blocking tests. When tested as specified in FED-STD-191, methods 5514 and 5872, the sealed seams (see Para 3.2.1.1) shall not show any leakage and blocking shall be 3 or less, respectively. With procuring activity agreement, tests may be certified and certification and test report results s
17、upplied with order if requested. 3.3.2 Alternate to hydrostatic leak proof test as specified in FED-STD-191, methods 5514. With procuring activity agreement, cover seams shall be pressure leak-proof under continuous water spray (rain simulation) of 20 psi nozzle pressure minimum and 3.5 GPM minimum
18、flow conditions when directed for 20 minutes minimum at seams and stitching at nozzle distance of 2 feet +/- .5 feet from cover. 3.3.3 Alternate to cloth seam blocking tests, as specified in FED-STD-191, method 5514. With procuring activity agreement, cloth seam blocking tests may be certified. 3.3.
19、4 Certification. All tests must be certified and certification and test reports supplied when order requested it. 3.3.5 Bonding. If heat sealing or dielectric seam bonding is used, the mating areas of the cloth for the seal shall be suitability cleaned (see para 3.2.1.1.a, herein), the seam shall be
20、 at least 3/4 inch deep and the bond shall not fail when tested according to ISO 11339 and the seams edges shall be completely bonded. Bonding temperature shall be less than 220 degrees Centigrade. Bonded seams shall meet the same waterproofing and blocking requirements as stitched seams (see paras
21、3.3.1, 3.3.2 and 3.3.3). Bonding shall not result in the bonded area failing to meet the IR properties of MIL-DTL-53039 or MIL-DTL-64159. 3.3.6 Rope. Color shall be black as specified in FED-STD-595/27041 or green as specified in FED-STD-595/34079. All the fiber rope cut end fibers shall be melted t
22、ogether. 3.3.6.1 Tie Down Rope. Tie down rope shall be fiber rope as specified in ISO 1140 A-6-PA-1 or fiber rope as specified ISO 1140 A-6-PA-2. 3.3.6.2 Draw Rope. Draw rope shall be fiber rope as specified in ISO 1140 A-10-PA-1 or fiber rope as specified in ISO 1140 A-10-PA-2. Draw rope shall move
23、 freely in hem. 3.3.7 Grommet. Grommets shall be as specified in NASM 16491, Type III, Class 3, Size #4. See herein; View A-A, Figure 2 3.3.8 Reinforcement pads. The reinforcement pads shall be same cloth and 2 layers thick (so there would be 3 layers of cloth). The dimensions are as shown on figure
24、 1, at least 10 X 20 inches and stitched or heat sealed in place using same seal width or same stitch length as tarpaulin. 3.3.9 Fiber rope sleeves. Fiber rope sleeves shall be as sized and in quantity for loop to hold a minimum of 500 pounds. At least two sleeves shall be used. Minimum spacing betw
25、een them shall be 1.5 inches. Crimping of the sleeve shall be with the tool identified by the fiber rope sleeves manufacture for this application 3.4 Marking. Cover-cargo (HEMTT) truck supplied to this CID shall be marked with the manufacturers (MFRs) standard commercial PIN. (NOTE: The part number
26、marked on the unit pack shall be the CID PIN as specified in MIL-STD-129) 3.5 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the opera
27、tional and maintenance requirements, and promotes economically advantageous life cycle costs. 3.6 Workmanship. Cover-cargo (HEMTT) truck shall be processed in such a manner as to be uniform in quality and shall be free from other defects that will affect life, serviceability, or appearance. Provided

The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with 23.403 of the Federal Acquisition Regulation (FAR).
29、 5. PRODUCT CONFORMANCE PROVISIONS. 5.1 Product conformance. The products provided shall meet the salient characteristics of this CID, conform to the producers own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market.
30、The Government reserves the right to require proof of such conformance. 5.2 Certification. This CID requires a certification to assure proper rain proof testing is done in accordance with FED-STD-191, methods 5514.1, and 5872 or as specified in 3.3.5. And have the application of infrared reflectance
31、 properties in accordance with MIL-DTL-53039 or MIL-DTL-64159. And the seam and stitching or seam bonding, and loop strength, as applicable, as specified herein by paras 3.2.1.1, 3.2.1.3, 3.3.5 and 3.3.9. 6. PACKAGING. Preservation, packing, and marking shall be as specified in the contract or order
