This Commercial Item Descrip
2、tion covers one type of leather wrist and ankle restraint set intended for use in restraining patients in hospitals. Salient Characteristic= The restraint set shall consist of two wristlets and restraining strap with lock buckle and key, and two anklets and restraining strap with lock buckle and key
3、. set shall be provided in a suitable cotton or nylon duck carrying case. The restraint set shall be in accordance with figures 1 through 4. The wristlets and anklets shall be fabricated of good quality 100 percent leather, lined with a good quality suede material, sewn to the inside on all sides. T
4、he leather shall be treated with a nontoxic fungicide and mildew preventative. Both the wristlet and the anklet shall have six vertical slots as shown in figure 1. with the leather restraining straps. The restraint They shall each have a metal loop to be used The restraining straps shall be construc
5、ted of good quality 100 percent leather. The straps shall be provided with a corrosion-resisting steel sliding jaw and single tooth lock buckle and shall be capable of passing through the metal half- rings on the wristlets and anklets of the restraint set. Two keys shall be provided that are suitabl

7、hall be provided in a cloth carrying case. The case shall be fabricated of cotton or nylon duck, color olive green or black. Each carrying case shall have a handle and some type of closure (snap, or hook and pile). Workmanship. The restraint set shall be free from defects which detract from its appe
8、arance or impair its serviceability. Unit. Set (SE). One restraint set with carrying case, as specified, constitutes one unit. Quality Assurance Provisions. Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance
9、of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government res
10、erves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and cervices conform to prescribed requirements. Records. Records of examinations and tests performed by or for the contractor shall be maintained by the co
11、ntractor and macle available to the Government upon the Governments request, at any time, or from time to time, during the performance of the . contract and for a period of three years after delivery of the supplies to which such records relate. Inspection. Inspection, as used herein, is defined as
12、both examination (such as visual or auditory investigation without the use of special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical properties) of the item. Samplinq or examination. Sampling for examination shall be conducted in accordanc
13、e with MIL-STD-105, with an AQL of 1.0 (percent defective) and an inspection level of II. Sampling for tests, test, shall be conducted in accordance with including dimensional MIL-STD-105, with an AQL of 2.5 (percent defective) and an inspection level of S-l. The unit of product for test purposes shall be one restraint set. Tests. Tests shall be conducted to d
15、etermine compliance with specification requirements. Where feasible, the same sample shall be used for the determination of two or more test characteristics. Tests shall include, but shall not be limited to, the following: Key and lock test. Insert key into lock assembly. The key shall enter lock wi
16、thout any binding and release spring plunger. Lift locking member and pin. Remove key. Relock mechanism by pushing down spring plunger and resetting locking member and pin. Repeat the above operation for four more cycles. Metric products. Products manufactured to metric dimensions will be considered
17、 on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerances specified using conversion tables contained in the latest revision of Federal Standard 376, and all other requirements of - this document are met. If a product is manufactured to metric dimen
18、sions and those * dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product. Contractor certification. The contractor
19、shall certify that the product offered meets the salient characteristics of this description and conforms to the producers own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and ther

21、uct covered by this document has been determined by the U. Food and Drug Administration to be under its jurisdiction, the offersr/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of the Federal Food, Drug and Cosmetic Act, as amended,
22、and regulations promulgated thereunder. In addition, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of ail other applicable Federal, State, and local statutes, ordinances and regulations. Recovered materials. The offeror/
23、contractor is encouraged to use recovered material in accordance with Federal Acquisition Regulation Subpart 23.4 to the maximum extent practical. Preservation, packaqinq, p ackinq, labelinq, and markinq. Unless otherwise specified, preservation, packaging, and packing shall be to a degree of protec
24、tion to preclude damage to containers and/or contents thereof under normal shipping conditions, handling, etc:, involving shipment from the supply source to the receiving activity, plus reshipment from receiving activity, and shall conform to applicable carriers rules and regulations.
