This Commercial Item Description covers a portable vacuum cleaner used to disp
2、ose of plaster dust during orthopedic procedures. Salient characteristics: The portable plaster vacuum cleaner, shall be 12 inches long x 11 inches high x 5 inches wide, suitable for use in collecting plaster dust during cast cutting/trimming orthopedic procedures. As an alternate, the vacuum cleane
3、r may be approximately 9 inches diameter by 23 inches high. The unit shall operate on 115/230 volt, 50- 60 Hz, AC. The vacuum cleaner shall be capable of generating a minimum of 46 inches of water operating with a motor drawing no more than 1.16 horsepower (865 watts). Materials and constructions. T
4、he vacuum cleaner shall have a high impact plastic casing with a handle integrated into the top of the casing. A minimum of 5 feet of 1-1/4 inch I.D. plastic tubing shall be distally attached to an opening on the front of the vacuum cleaner with a twist- lock mechanism. The opposite (proximal) end o
5、f the tubing shall have a metal male connecting piece that secures in place on the blade (distal) end of tne cast cutter. Input power-.- from the following line sources: 110 vclts, plus and miniis 10 percent, and 230 volts, plus and minus 10 percent alternating current, multiple frequency, 50 and 60

The design modification may be integral to the equipment or may consist of a separate external eqUil;ment itcm(s). The conversion kit
8、shall include adequate instructions for the Government to perform the modifications. modifications requiring more than orie manhour to accomplish are not acceptable. Complex Metal parts shall be fabricated of a suitable corrosion- resisting steel, properly hardened and passivated. Material used in t
9、he fabrication of the vacuum cleaners shall be of the highest quality throughout and suitable in all respects for the intended use. The vacuum cleaner shall have an electric cable approximately 12 inches long attached to the lateral portion of the metal tube connection. This cable shall be equipped
10、with a female plug end that is compatible with the 3-prong hospital grade male plug end on the cast cutter electrical cable. The cleaner shall alsc be provided with a 5 to 6 foot power cable with proper provisions for plugging into 115 or 230 volts. Accessories. The vacuum cleaner shall be supplied
11、with a plastic or coated metal wall mounting bracket, a semi- disposable cloth plastic bag, and all other components necessary to perform its function. Compatability. The distal end of the vacuum cleaner hose shall have a male connecting piece specifically designed to attach to the blade housing of
12、an orthopedic cast cutting saw used to cut casts without patient injury. Note 1. Name or registere
13、d trademark of the manufacturer. b. Type or model number. c. Serial number. d. Electrical characteristics. e. National Stock Number (NSN). f. Federal Supply Code for Manufacturers (FSCM). g. Quarter and year of manufacture (3Q81 - designates third quarter of 1981). Nameplates shall be permanently an
14、d securely attached to the equipment. Adhesives shall not be used. Equipment shall be permanently and legibly marked in accordance with the general marking requirements of MIL-STD-130. The nameplate shall be located on an external equipment surface which is readily accessible. Interchanqeability, Pa
15、rts having the same manufacturers part number shall be fully and functionally interchangeable. All major components of the assembled system having the same model number shall be physically and functionally interchangeable. Enqineerinq desiqn chanqes. The contractor shall notify the provisioning acti
16、vity of all changes whether of a production or modification type which are approved for incorporation into the end item furnished under the contract and which modify, add to, delete, or supersede parts in the end item or its supporting equipment. 17、uirements of a nationally recognized standard for the safety of medical equipment such as UL544 or equal of the issue in effect on the date of solicitation. All items shall be approved as conforming to such a standard by an nationally recognized testing laboratory. Service data. The contractor shall
18、 furnish, with each unit, two copies of service data containing complete instructions for assembly, operation, maintenance, and a list of component parts. All information contained in the manual shall be indexed so that the replacement parts can be ordered by the manufacturers part number, and witho
19、ut confusion as to the item identification. 20、tainer. No reusable container is required. Workmanship2 Workmanship shall be first class throughout. Vacuum cleaners shall be free from defects which detract from their appearance or which may impair their serviceability. Unit. Each (EA). One vacuum cleaner, complete with all accessories and manuals

Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherw
22、ise specified in the contract or purchase order, the contractor may use his own or any facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the s
23、pecification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. Records. Records of examinations and tests performed by or for the contractor shall be maintained by the contractor and made available to the Government upon the Governments r
24、equest, at any time, or from time to time, during the performance of the contract and for a period of three years after delivery of the supplies to which such records relate. Inspection. Inspection, as used herein, is defined as both examination (such as visual or auditory investigation without the
25、use of special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical properties) of the item. Samplinq fog examination. Sampling for examination shall be conducted in accordance with MIL-STD-105, with an AQL of 1 (percent defective) and an inspec
26、tion level of II. 27、onal tests, shall he conducted in accordance with MIL-STD-105, with an AQL of 1 (percent defective) and an inspection level of II. The unit of product for test purposes shall be one plaster vacuum cleaner. - Tests. Tests shall be conducted to determine compliance with specification requirements. Whe
28、re feasible, the same sample shall be used for the determination of two or more test characteristics. Tests shall include, but shall not be limited to, the following: a. Performance test. Unit shall be connected to a 115 volt, 60 Hertz power source and then operated. During operation, the unit shall
29、 be examined for suction at the inlet to determine that it meets or exceeds the specified 46 inches of water minimum. It shall also be determined at this time that power draw of unit does not exceed its rated maximum of 1.16 horsepower (865 watts). hose connection. Unit is then connected successivel
30、y to each of the DEPMEDS power sources and test repeated for suction only. There shall be no air leaks at the tank gasket or b. Operational test. Unit shall be connected to 115 volt, 60 Hertz power source and operated under a full load power of 750 watts for 5 minutes. When operated from a cold star
31、t, the temperature rise of the motor housing shall be no more than 40 degrees Fahrenheit over ambient. Also, the unit shall operate under a full load power of 750 watts of continuous operation for 100 hours without breakdown or failure. The 100 hour test may be waived upon request by the contractor,
32、 when the contractor has previously furnished items in accordance with the requirements of this specification, and there has been no major design change of motor or drive mechanism. c. First article test, Where a first article sample is required, all tests shall be performed on that unit. - Metric p
33、roducts. be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerances specified using conversion tables contained in the latest revision of Federal Standard 376, and all other requirements of this document are met. Products manufactured to

The contractor shall certify and maintain substantiating evidence that the product offered meets the salient
36、characteristics of this Commercial Item Description, and that the product conforms to the producers own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherw
37、ise provided for under the provisions of the contract. Requlatory requirements. Federal Food, Druq, and Cosmetic Act. If the product covered by this document has been determined by the U.S. Food and Drug Administration to be under its jurisdiction, the offeror/contractor shall comply, and be respons
38、ible for compliance by its subcontractors/suppliers, with the requirements of the Federal Food, Drug, and Cosmetic Act, as amended, and regulations promulgated thereunder. In addition, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the re
39、quirements of all other applicable Federal, State, and local statutes, ordinances, and regulations. Recovered materials. The offeror/contractor is encouraged to use recovered material in accordance with Federal Acquisition Regulation Subpart 23.4 to the maximum extent practical. Preservation, packaq
40、inq, p ackinq, labelinq, and marking- Unless otherwise specified, preservation, packaging, and packing shall be to a degree of protection to preclude damage to containers and/or contents thereof under normal shipping conditions, handling, etc:, involving shipment from the supply source to the receiv
41、ing activity, plus reshipment from receiving activity, and shall conform to applicable carriers rules and regulations.
