(a) This part prescribes Federal safe-ty standards for freight and other non- passenger train brake systems and equipment. Subpart E of this part pre-scribes Fe

21、deral safety standards not only for freight and other non-pas-senger train brake systems and equip-ment, but also for passenger train brake systems. This part does not re-strict a railroad from adopting or en-forcing additional or more stringent re-quirements not inconsistent with this part. (b) Exc

22、ept as otherwise specifically provided in this paragraph or in this part, railroads to which this part ap-plies shall comply with all the require-ments contained in subparts A through C and subpart F of this part beginning on April 1, 2004. 23、this part will become applicable to all rail-roads to which this part applies begin-ning on May 31, 2001. (a) Except as provided in paragraphs (b) and (c) of this section, this par

29、t ap-plies to all railroads that operate freight or other non-passenger train service on standard gage track which is part of the general railroad system of transportation. This includes the oper-ation of circus trains and private cars when hauled on such railroads. (b) Subpart E of this part, End-o

30、f- Train Devices, applies to all trains op-erating on track which is part of the general railroad system of transpor-tation unless specifically excepted in that subpart. (c) Except as provided in 232.1(d) and paragraph (b) of this section, this part does not apply to: (1) A railroad that operates on

31、ly on track inside an installation that is not part of the general railroad system of transportation. (2) Intercity or commuter passenger train operations on standard gage track which is part of the general rail-road system of transportation; (3) Commuter or other short-haul rail passenger train ope

32、rations in a metro-politan or suburban area (as described by 49 U.S.C. 20102(1), including public authorities operating passenger train service; (4) Rapid transit operations in an urban area that are not connected with the general railroad system of trans-portation; (5) Tourist, scenic, historic, or

33、 excur-sion operations, whether on or off the general railroad system; (6) Freight and other non-passenger trains of four-wheel coal cars; (7) Freight and other non-passenger trains of eight-wheel standard logging cars if the height of each car from the top of the rail to the center of the cou-pling

34、 is not more than 25 inches; or (8) A locomotive used in hauling a train referred to in paragraph (c)(7) of this subsection when the locomotive and cars of the train are used only to transport logs. (d) The provisions formerly contained in Interstate Commerce Commission Order 13528, of May 30, 1945,

35、 as amend-ed, now revoked, are codified in this paragraph. This part is not applicable to the following equipment: (1) Scale test weight cars. (2) Locomotive cranes, steam shovels, pile drivers, and machines of similar construction, and maintenance ma-chines built prior to September 21, 1945. (3) Ex

36、port, industrial, and other cars not owned by a railroad which are not to be used in service, except for move-ment as shipments on their own wheels to given destinations. Such cars shall be properly identified by a card at-tached to each side of the car, signed by the shipper, stating that such move

37、-ment is being made under the author-ity of this paragraph. (4) Industrial and other than rail-road-owned cars which are not to be used in service except for movement within the limits of a single switching district (i.e., within the limits of an in-dustrial facility). (5) Narrow-gage cars. (6) Cars

38、 used exclusively in switching operations and not used in train move-ments within the meaning of the Fed-eral safety appliance laws (49 U.S.C. 2030120306). 232.5 Definitions. The definitions in this section are in-tended to clarify the meaning of terms used in this part as it becomes applica-ble pur

39、suant to 232.1(b) and (c). AAR means the Association of Amer-ican Railroads. Air brake means a combination of de-vices operated by compressed air, ar-ranged in a system, and controlled manually, electrically, electronically, or pneumatically, by means of which the motion of a railroad car or loco-mo

40、tive is retarded or arrested. Air Flow Indicator, AFM means a spe-cific air flow indicator required by the air flow method of qualifying train air brakes (AFM). The AFM Air Flow Indi-cator is a calibrated air flow measuring device which is clearly visible and leg-ible in daylight and darkness from t

41、he engineers normal operating position. Bind means restrict the intended movement of one or more brak

43、e system components by reduced clearance, by obstruction, or by increased friction. Brake, dynamic means a train braking system whereby the kinetic energy of a moving train is used to generate elec-tric current at the locomotive traction motors, which is then dissipated through resistor grids or int

44、o the cat-enary or third rail system. Brake, effective means a brake that is capable of producing its nominally de-signed retarding force on the train. A cars air brake is not considered effec-tive if it is not capable of producing its nominally designed retarding force or if its piston travel excee

45、ds: (1) 1012 inches for cars equipped with nominal 12-inch stroke brake cylinders; or (2) The piston travel limit indicated on the stencil, sticker, or badge plate for that brake cylinder. Brake, hand means a brake that can be applied and released by hand to pre-vent or retard the movement of a loco

46、-motive. Brake indicator means a device which indicates the brake application range and indicates whether brakes are ap-plied and released. Brake, inoperative means a primary brake that, for any reason, no longer applies or releases as intended. Brake, inoperative dynamic means a dynamic brake that,

47、 for any reason, no longer provides its designed retarding force on the train. Brake, parking means a brake that can be applied by means other than by hand, such as spring, hydraulic, or air pressure when the brake pipe air is de-pleted, or by an electrical motor. Brake pipe means the system of pip-

48、ing (including branch pipes, angle cocks, cutout cocks, dirt collectors, hoses, and hose couplings) used for con-necting locomotives and all railroad cars for the passage of compressed air. Brake, primary means those compo-nents of the train brake system nec-essary to stop the train within the sig-n

49、al spacing distance without thermal damage to friction braking surfaces. Brake, secondary means those compo-nents of the train brake system which develop supplemental brake retarding force that is not needed to stop the train within signal spacing distances or to prevent thermal damage to wheels. Car control device (CCD) means an electronic control device that replaces the function of the conventional pneu-matic service and emergency portions of a c
