26、EN 4551-4-21999 1 Scope This standard gives guiance on writing the technica,l spectfication for the procurement of air heating equipment associated with steam generating plant and gas reheating equipment associated with flue gas treatment plant for use in electricity generating statiom (power statio

27、ns). This guide for procurement is not nlq)licnbie to equipment for use in Uze nuclear *reactor ptic (ma of nuclear power stations. Other possible applications of such equipment have not been cciisirkred in the preparation of this guide. This guide covers heat exchangers of the following types: - in

28、direct heating with steam; - rotary regenerative heaters; - tubuladplate recuperative heaters; - liquid coupled heat exchangers; -heat pipes. This guide does not cover systems for direct contact heating of air or flue gas by hot gases. The equipment covered by this guide is defined by its function r

29、ather Ulan design type. Therejore, Uze guidance to the specifEcation is stutd in perjomnce terms rather Ulan being spekfied by a detailed description of the equipment to be supplied. This guide indicates to potentia,l purchasers how ther spectfication should be prepa,red so that: - the equipment typ

30、e and capacity intetces correctly with other elements of the systems; -predicted performance is achieved - ancillary equipent is properly sized; - reliability, availabilitg a,nd safety requirements are achieved; -pmpm consideration is given to the evaluation process and the qua,lity measures to be a

31、pplied. This guide does not detemine the type of specification (e.g. detailed, pqforrnance, functional) or #E extent of supply for any given contra - any allocation of responsibilities which are determined by the contmct. This guide does not presm:be the a,rmngement of the documents in the enquiry.

33、Lai, e.g. flooding and tides. 4.3 Equipment task The specification should describe in general terms the function, task or role of the equipment to be purchased, e.g. whether it is part of a m po.u?er gmera,ting plant, a modification to an exsli.rig power generating plant, or replacement equipment. 34、here appropriate, the speccation should dqfi,n.e the function and the known limitations, gang, in the equipment connected to that whkh is being supplied so that the equipment may a,void ,imposing udume conditions or the supplier may suggest modiflkations to connected equipment which would mwe sa,tis

35、futory operutwn. 4.4 Equipment to be purchased The specification may -the number of heat exchangers (for any particulas application); - the heat exchanger orientation, for exaniple horizontal or vertical shaft rotary heaters and alternative arrangements for ducts. The specification ma,y also define

36、preferences .for equipment types (or give information) regard2ng compatibility with existing equipment, if required. The specification may defuie any preferences with regard to the grouping of systems, for example include the cleaning system with the heat exchanger. o BSI 09-1999 5% specwcation shou

37、ld define the intended methods or local practice for maintenance, inspection and operation. The specwcation should define requirements wiM regard to the geneml appearance of the equipment (e.9. dimensions, shupe or colour) to meet local planning requirements or spec$fk critema, where such requiremen

38、ts these should be to a recognised European or international Standard. The specification should define the type and capacity of other services for the operation of the equipment, such as compressed air or aiunliary steam. 4.7 Other interfaces The specwcation should defi,ne the intktfaces with - acce

39、ssories for handling and maintenance systems; - spare parts such as bearings and seals; - site activities such as storage, transport and installation; - commissioning and performance tests; - documentation of equipment or system details, operation and maintenance manuals. rf Uze purchaser wishes to

40、hve a contract for control and instrumentation sepa.rate from the equipment supply contract, the specification may require the supplier to proz6de infomux.tion on ad the necessary interfaces (e.g. all instrumentation tapping points and instruments, including their signal outputs, etc., provided with

41、in the extent of supply). In dition, provision may need to be maomtion due to corrosion. The specification may also define exclusions, .for example civil works such as buddings, foundations, strwlwes and equipment obtained separately by the pu lrlll.x Thp specification may indicate the acceptability

42、 of alkv-mtive offws being included in the tender. 6 Terminal points The speczpcation should - obligatibw, e.g. operational staflshift patterms; - restrictions, e.g. process waste disposal. 7.2 Manning levels The specification should define the power station manning leveis where th8y may influence t

43、he equipment supply. 7.3 Normal operation Thp specifScation slwuld define in broad tenns the expected norrnal operation of the power station and of the equipment. Normal operation may include long periods at or near full load, followed by penods at part load and intermittent operation with frequent

44、short shutdowns. The specification should define the continuous maximum and continuous minimum operating conditions for the equipment, system or any component. The specification should define the operating limits for normal operation and any requirements for economic operation, for example at low lo

45、ads the achievement of an acceptable economic balance between combined cold end temperature and air bypass rate. 7.4 Operating hours The specipcation should define the total life time required of the power sta.tion and the equipment (e.g. hours) and the required operating period oj the equipment. Th

46、e specification may distinguish between components which wiil achieve the life expectancy of the equipment and replaceable items. 7.5 Start-up and shut-down The specification should define the minimum required number and type of start-up and shutdown cycles of the equipment. The specification should

47、 define any requirements relating to. safe operation during start-up and in particular dwing oil firing. The specification should define the expected chngeover strategy where standby equipment or bypasses a,re provided. The specification should define whether emergency shutdown should be entjrely au

48、tomatic or whether manuai intervention is acceptable, for example manual override to maintain rotation of regenerative heaters. 7.6 Abnormal conditions The specification should provide information on the known abnormal conditions to which the equipment might be subjected. Abnormal conditions of relevance to airheater or gas-gas reheater could include: - abnormally heavy dust burdens in the flue gas, caused by changes in fuel specification or - changes to fly-ash characteristics due to the use of additives, etc.; - air andor flue gas temperatures at inlet to airheaters or gas-gas reheaters out of the specified ranges; - loss of power supplies or cooling systems; - unscheduled operation or error resulting in opening or closure of dampers; - abnormal wind or ice loadi
