25、d the publicath are listed WafBrief overall project description 4.1 Role and organization of purchaser The enquiry should - geological e.g, seisrnic cmditions and characWticS of subsoil (e.g. caverns, gliding stratqications, load bearing capability of subsoils); - geographic e.g. elmation, influence

26、 of local topographg and structures; - hydrological e.g. jboding and tides. 4.3 Equipment task The specification should eserbe in general terms the function, task or role of the equipment to be purchused. e.g. whether it is part of a new power generating plant, a modZfication to an exlsting power ge

27、nerating piunt or replacernent equipment. Where appropriate, the spectfication should - extension of existing C and I; - replacement or upgrading of existing C and I. The specification should outline in broad tem the extent of supply (see ciause 6) and the C and I system architecture (see 10.1.1), e

28、.g. the functions to be automated, the type of operator interface, the signai communication technology, etc. The specmation may also define prerm for equipment types (or give information) reganling mpatimity with Existing equiwt) ifUired. The spectfication should - supply fiequency variations; - hig

29、h energy transient over-voltage; - voltage dips and short supply interruptions; - harmonic and inter-harmonic voltages; - voltage notches; - voltage unbalance. The specification should state whether the supplier is required to make adable any form of electrid supply for uses outside the extent of th

30、e C and I system supply Quality requirements for such supplies should be specified. The tender should provide information on the load to be drawn from the electrical supplies provided This should include both steady state loads and transient loads such as inrush currents. The specification should de

31、fine requirements for the operation of the equipment for a specified period when one or more of the electrid supplies to it are disturbed or lost. The level of C and I system operation for the different degrees of disturbance may be specified Reliability requirements may be stated. NOTE To meet thes

32、e requirements the supplier may have to provide facilities such as minterruptible power supplies or changeover switches to support supplies in cases of interruption, or filters to remove disturbances. A general requirement is for all equipment to be designed so that interruptions or disturbances whi

33、ch occur in electrical supplies, do not endanger personnel or damage plant. The specif

34、ication should define whether pneumatic or hydraulic supplies will be provided to power the C and I system, or whether any supplies needed should be generated by the supplier. The specification should provide details on any supplies adable, (e.g. measures taken to ensure purity, the supply pressure

35、and its control). The specification should define requirements for the response when pneumatic or hydraulic supplies are interrupted (e.g. faiure of compressors or pumps). 4.7 Other intetfces The speciffcation should define the interfaces with existing ancillary or new ancilla.y equipment to be supp

36、lied under separate contracts whkh interact dimtly with the equipment. 37、change philosophy and protocols should be defined in detail. Where passible these should be in accordance with internationally accepted standards. The specification should also define responsibilities for ensuring compatibility of interface hardware or software, responsibilities for commissioning, e

38、tc. The specification should identify information that will be required from the supplier on interfaces and idenw requirements for cooperation with the purchaser or with other suppliers. 4.8 Project programme The specification should describe the ouera - final controiling elements; - control functio

39、ns; - process information systems; - control room equipment; - engineering and diagnostics system, - process management system, - power supplies; - accessories; - spare parts; - engineering; - site activities; - testy - installation; - training; - documentation. - interfac&; It may be appropriate fo

40、r the purchaser to generate schedules or databases of some items (e.g. measuring points, binasy sensors, actuators, control loops etc.) in order to clarify the extent of supply. Sometimes it is not practical for the purchaser to completely define details of the extent of supply (e.g. the exact numbe

41、r of sensors or interface cards to be provided) within the specification. In this case the specification may define the information to be given in the tender (e.g. an offer based on a specified estimate of the number of sensors, plus a price adjustment per sensor increased or decreased). Alternative

42、ly the specification may defhe an overall functional requirement and require the supplier to establish the extent of equipment and services necessary to satisfy this. If the purchaser wishes to hue a contract for other control and imtmmentation separate frm the equipment supply contmct, the speciflc

43、ation mag require the supplier to provide information on a the necessary interfaces see 4.7). In addition provision may need to be made in the contmct to ensure the avaubity of inmat.ion messary to auOw a sathfactory control system to be obtained. The specification should also state the policy in the fouO

45、wiw operational areas: - risks e.g. loss of electrical supplies (see 4.6) loss of water supplies or cooling systems, (see also 10.4.2); - obligatwns e.g. operational staff shifi patterns (see 7.2); - restrictions e.g. process waste disposal. Control rooms and equipment rooms may require air conditio

46、ning to provide suitable conditions for staff working in these rooms and also to keep the tempemime outside and inside the cabinets at the required levels. Humidity control may also be necem. The specification should state the purchasers requirements for the control of temperature and humidity in th

47、e various rooms, including requirements for adjustment of operating points. Requirements for fresh air supply (e.g. air changes per hour, source of air supplied) and avoidance of raughts may be stated Requirements for protection of equipment from dust, from water or steam leaks, etc. should be speci

48、fied. The tender should state the temperature and humidity range over which the proposed equipment can operate. If the supplier is not supplying air conditioning, the tender should detajl the energy losses from the equipment and other heat sources (e.g. lighting) to enable correct sizing of it. 7.2

49、Manning levels l!he specification should - constant or sliding pressure operation; - frequency regulation. Any expected changes in operational regime over the planned lifetime of the C and I equipment should be defined 7.4 Operating hours The specification should - operating values, operating limits, safety requirements, operating procedures; - data required to optimize the C and I system (e.g. control loop transfer functions, effects of C and I performance on plant efficiency ami life, etc.). The specification may refer to standards,
