11、l point of identification of insdating liquids is the manufacturers ratingidate. In case of doubt, the originai manufacturer may be consultiid Cases of doubt may arise if there is no rathg-plate or if the contents are unknown. There is no need for measurement of the PCB content where there is a know

12、n histom for example a hown source without contamhation or a record of previous analysis. Insulating liquid may be suspected to be contaminated with PCBs from such evidence as is available, including: - the name of the manufactureq - the year of manufacture; - the type of equipment; or such other in

13、formation indicating that con tamhation may have occurred either during manufacturing, or operation and maintenance of the equipment. If the insulatjng liquid is suspected to be contaminated with PCBs, then the PCB content should be measured: - at the end of the useful life; - before disposal, - aft

14、er an internai failure; - in case of leakage; - before planned replacement of insulating liquid, includmg repair or maintenance involving contact with the insdating liquie - - before transfer of ownership. There is no known risk to human health or to the environment, so long as the equipment remains

15、 fully enclosed, even if the insulahg liquid is contaminated with PCBS. Screening tests are useful for the quick identification of possible contamhation with certain specified levels. More accurate standardized measurement methods may be necessary after a positive screening test. There are a number

16、of laboratories that may be used to analyse insulating iiquids which may be suspected to be contaminated with PCBs. Where the PCB content in oil is measured to be not greater than 50 mg/kg the equipment is considered to be not contaminated with PCBs. Where the PCB content in oil is measured to be gr

17、eater than 50 mg/kg the equipment is considered to be contamhted with PCBs and the equipment should be labelled accorduigly (see clause 6, Labelling). 4 Site design and construction 4.1 General Precautions to prevent pollution of the environment should be taken into account at the design and constmc

18、on stage (see claw 6, Pollution of the environment). For existing sites, these precautions should be implemented where reawnably practicable. When the amount of oil contained in a transformer is loo0 litses or greater, adequate arrangements should be constructed to contain all spillage and prevent a

19、ny waste products from reaching water systems. Bunded areas should not be rendered ineffective by ingress of rain water. 4.2 Mechanical protection Ali oil-filed equipment and areas where spares are stored should be adequately protected against mechanical damage, e.g., by fork lift trucks, etc., if s

20、uch damage is possible. 4.3 Storage Storage areas containing oil should not have drains which could caw pollution of the environment. 21、q7i = * rJ3 * 6Labellhg The following should be labelled a) Oil-nued equipment contaminated with PCBS. b) Compounds containing oil-lied equipment contaminated with PCBS. c) Temporary storage areas containing oil-lied equipment, or oii, contaminated with PCBS. d) Containem containing oil contaminated

22、 with PCBS. e) Containes containing waste materiais contaminated with PCBS. The label shoula be indelible, durable and shmd give ad- warning and suitable emergency instrucons. 6 Pollution of the environment 6.1 General Liquid wastes containing oil should not be disposed of into any water systems. Pr

23、ecautions should be taken to avoid any spiiiage or leakage from gaining access to such systems. Adequate buning of all areas containing contaminated oils is of prime importance. There is no known risk to the environment so long as the equipment remains fully enclosed, even if the insulating liquid i

24、s contaminated with PCBS. 6.2 Precautions to be taken to avoid pollution of the environment when working on or handling equipment or containers of insdating liquids In case of leakage or spiliage, the insukithg liquid should be anaysed if it is suspectedto be contaminated with PCBS. Alternatively, t

25、he insulahg liquid may be considered to be contaminated with PCBs without the need for an analysis. if the insulating liquid is either proven or suspected to be contaminated with PCBS, then the following precautions should be taken: a) Spiled oil should not be hosed away into water systems or normal

26、 waste channels. if spillage or leakage is found to have occurred, it should be absorbed using vermiculite, sand, ash, or other inert absorbent material which should be collected and later disposed of in an appropriate manner. b) Any residual oil should be wiped from impewious surfaces using wipes o

27、r rags soaked in a suitable proprietary solvent. These rags should aftemarcis be disposed of in an appropriate manner.
