33、ndardsintendedtobeappliedtogetherforthe management,engineeringandproductassuranceinspaceprojectsandapplications. 1Scope 1.1General ThisEuropeanStandarddefinesthesafetyprogrammeandthetechnicalsafetyrequirementsthatareimplemented inordertocomplywiththesafetypolicyasdefinedinISO143002.Itisintendedtopro

34、tectflightandground personnel,thelaunchvehicle,associatedpayloads,groundsupportequipment,thegeneralpublic,publicand privateproperty,andtheenvironmentfromhazardsassociatedwithspacesystems.Launchsiteoperationsare describedbyISO146202. Thesafetypolicyisappliedbyimplementingasystemsafetyprogramme,suppor

35、tedbyriskassessment,whichcan besummarizedasfollows: a) hazardouscharacteristics(systemandenvironmentalhazards)andfunctionswithpotentiallyhazardousfailure effectsareidentifiedandprogressivelyevaluatedbyiterativelyperformingsystematicsafetyanalyses; b) thepotentialhazardousconsequencesassociatedwithth
