A review of this publication will be initiated 2 years after its publication by the European organization so that a decision can be taken on its status at the end of its 3-year life. Notification

24、ationalandlocalcrimereductionprogramsalloverEurope. ThefinaldeclarationofanInternationalConference 1) organisedbytheCouncilofEuropesCongressofLocal andRegionalAuthoritiesofEurope(CLRAE;Erfurt26.28.February1997)stated: “thatcrime,fearofcrimeandurbaninsecurityinEuropearemajorproblemsaffectingthepublic

25、()andthat findingsatisfactorysolutionsforthemisoneofthemainkeystocivicpeaceandstability.“ ThefirstrecommendationfromthisconferencewasthatlocalandregionalauthoritiesinEuropedevelop integratedcrimereductionactionplans,withcontinuingpublicinvolvement,inwhichcrimereductionis includedasapolicyinallaspect

26、softheresponsibilitiesoflocalauthorities.Suchaplanshoulddefinethe natureandtypeofcrimetobetackled,objectives,timetable,proposalsforactionandbebasedonawide ranginguptodatesurveyofstatisticsanddiagnosisofcrime. InthisrespecttheCLRAEconferenceinErfurtalsostressedtheimportancetopromotecollaborationbetwe

27、en thepoliceandprofessionaldesignersandensurethatpoliceofficersarespeciallytrainedtoadviseonthe relationshipbetweencrimeandthebuiltenvironment“. Crimepreventionandfearreductionbyurbanplanningandbuildingdesign TheJusticeandHomeAffairscounciloftheEuropeanUnion(meeting15032001)agreedpoliticallyonthe co

28、nclusionoftheEUexpertsConferenceTowardsaknowledgebasedstrategytopreventcrime(Sundsvall, Sweden,21.23.February2001).Thisconferenceconcludedthat“CrimePreventionthroughEnvironmental Design,orDesigningoutCrime(CPTED/DOC),hasproventobeauseful,effective,veryconcreteand feasiblestrategytopreventcrimeandfee

29、lingsofinsecurity,integratedinamultidisciplinaryapproach.Best practicesregardingCPTED/DOCshouldbecollected,evaluatedandmadeaccessibleforstakeholders.This processshouldutiliseacommonframeworkofconceptsandprocesses,andtransferableprinciplesshouldbe identified“. Thisconferencealsounderlined“asregardspr

30、eventionofthefearofcrime,thatthefearofcrimeshouldbe viewedandtreatedasasocialprobleminitsownright“. Statementsandrecommendationsaboutthecollaborationbetweenenvironmentaldesign/planningspecialists andcrimeexpertsarebecomingmoreandmorecommonnowadaysinEuropeancountries.Thesestatements andrecommendation

31、sarebasedonassumptionsregardingtheinterrelationshipsbetweenthephysical environmentandhumanbehaviour.Itisobviousthattheresultsofurbanplanningandarchitecturedo influencethechoiceof conductandchoiceofroutesofallpeople(young/old,woman/man,potential offender/potentialvictim). Henceurbanplanningalsohasani

32、mpactoncrimeandfearofcrimebyinfluencingtheconductandattitudes ofe.g. offenders; formalguardianssuchaspolice; informalguardianssuchasresidentssurveyinganenvironment; 1 ) CrimeandUrbaninsecurity:theroleandresponsibilitiesoflocalandregionalauthorities.ENV143832:2003(E) 5 potentialvictims(and/ortargets)

33、ofcrimeorvictimsoffearofcrime. Agreatnumberofexperimentshaveshownthatparticulartypesofcrimecanbereducedbymodifyingthe opportunityforcrimeinthebuiltenvironment.Movingthenighttimetaverncrowdawayfromvacant storefrontsafterclosingtimewillinevitablyreducethenumberofburglariesandvandalismincidentstothe st

34、ores.Controllingtheaccessinto,andnaturalsightlinesthrough,undergroundparkingareaswillincreasethe opportunityforoffenderstobeseenandcaught.Thisinturnwillreducethenumberofassaultsandcarcrimes inthoseparkingareas.Thelistofsuccessfulopportunityreductionexamplesgoeson.InCanadaandthe USAthishascometobekno

35、wnascrimepreventionthroughenvironmentaldesignCPTED(pronounced septed) 2 ) . InEuropetheconceptisalsoknownasthereductionofcrimeandfearofcrimebyurbanplanningand architecturaldesign.Inshort,“Designingoutcrime“ 3) . Therearenumerousexamplesofhousingprojectswherebaddesignhascontributedtothegeneraldecay a

36、nddeclineofurbanareas.Badlydesignedhousingestateshavebeenrebuiltwiththoughtandconsideration todiminishcriminalopportunity.Inmanycasesaftertherefurbishmentresidentshavewishedtoreturntothe estateswherebeforetheyhadleftastheyfearedfortheirsafety.Newestatesandhousingprojectsarenow incorporatinggoodcrime

37、preventionfeaturesatthedesignstage. Shoppingcentresareanotherbuildingcategorythatisbenefitingfromgoodplanningideas.Thesitingofthe centre,carparksandtransportinfrastructureareallbeingincorporatedatdesignstagetoaccommodategood designfeatures.Supermarketsarealsoadoptingdesigningoutcrimemeasurestoreduce

38、bothinternaltheft aswellascrimecommittedbycustomers. Researchershaveidentifiedreductionsincrimefollowing,forexample,theintroductionofdesignchangesin largemunicipalhousingestates.Thereisalsooverwhelmingevidenceconcerningfearandthebuilt environment,e.g.pedestriansubways,lackofsurveillance,andparticula

39、rlytheleveloflightinganddark streets.Similarparallelscanbedrawnwithregardtovandalism.Whenquestioned,offenders(andvictims)of burglary,cartheftandrape/assault,haveallmentionedenvironmental/designfactors.Theresearchfindings showthatthefeelingsofinsecurityofvictimsareclearlyrelatedtotheverysamefeatureso

40、ftheplacethat attractoffenderstocommitacrime. NowondermoreandmorelocalandregionalauthoritiesinEuropearenowinsistingonplanningapplications showingproofthattheprinciplesofcrimepreventionandfearreductionbyurbanplanningandbuildingdesign havebeenadopted. Conclusion Theconclusionfromtheliterature,research

41、andprojectorpolicyevaluationscanbesummarisedasfollows: 1) urbanplanninghasanimpactonthedifferenttypesofcrimeandfearofcrimebyinfluencingtheconduct, attitudes,choicesandfeelingsofe.g.offenders,victims,residents,police; 2) crimecanbesubdividedinspecifictypes(burglary,vandalismetc.); 3) crimeandfearofcr
