28、lecommunication Standard (ETS) has been produced by the Special Mobile Group (SMG) Technical Committee (TC) of the European Telecommunications Standards Institute (ETSI). This ETS describes the general aspects of the mobile radio interface signalling layer 3 within the European digital cellular tele

29、communications system (Phase 2). This ETS correspond to GSM technical specification, GSM 04.07 version 4.3.1 The specification from which this ETS has been derived was originally based on CEPT documentation, hence the presentation of this final draft ETS may not be entirely in accordance with the ET

30、SI/PNE rules. Reference is made within this ETC to GSM Technical Specifications (GSM-TS) (NOTE). NOTE: TC-SMG has produced documents which give the technical specifications for the implementation of the European digital cellular telecommunications system. Historically, these documents have been iden

31、tified as GSM Technical Specifications (GSM-TS). These TSs may have subsequently become I-ETSs (Phase 11, or ETSs (Phase 21, whilst others may become ETSI Technical Reports (ETRs). 33、work. It also defines the basic message format and error handling applied by the layer 3 protocols. The corresponding protocols are defined elsewhere: - the Radio Resource (RR) management protocol is defined in TS GSM 04.08; - the Mobility Management (MM) protocol is defined in TS GSM 04.08; - the C

W 3400855 OOl15L59 987 Page 11 ETS 300 556: February 1995 (GSM 04.07 version 4.3.1) 4 Introduction 4.1 General The signalling layer 3 provides the functions to establish, maintain and terminate circuit-switched connections across a GSM PLMN and other networks to which the GSM PLMN is co

48、nnected. It provides the necessary supporting functions related to supplementary services control and short messages service control. Furthermore it includes the functions necessary for mobility management and radio resource management. The term “Layer 3“ or “Signalling Layer 3“ is a general term us

49、ed to refer to the procedures described in TS GSM 04.08, 04.1 O and 04.1 1 . The layer 3 is composed of three sublayers comprising: - - - the Radio Resource Management (RR) functions; the Mobility Management (MM) functions; and the Connection Management (CM) functions.
