6、3 00bbb2 T32 GSM 02.10 - version 3.0.1 - 2 O. SCOPE The purpose of this recommendation is to describe and define the means of providing GSM PLMN telecommunication services. 1. GENERAL PRINCIPLES The provision of telecommunication services within a GSM PLMN is based on the following principles: I - t
7、hat internatione- roaming of GSM mobile stations is a fundamental requi: ment. - that GSM PLMNs need to be established in as many CEPT countries as possible in order to provide a full Pan- European Service. 2. CONSIDERING Considering that: - Provision of GSM telecommunication services may be provide
8、d directly by Administrations. - Administrations may grant licenses or consessions to system operator to provide the GSM telecommunication services. - More than one GSM PLMN system operator may be granted a licence or consession in a CEPT country. 3. RECOMMENDATION It is recommended that: - Provisio
9、n of the GSM telecommunication services shall be in conformity with the GSM series of Recommendations. - A s a minimum requirement a GSM PLMN must provide all of the “El Category“ services and must also provide coverage of the major conurbations and highways in that CEPT country. - In principle, GSM
10、 subscribers visiting other networks will have the same telecommunication services available, according to their subscription held in the home PUN. NOTE: For reasons of network control, all network operators should be able to bar individual or groups of subscribers from all or some services in their
11、 network. However, where these are roamers, this action will normally be taken with the full co- operation of the home PLMN operator. Both the visited and the home PLMN operator will, in principle, have to agree on the 3404583 0069663 979 GSM 02.10 - version 3.0.1 - 3 measures to be taken and also have the responsibility of informing their customers. Further Study is required on the status of GSM PLMN operators, who are neither signatories to the ITU treaty nor to the CEPT agreement, in order to ensure they have an adequate international status.
