SCOPE The purpose of this recommendation is to describe and define therequired subscription as a prerequisite for the use of thet
7、elecomunication services offered by a GSM PLMN. However, it only deals with international principles; national regulations will apply in addition. 1 , DEFINITION The use of telecommunication services is subject to subscription. A basic subscription permits participation in those telecommunication se
8、rvices that are generally available. Additional specific subscription(s) is (are) needed for those telecommunication services that are not generally available. 2. APPLICATION FOR SUBSCRIPTION An application for a subscription shall be directed to and given by a GSM PLMN operator, or its agents, of t
9、he country where the applicant is a resident, becoming the home GSM PLMN. The subscriber is considered a resident when he has permanent address in that country. If the service has not been developed in the home GSM PLMN, a temporary subscription may be given by a GSM PLMN operator, or its agents, wh
10、o is able to offer the service in question, The subscriptions should be transferred to the home GSM PLMN as soon as the service is available, in order to reduce the additional load on the connections between the HPLMN and VPLMN. If a subscriber moves to another country for a longer period (more than

12、SCRIPTION WITH DIFFERENT ENTITLEMENTS A subscription is settled with one GSM PLMN, the home GSM PLMN. The subscriber may apply for one of the following entitlements : NUMBER ACCESSIBLE AREA FOR SERVICE RECOMMENDED PROVISION FOR OPERATORS . 1 One national plus all foreign GSM PLMNs Mandatory 2 All GS
13、M PLMNs (Note 1) Optional 3 Regional restricted plus all Optional other GSM PLMNs (regional means part of a GSM PLMN in one country) (Note 1 and 2) Note 1) : When there is more than one national GSM PLMN operator in a country, the entitlement to subscribe to one or more PLMNs, in addition to the HPL
14、MN, in that country is subject to bilateral or multilateral agreements between the national operators. Note 2) : This entitlement might be offered when e.g. congestion problems arise in specific area of the HPLMN. The HPLMN operator may then issue subscription for both entitlement 1 and 3 but with e
15、.g. different fixed charges (more favourable charges for entitlement 3). Note 3) : It is anticipated that the national regulations may give rise to the need to accomodate some other optional classes of subscription entitlements. The total limit of subscription entitlements is set at 8. The introduct
16、ion of these optional classes shall not impose restrictions on roaming visitors with international entitlement. The entitlement shall not be different for different telecommunication services subscribed to within one subscription. The entitlement gives the authorization to use a service as defined i
17、n the Recommendations GSM 02.02, 02.03 and 02.04 within a defined accessible area. Outside the area there is no possibility of establishing communication, neither Mobile Originated nor Mobile Terminated. The use of the Teleservice Emergency Call, as described in Recommendation GSM 02.03, however, is
18、 possible in any area regardless of the entitlement of the subscription. In all service aspects a roaming subscriber will be treated without discrimination compared to the subscribers of the visisted GSM PLMN (for charging aspects see Rec. SUBSCRIPTION ASPECTS OF INTERNATIONAL MOBILE SUBSCRIBER IDENTITY The subscriptlon leads to a subscriber identity (IMSI) which is stored in a Subscriber Identity Module (SIM). The SIM and its standardized implementations are described in Rec. GSM 02.17.
