2、rd supercedes applicable laws and regulations. Note: In the event of conflict between the English and domestic language, the English language shall take precedence. 1.1 Scope. This standard is a summary of the requirements for the GM Powertrain Statement of Requirements (SOR) describing the engineer

3、ing processes, tasks, events, and deliverables required of the Supplier to provide a Product/Commodity for the GM Powertrain Program(s). The SOR takes effect at the time of Supplier selection and continues through the phases of the Program(s) identified in 1.5. 1.2 Mission/Theme. Not applicable. 1.3

4、 Classification. Not applicable. 1.4 Complete Bill of Material with Cost. The Supplier shall provide completed price breakdowns on forms GM1810 Production Tooling Cost Line-up Form and GM1804 Piece Cost Breakdown Worksheet to the GM Buyer when the Supplier quotation is submitted. 1.5 Phases of the P

5、rogram. This SOR will apply throughout the design, development, validation, pre-production, production, and service life phases of the program(s) as described in the SOR appendices. The program(s) schedule(s) will be monitored through the Advanced Product Quality Planning and Control Plan (APQP proc

6、ess) and reviewed at meetings between representatives of GM and Supplier. Refer to all applicable programs, model years and duration for a Product/Commodity as described in SOR appendices. 2 References Note: Only the latest approved standards are applicable unless otherwise specified. 2.1 External S

8、al Failure Mode such as circuit boards, processors, Application Specific Integrated Circuits (ASIC) discrete electronic components, switches, relays, etc.; or devices with embedded software, shall adhere to the requirements specified in GMW15923 Statement of Requirements for All Electrical and Elect

9、ronic Systems and Components, unless otherwise specified. 3.12.1 All electrical and electronic systems or components shall be validated utilizing GMW3172 as the basis for the validation procedure unless otherwise specified. Additionally, design and packaging of electrical connectors shall comply wit

10、h ergonomic requirements specified in SAE/USCAR-25 Electrical Connector Assembly Ergonomic Design Criteria. 4 Program Support 4.1 Program Management. Supplier management and administration tasks are described in the following paragraphs. 4.1.1 Program Plan. Supplier shall prepare a Program Plan that

11、 encompasses the Advanced Product Quality Planning (APQP) expectations and identifies: 4.1.1.1 Program deliverables, requirements, and objectives and schedules. 4.1.1.2 The completion of each on a timing chart which conforms to the program milestones, including and comprehending any regional timing

12、differences on global programs. 4.1.1.3 The first draft of the Program Plan shall be submitted during the sourcing phase for the Product/Commodity to be supplied. 4.1.1.4 This plan, approved by the Buyer, shall be periodically reviewed and shall contain sufficient detail to enable GM to measure prog

13、ress of the Program. 4.1.1.5 This will be done in relation to the desired objectives. 4.1.1.6 Identify specific problem areas; assess the progress of the Program(s) in relation to the desired objectives; and determine a means for adjusting program efforts and resources to keep the Program(s) on trac

14、k toward the objectives. 4.1.1.7 Supplier shall publish periodic Program Plan updates showing the status of the Program activities. 4.1.1.8 The Program Plan shall be a summary of the specific individual plans required by this SOR and shall address all of the required Supplier plan deliverables, incl

16、 Plan (ADV Plan), Reliability Program Plan, Build Plan, Mass Reduction Plan, and Service Readiness Plan. 4.1.1.9 Each of these plans shall be prepared by Supplier and submitted to GM for review and approval, per the summary of deliverables schedule. 4.1.1.10 Supplier shall execute and maintain all p

17、rogram management initiatives for the Program(s) (e.g, Gantt charts on tool timing). 4.1.1.11 Additionally, Supplier shall be the Program Manager for all Tiered Suppliers. 4.1.1.12 Additional information, including the following, shall be made available to GM as specified or upon request: Program ex

18、pense summaries shall be submitted monthly to GM Buyer (i.e., engineering spending curve). Supplier Status on the following major program imperatives shall be provided to GM Design Responsible Engineer on a monthly basis. Mass Piece Cost Investment Timing Product Performance Buildability Recyclabili

19、ty Design Status/Schedule Engineering Cost 4.1.2 Engineering Plan. Supplier shall develop an Engineering Plan (a subset of the Program Plan), approved by the Buyer and GM Design Responsible Engineer, consistent with each partys responsibilities, that describes how the requirements of the SOR will be

20、 achieved and that provides an overview of how the engineering tasks are going to be accomplished. 4.1.2.1 The Plan shall answer the questions of who, what, when, where, and how each of the required tasks will be accomplished. 4.1.2.2 The plan shall include Task Timing Schedule (chart) which identif

21、ies all tasks to be accomplished and shall show the start and completion time for each task with respect to the program(s) timing milestones. 4.1.2.3 The Engineering Plan shall also describe the design, materials, and manufacturing processes recommended or necessary to meet the requirements of this

22、SOR. 4.1.2.4 The Plan is to also define all open issues (such as unapproved materials requiring approval, interfacing part requirements necessary to execute the program, unspecified data, and tolerances) with an identified required completion date and responsible individual(s). 4.1.2.5 The Engineeri

23、ng Plan will serve as a record to GM and Supplier of the product development and execution phases of the Program(s) and the final Program(s) directions. 4.1.3 Advanced Product Quality and Planning (APQP). Advanced quality planning is a rigorous and structured method of defining and establishing the

24、steps necessary to assure that a product satisfies the customers needs. Requirements can be found in GM Global Supplier Quality Manual, (GM1927). There are also individual documents identifying specific areas that require additional quality information. These documents are available from GM Supply P

25、ower, and are identified with a GM1927 prefix numbering system. 4.2 Program Schedule and Engineering Deliverables. Supplier shall support the GM Global Powertrain Development Process (GPDP) and Global Vehicle Development Process (GVDP). Supplier shall interface with the appropriate GM Powertrain and

26、/or GM Vehicle Engineering Center (VEC) technical personnel (i.e., Design Responsible Engineer, validation, material, and process engineers) or GM Product and Process Center technical personnel to accomplish this. GMs engineering group will bear the primary responsibility for leading the activity wi

27、th Supplier throughout the Program(s). 4.2.1 Engineering Tasks. Supplier may be responsible for the design, development, validation, manufacturing, continuous improvement, and service life of the Product/Commodity to be supplied as detailed Provided by IHSNot for ResaleNo reproduction or networking

To support this activity, Supplier shall follow the APQP process, including GM APQP specifics, and comply with ISO/TS 169

29、49. Major areas of responsibility have been identified in the roles and responsibility matrices; see applicable Responsible, Approval, Support, Inform, Consult (RASIC) charts. 4.2.2 Engineering Support. The following section reflects the expected level of commitment required of Supplier unless other

30、wise defined in the SOR appendices. 4.2.2.1 Supplier shall provide Designers, Engineers, a Program Manager, and other personnel to successfully execute program objectives. To receive and give direction, Supplier shall maintain a single-point technical liaison with GM. Supplier may be required to pro

31、vide a limited level of on-site support at GM location. The type of support (e.g., Designer, Engineer) and level of support (e.g., part-time, full-time) shall be reviewed and approved by GM as part of Resource Plan review. See SOR appendices for specific requirements as to quantity, timing, and loca

32、tion of on-site supplier support. 4.2.2.2 Supplier shall participate in designated technical interchange meetings and program design reviews including being an active participant of the Product Development Team (PDT) and the PDT chairperson as appropriate. 4.2.2.3 Suppliers will be responsible for a

33、ll off-site computer and computer related expenses. 4.2.2.4 Supplier shall interface with, support, and assist GM in a number of specific and general areas concerning the Product/Commodity to be supplied, its design, and its application in the vehicle. This support will take many forms, including: 4

34、.2.2.5 Design, release, development support, and validation responsibility, including that identified in SOR appendices RASIC chart(s). 4.2.2.5.1 Manufacturing and assembly plant interfaces, including: 4.2.2.5.2 Supplier shall provide in-plant technical support until all quality targets (i.e., zero

35、defects, zero sort/reworks, etc.) are achieved for a sustained time period or until GM determines that a reduced level of support is appropriate. Changes to the level of support will be communicated only through the GM Buyer. 4.2.2.5.2.1 Supplier shall respond with a plan for root cause analysis, an

36、 internal containment plan, and long term resolution to all concerns within two working days after initial contact has been made. These concerns may include Product Resolution Reports (PRR), Global Problem Resolution and Tracking System Plus (PRTS+) issues, other manufacturing and/or assembly Plant

37、issues, etc. 4.2.2.5.2.2 Supplier shall provide Supplier Executive home phone numbers and two other 24 hour emergency contact numbers to support crisis problem resolution which otherwise present immediate build jeopardy. 4.2.2.5.2.3 Supplier shall support resolution of product/process issues that ma

38、y surface in the manufacturing and/or assembly plant(s) for all Pre-production and Manufacturing Validation builds. 4.2.2.5.2.4 Supplier shall support implementation of GM Bill of Process. 4.2.2.5.2.5 Supplier shall support optimizing manufacturing and/or assembly plant process/sequence, labor cost,

39、 ergonomics, tools/equipment, testing, repair, mass of each part number as received by the plant, shipping containers and packaging, etc., for the Product/Commodity to be supplied. 4.2.2.5.2.6 Supplier shall support problem analysis and repair training for manufacturing and/or assembly plant operato

40、rs. 4.2.2.5.2.7 Supplier shall attend relevant training for GM systems and processes offered by GM. 4.2.2.5.2.8 Service life responsibility defined in Section 5. 4.2.3 Specification Development. Technical specifications may be jointly developed with the active participation of the Supplier if reques

41、ted by GM Engineering. 4.3 Support Services to be provided by Supplier. Supplier shall provide support to include those items identified in the following paragraphs. 4.3.1 Build Support. The appropriate Supplier personnel shall be present at start-up operations for prototype builds, pre-production a

42、nd production builds of vehicles or Powertrain assemblies for assistance in problem resolution, when requested. 4.3.2 Open Items List. Supplier shall maintain an Open Items List describing all issues requiring resolution as a prerequisite to completion of the Program(s) and the SOR. The list is to i

43、nclude information required to continue the work process or to support decisions, design, build, validation problem solving, etc., and must be Provided by IHSNot for ResaleNo reproduction or networking permitted without license from IHS-,-,-GM WORLDWIDE ENGINEERING STANDARDS GMW16530 Copyright 2011

Status must be updated every two weeks, individual responsibility for each item must be assigned, and the list must be made available to GM and Advance

45、d Quality Engineers for customer and supplier monitored parts. 4.3.3 Communication of Information. Supplier shall generate and maintain a distribution list of Supplier and GM personnel for use in distributing program information. Information that will normally be distributed to the listed persons in

46、cludes: 4.3.3.1 Part math models/drawings. 4.3.3.2 Parts Lists. 4.3.3.3 Product/Commodity to be supplied including component application descriptions. 4.3.3.4 Engineering updates to communicate changes. 4.3.3.5 Electronic math data. 4.3.3.6 PDT and other meeting minutes including timing plan. 4.3.3.

47、7 Other information pertaining to application or use of the Product/Commodity to be supplied. 4.3.3.8 Technical requirements will be communicated from GM to the Supplier through the SOR, including all appendices, and the technical documents listed in the SOR Nomination Approval Document referenced i

48、n 8.2 of this standard. 4.3.3.9 The GM Buyer will immediately notify Supplier in writing of program changes and changes in vehicle design that may impact or alter any of the specified requirements. 4.3.4 Problem Notification. Supplier shall notify in writing the GM Buyer and the GM Design Responsibl

49、e Engineer of potential technical issues, such as problems, events, new information, and program changes that could result in increased cost or delays in attainment of program milestones, schedules, or delivery dates. Supplier written notification shall include a recovery plan and a detailed description of the issues risk to program timing or imperatives. 4.3.5 Program Review Meetings. Program reviews shall be used to provide technical and managerial interchanges bet
