3、d provides the roles, responsibilities, and requirements for FOMs who are a vital support element in the Centers efforts to maintain the safe and successful functioning of facilities and operations. P.2 APPLICABILITY This GPR applies to all organizations within the Goddard Space Flight Center (GSFC)

4、 and all GSFC civil service and contract employees located at GSFC facilities on the Greenbelt and Wallops campuses who are appointed to the position of FOM or Alternate FOM. GSFC 3-17 (7/06) P.7 TRAINING Due to their operational knowledge of buildings, FOMS play a significant role in incident management and may at times be considered subject matter experts for the building at the Greenbelt campus. FOMs at

8、the Greenbelt location shall be trained in the National Incident Management System IS 700, ICS 100, and ICS 200. Training is conducted on-line (http:/training.fema.gov/IS/NIMS.asp) at no cost through FEMA. Coordination and changes in training requirements will be managed by the GSFC Emergency Prepar

GSFC 3-17 (7/06) PROCEDURES In this document, a requirement is identified by “shall,” a good practice by “should,” permission by “may” or “can,” expectation by “will,” and descriptive material by “is.” 1. ROLES AND RESPONSIBILITIES: 1.1 Center Director The Center Director

14、, or designee, appoints the FOM Committee Chair(s) from the membership of the Centers senior management team. 1.2 Center Deputy Director The Centers Deputy Director, or designee, shall appoint FOMs based on the recommendations of the Director Of representing the majority resident of the building. Se

15、e Section 1.7. 1.3 Directors Of Directors Of shall recommend their FOM and Alternate FOM representative, and grant their appointed representatives the authority to commit their organization regarding facility safety and operations issues. 1.4 Management Operations Directorate The Centers Management

16、Operations Directorate is responsible for conducting a number of critical institutional management functions targeted at ensuring that our workforce and assets are protected and available to support the Centers mission for years to come. These functions include procurement, facilities management, se

17、curity, safety, environmental management, information and logistics. Representatives of this organization will support the local FOM Committees by ensuring that FOMs and Alternates are knowledgeable and aware of emerging operations issues, concerns, or changing procedures associated with their insti

18、tutional management functions that the FOM helps to support. 1.5 FOM Committees FOM Committees are local management boards that shall oversee and make recommendations to Center management on the execution details associated with the FOM responsibilities and program. Given the unique operational natu

19、re of Goddards various component sites, separate committees have been established for Greenbelt and Wallops. These committees serve to ensure that FOMs and Alternates are knowledgeable and aware of emerging issues, concerns, or changing procedures. All FOMs and Alternates are committee members. Prov

GSFC 3-17 (7/06) 1.6 FOM Committee Chair(s) The FOM Committee Chair(s) shall be responsible for providing overall leadership and guidance to the FOM program and committee and ensure that members are informed about management issues important to the con

22、duct of their responsibilities. Responsibilities include: (1) Maintaining the master list of all FOMs and Alternates for their location. (2) Serving as the central communications point for information to be disseminated. (3) Ensure that all program documents are kept up to date. (4) Overall committe

23、e administration including meeting agendas, minutes, and action tracking. 1.7 FOMs and Alternate FOMs FOMs have responsibility for monitoring matters that affect safety, utilization, and general livability of their assigned buildings and facilities including adjacent grounds, sidewalks, and parking

24、lots. The FOM shall be the central point of contact for coordination of building maintenance, repair, rehabilitation, and modifications, and they shall be notified of any such actions by the Facilities Management Division that require utility outages or create other impacts to occupant utilization o

25、f the building. A FOM shall be appointed for each GSFC building at both Greenbelt and Wallops. The FOM will normally be an employee from the majority resident Directorate/organization in the building. FOMs shall be civil servants. All FOMs and Alternates shall conduct their responsibilities in accor

26、dance with the most recent version of the FOM Handbook. See Section 2.1. Alternate FOMs may be either civil servants or contractors and are appointed by the FOM with the approval of the majority resident Directorate/organization in a given building. This decision should be made in consultation with

27、all resident organizations within the building, and an Alternate may be selected from one of the minority resident organizations to ensure better coverage of potential issues and to enhance communication. Prior to selecting a contract employee for this role, the appropriate CO and COTR must be conta

28、cted to ensure that the contract scope enables such an appointment. The FOM shall notify the Chair of the FOM Committee whenever an Alternate FOM is appointed. Alternate FOMs are empowered to assume all FOM duties in their absence with the exception of the authority to order stop work when they obse

29、rve an unsafe work practice of immediate danger to life and health on the part of anyone. Alternate FOMs should contact Code 250 immediately in these situations. 1.8 Line Management and Employees Maintaining the safety and good housekeeping of GSFC facilities is the collective responsibility of all

30、employees and each employee should initiate needed corrective actions through their line management. The FOM of their building should be notified of such actions. GSFC 3-17 (7/06) 2. FOM APPOINTMENTS AND REQUIRED SKILLS: 2.1 Appointment of FOMs and

FOMs must be Civil Servants. The Centers Deputy Director or their designee, with concurrence from the Dire

33、ctor of Management Operations, shall appoint FOMs based on the recommendations of the Director Of representing the majority resident of the building. FOM nomination memos are forwarded to the Center Deputy Director through the office of the Chair of the FOM Committee. Alternate FOMs may be either Ci

34、vil Servants or Contractors and are appointed by the FOM with the approval of the majority resident Directorate/organization in a given building. This decision should be made in consultation with all resident organizations within the building and often will be from one of the minority resident organ

35、izations to ensure better coverage of potential issues and to enhance communication. Prior to selecting a contract employee for this role, the appropriate CO/COTR shall be contacted to ensure that the contract scope enables such an appointment. 36、tter of the appointment of all Alternate FOMs. Formats for the letters to appoint FOMs and Alternates are available by contacting the office of the Chair of the FOM Committee. 2.2 FOM Knowledge, Skills and Abilities To be effective, the FOM should possess certain skills and abilities commensurate wi

37、th the complexity of the facility and the operations housed within the facility supported by the FOM. The following describes the key attributes of a successful FOM: - Management/problem solving ability: The FOM must organize and manage a wide variety of activities to avoid problems which would impa

38、ct the activities within his/her facility and must be able to address the numerous and varied problems that arise on a day to day basis. The ability to see the interconnectivity of various issues (some quite subtle) and take appropriate action to coordinate activities is essential. Often detailed an

39、d intricate action plans must be developed and implemented. The position involves both short and long range planning and the ability to set priorities and organize effectively. - Ability to communicate effectively: The FOMs job revolves around communication involving all levels of management and peo

40、ple of all skills and backgrounds. Not only is the FOM responsible for communicating with the Centers various institutional service providers and line management, the FOM often serves a critical role in facilitating communication between occupant groups in the building as well as between management

41、and the institutional service providers. - Knowledge of facilities and facility systems: It is desirable that the FOM possess a basic understanding of the facility for which he/she is responsible. Complex facilities require some understanding of HVAC systems, electrical systems, fire safety systems,

The FOM should be able to read and interpret blueprints. - Knowledge of basic safety principles: As a key individual with assisting line management with fa

44、cility safety issues, the FOM must possess a knowledge of basic safety principles and practices and be able to apply these to the many varied circumstances which may exist in his/her building. - Emergency responses at Greenbelt: Due to their operational knowledge of buildings, FOMS play a significan

45、t role in incident management and may at times be considered subject matter experts for the building at the Greenbelt campus. FOMs at the Greenbelt location shall be trained in the National Incident Management System IS 700, ICS 100, and ICS 200. Training is conducted on-line (http:/training.fema.go

DOCUMENTATION REQUIREMENTS 3.1 Facility Operations Manager (FOM) Handbook A FOM Handbook shall be established and maintained current by the FOM Com

47、mittee Chairs for Greenbelt and Wallops. The FOM Handbook shall be available via the Web at: http:/gsfc-artemis.gsfc.nasa.gov/220/FOMHB.htm The FOM Handbook shall be maintained under configuration control in accordance with GPR 1410.2 by Code 220, the Facilities Management Division. The Configuratio

48、n Control Board will be chaired by the Greenbelt FOM Committee Chair and have representatives from two other Directorates, for a total of three voting members. The Management Operations Directorate shall always hold one of the three positions due to their oversight of institutional management issues

49、. At least one of the three Directorates must oversee some level of personnel and operations at the Wallops Flight Facility. a) 3.2 Emergency Action Plans (GSFC Form 23-62) FOMs shall be responsible for the preparation and distribution of building Emergency Action Plans using GSFC Form 23-62, and shall assist resident organizations in the preparation of Emergency Preparedness/Contingency Plans.
