6、RRANGENENTS AND POSITION IN ICAO OF THE EUROPEAN AIR NAVIGATION PLAf:T!ING GP.OUP 1. The provisions described hereunder shall be applicable to the European Air Navigation Planning Group (EANPG). They shall supersede in toto those approved by the Council of ICAO when acting on Recommendation 2/1 of t

7、he Special EUR RAN Meeting (1980) (Supplement No. 1 to Doc 9306 SP EUR (1980) refers). -_ 2. Terms of Reference of the EANPG 2.1 The objectives of the Group are to: a) ensure the continuous and coherent development of the EUR Regional Plan as a whole and in relation to that of adjacent Regions; and

8、2.2 b) identify specific problems in the air navigation field concerning the EUR Region and propose, in appropriate form, resolving action addressed to parties concerned. In order to meet these objectives the Group shall: a) propose target dates for the implementation of services, facilities and pro

9、cedures to ensure the co-ordinated development of the air navigation system in the EUR Region; b) assist the European Office of ICAO in its task of fostering implementation of the EUR Regional Air Navigation Plan; c) originate, as necessary, amendment proposals, in co-ordination with affected States

10、, to the EUR Regional Plan; d) review any shortcomings in the EUR air navigation system and develop recommendations for remedial action; 9 e) monitor new developv-ents in the air navigation field and develop proposals to meet the requirenents of the EUK Region resulting from these developments in a

12、Criteria and Methods of Application under review and recommend such changes to them as may be required in the light of developments mentioned under e); g) ensure input to world-wide studies of LCAO bodies, as required; I h) consider long-term air navigation aspects in the EUR Region and promote any

13、related action required; i) to assess the need for and advise on the objective, scope and structure of future EUR Regional Air Navigation meetings. 3. Composition of the EANPG Size of the GrouD and designation of its Members 3.1 The Group should be composed of the Representatives of approximately tw

14、elve States located in the EUR Region, ensuring, however, a balanced representation of the Region as a whole. Groups of States suitably located in relation to each other should, if possible, make arrangements for collective representation by one of them. 3.2 States should ensure that their Represent

15、atives serving on the Group have experience in the direction of the full range of international air navigation planning and operation. Changes to the membership and/or changes to the size of the Group nay be proposed by any State located in the EUR Region, or by the Group itself, and shall be subjec

16、t to Council approval. 3.3 Any other State located in the EUR Region shall be entitled to be represented at meetings of the Group with full rights, if it so wishes. However, in taking advantage of this right, States concerned should take into account the need for keeping meetings of the Group as sma

17、ll and as informal as possible to retain its efficiency. In addition, the Group may invite States to participate in its meetings whenever it feels that such States will be affected by specific aspects of the work of the Group or when this will be of assistance in the general conduct of its work. 3.L

18、 Any State other than those mentioned in 3.3 above, havicg aircraft on its register which operate in the EUR Region, shall have the right to be represented in the meetings of the Group with full rights whenever it considers that its interests are involved, subject to applicable considerations in par

19、as 3.2 and 3.3. 3.5 States not covered by the provisions in paras 3.3 and 3.4 may participate as observers in meetings of the Group, subject to the applicable considerations in those paragraphs. 21、 representing important civil aviation interests to participate in its work in a consultative capacity. 4. Working arrangements Relations with States 4.1 States located geographically in the EUR Region, as well as States having aircraft on their registers which operate in the EUR Region shall be kep

22、t fully informed of the activities of the Group. The Group may obtain information from EUR provider States on specific questions end offer advice to them in the form of proposals for action. States should ensure necessary co-ordination and follow-up of the Groups activities with their Administration

Relations with European Bodies and Organizations 4.2 The Group shall keep itself informed of the activities of European Bodies and Organizations to the extent that such activities are likely to have an impact in the planning and operation of the EUR air navigation system. When necessary, the Grou

24、p shall provide information and advice to such bodies and organizations if this is required in order to: a) avoid duplication of studies and/or efforts; and b) engage their assistance in matters which, while having a bearing on the air navigation system, are outside the competence of ICAO andlor the

25、 Groups activities. Working methods 4.3 The Group shall appoint a Chairman and Vice-Chairmen. The Chairman, in close co-operation with the ICAO Representative of the European Office, shall make necessary arrangements for the most efficient working of the Group. One of the prerequisites in this respe

26、ct is that the Group shall at all times work with a minimum of formality and paperwork. In the interval between meetings of the Group, the Members shall maintain continuity in the work of the Group. This may take the form of assignment of specific tasks to selected individual Members and/or the form

27、ation of small ad hoc groups to perform studies or prepare supporting material on defined subjects for consideration by the Group as a whole. 28、se from IHS-,-ICAO 9477 * 48414Lb 0054527 569 -5- 4.4 The European Office of ICAO shall provide necessary secretarial assistance to the Group and serve as its communication lick with all interested parties, to the extent determined by the Council. Meet ines of the GrOUD 4.5 Based on the advice of Ve

29、mbers of the Group and of the ICAO Representative, European Office, the Chairman shall decide the date and duration of meetings of the Group. Eieetings shall normally be convened at the European Office. During meetings, Nembers of the Group may be accompanied by advisers. Total attendance should, ho

30、wever, be kept to a minimum consistent with the topics to be discussed so as to maintain the desired informality of proceedings. Creation and dissolution of contributory bodies 4.6 In order to assist it, the Group may create sub-groups, charged with preparatory work on specific problem requiring exp

31、ert advice for their resolution. Representation in such sub-groups should be by specialists in the dabjects under consideration. The establishment and the work of such sub-groups shall be governed by the following considerations: a) a sub-group shall only be formed when it has been clearly establish

32、ed that it is likely to be able to make a substantial contribution to the resolution of the problem in question; b) it shall be given clear and concise terms of reference describing not only its task but also an expected target date for its completion; c) its composition shall be such that, while be

33、ing kept as small as possible, all States (whether or not they are Members of the EANPG) and organizations likely to be able to make valid contributions are given the opportunity to participate in it; d) its work progress shall be subject to review by the Group, especially in order to avoid duplicat

34、ion or effort in fields already covered by other activities; and e) a sub-group shall be dissolved as soon as it has either completed its assigned task or it has become apparent that work on the subject in question cannot be usefully continued. Position in ICAO 5.1 The Group shall be the guiding and co-ordinating organ for all activities

36、conducted within ICAO concerning the Air Navigation System for the EUR Region but shall not assume authority vested in other ICAO bodies, except where such bodies have specifically delegated their authority to the Group. The activities of the Group shall be subject to review by the Council. - 5.2 Al

37、l groups or meetings (excluding limited, special or full-scale RAN meetings) within the framework of ICAO, concerned with the EUR air navigation system, shall be under the general direction of that Group so as to ensure full co-ordination of all regional activities regarding the development and oper

The Council, at the 22nd Meeting of its 117th Session on 27 March 1986 and the Air Navigation Commission at the 6th Meeting of its 111th Session, acting under authority delegated by the Council, took action as indicated h

40、ereunder, on the Report of the Seventh European Regional Air Navigation Meeting (1985). 2. The recommendations of the meeting, unless otherwise qualified in the text or in the action taken thereon by the Council or by the Air Navigation Commission under delegated authority, apply only to the Contrac

41、ting States whose territories or dependencies are located partially or wholly within the area considered by the Meeting a:rd those located outside that area, which have aircraft on their register operating or expecting to operate into the area, or which provide facilities and services affecting the

42、area. 3. Recommendations for action by States are addressed to ICAO Contracting States only. Implementation of those recommendations related to facilities and services is governed by Article 28 of the Convention. 4. The Secretary General will arrange for the normal follow-up action in respect of all

43、 approved recommendations. Where special action is required to be taken by the Secretary General, this is indicated in the text of the action taken by the Council or the Air Navigation Commission.
