The pilots operating handbook should be prepared to meet the intent of the requirements of the appro- priate airworth

30、iness authority regulations, such as those of the U.S. Federal Aviation Regulation 23, which are “to provide the pilot with all of the information needed to operate his aeroplane in a safe manner”. The appropriate authority may recognize that compliance with this guidance will result in approval of

31、a pilots operating handbook as the equivalent of an aeroplane flight manual. 5. No promotional or advertising material should be included in the pilots operating handbook. Boxed-in or bold-face text should be used to emphasize special features relating to the operation or handling of the aeroplane o

32、r its systems under specific conditions of use. The text should be in accordance with the following categories: 2. The pilots operating handbook should offer guidance to pilots in the performance of all activities required for the preparation and execution of a flight with a particular aeroplane. It

33、 should describe the aeroplane, its systems, its normal and emergency operating procedures, and its characteristics and performance in detail (both in normal and adverse environmental conditions, i.e. in snow, ice, rain, cross- winds, etc.), so that the pilot will be able to operate the aeroplane sa

34、fely. The pilot is assumed to have the knowledge, skill and experience required by the appropriate licensing regulations. Used where an operating procedure, practice or condition will result in a severe accident or destruction of the aeroplane if not carefully followed. Used where damage to equipmen

35、t will result if an operating procedure, practice or condition is not observed. 3. In developing a pilots operating handbook, the manufacturer should follow this guidance to the extent practical. Questions of compliance with, or interpret- ation of the guidance should be referred to the appropriate

36、authority. Used if a special feature of the aeroplane or its systems, essential to safe and effective operation and handling, should be highlighted. Sequence of topics Units of measurement 4. The arrangement of sections is intended to divide the pilots operating handbook into three major parts for u

37、seful practical handling. Part One includes the sections “Limitations”, “Emergency Procedures”, “Normal Procedures”, and “Abnormal Procedures” and contains safety information in an abbreviated form for in-flight usage. This is considered the most important part. Part Two includes the sections “Perfo

38、rmance” and “Mass and Balance and Equip- ment List” and provides extensive data for flight preparation. Part Three includes the sections “Description of the Aeroplane and its Systems” and 6. The units of measurement to be used in the pilots operating handbook are those specified by the Inter- nation

39、al System of Units (SI) as modified for inter- national civil aviation by Annex 5 to the Convention on International Civil Aviation. These tips should be shown alongside the characteristic, system or procedure to which they refer. Other, more general, safety and operating information should be included in Section 10. LA

42、YOUT Binder type and page size 8. Pilots operating handbooks which are produced for use on aeroplanes should be in looseleaf form with a durable multi-ring cover. A standard page size should be used, with consideration given to ease of use during flight, while allowing sufficiently accurate readings

43、 to be made from graphs and tables. The handbooks should be designed to be easily amended and/or revised. Tab dividers 9. Each section should be marked with a plasticized tab divider. For ease of reference, the dividers should be staggered. Tab dividers should indicate section numbers and titles. Th

44、e section containing “Emergency Procedures” should have a red plasticized tab divider. The section containing “Abnormal Procedures”, when included, should have a blue plasticized tab divider. The section containing “Normal Procedures” should have a green plasticized tab divider. Front pages 10. The

45、cover title should read “Pilots Operating Handbook”. The cover title and applicable aeroplane designation should be prominently displayed on the cover and/or spine of the handbook. Other information may be displayed on the cover. 11. The title page (see Figure 1) should contain the following informa

46、tion: a) the title, “Pilots Operating Handbook”; b) the manufacturers name; c) the handbook producers (aeroplane manufac- turers) publication identification, if applicable; d) the aeroplane serial number and registration number, if appropriate (leave space for insertion of these numbers); d 0 d W No

47、te.- The versa of the title page should be left blank to avoid the possible replacement of that page through revision and potential loss of the inserted aeroplane serial and registration numbers. the aeroplane model number, as shown on the type certificate or specification and, at the handbook produ

48、cers option, the type certification number or common aeroplane name, or both; in handbooks for aeroplanes which are required to have, or for which the aeroplane manufacturer has elected to provide approved aeroplane flight manuals, the following statement: “This handbook includes the material requir

49、ed to be furnished to the pilot by the (appropriate authority) regulations and additional information provided by the manufacturer, and constitutes the approved aeroplane flight manual. It must be carried in the aeroplane at all times.” for handbooks that are not approved aeroplane flight manuals, the statement: “This handbook includes the material required to be furnished to the pilot by the (appropriate authority) regulations and addi
