31、) and 2003 (Doc 9826), and a Supplement covering the first six months of 2004, as referred by the Plenary. In each report, Chapter I summarizes the principal trends and developments in civil aviation and the work of ICAO, while Chapters L and IV deal respectively with the activities and developments

32、 in ICAO in the air transport and joint financing fields. 7:2 During the past triennium, in addition to ongoing work on air transport economics, joint financing, statistics, forecasting and facilitation, a major meeting had taken place, the fifth ICAO Worldwide Air Transport Conference (ATConf/S, Ma

33、rch 2003) the outcome of which with reference to new or revised policy guidance of special interest to the Commission would be presented under Agenda Item 27: Regulation of international air transport services, and outcome of the fifth Worldwide Air Transport Conference. 7:3 The Co this initiative h

34、as enabled all Contracting States to have on-line access to the ICAO statistics. Agenda Item 8: Programme Budget for 2005,2006 and 2007 8: 1 The Commission examined the Programme Budget of the Organization in the air transport field (including joint financing), as presented in WP20, CorrigendaNos. 1

35、 and2 as well as AddendumNo. 1 (Major Programme Ii and the air transport sub-programmes of Major Programme V: Regional and Other Programmes), as referred by the Plenary. 8:2 The Commissionnoted that the Air Transport major programme for the 2005-2007 triennium reflects a significant repositioning an

36、d continuing evolution, consistent with the Strategic Action Plan, in response to heightened concerns regarding aviation safety and security, increasing globalization and trans-nationalization of markets, the emergence of regional and sub-regional trading and regulatory blocs, liberalization of econ

37、omic regulation and recognition of and response to environmental concerns. 8:3 The Commission also noted that in order to accommodate the increased demand and change in emphasis against the realities of reduced human resources, a number of highly desirable tasks performed in previous triennia had be

38、en eliminated or cut back in favour of expanded or new tasks which are essential elements of the Strategic Action Plan. Furthermore, in view of increasing resource constraints, no capacity had been included in the proposed budget for any urgent new task which may arise during the next triennium and

39、any such task would have to be accommodated in the work programme through adjustments to the planned programe or changes in priorities in the air transport field. 41、rsed as presented the work programme of the Organization in the air 27:l For ease of consideration, the Commission divided this agenda item into the following topics: Report by the Council on the outcome of the fifth Worldwide Air Transport Conference (ATConf75) and trade in services developments; a

42、ir carrier ownership and control; other regulatory issues and exogenous factors affecting civil aviation. 27:2 In the first part of WP/9, the Council reported to the Assembly on the preparations, results and follow-up work regarding the fifth Worldwide Ai: Transport Conference (ATConf75) held in Mar

43、ch 2003. Addendum No.1 to this paper provided an update of some recent follow-up activities by the Secretariat. The Assembly was invited to note the report and review suggested amendments to the relevant section of Resolution A33-19 relating to “cooperation in regulatory arrangements” with a view to

44、 adoption of the text under Agenda Item 3 1. In the second part of WP/9, the Council reported on trade in services developments since the 33rd Session of the Assembly and invited the Assembly to note the report and to review suggested amendments to the relevant section of Resolution A33-19 relating

45、to “trade in services” with a view to adoption of the text under Agenda Item 3 1. 27:3 In WP/214, Jordan on behalf of the Members of the Arab Civil Aviation Commission (ACAC) provided an overview of the evolution of air transport regulation in the region and highlighted some challenges faced by Stat

46、es in the liberalization process. They called for continued cooperation between ICAO and all organizations involved in air transport to provide assistance, advice and guidance to developing States in the area of establishing rules for the economic regulation of air transport. 27:4 In W3?/217, Oman,

47、on behalf of the Members of ACAC, provided information on their experience in the field of air transport liberalization and requested ICAOs assistance in implementing the liberalization of air transport in the Arab States in accordance with the recommendations of ATConUS. 275 In WP/2 19, the Airport

48、s Council International (AC0 expressed its support to the progressive liberalization of international air transport and endorsed ICAOs global leadership role and its framework for the liberalization process. It believed that airport capacity constraints and long term infrastructure requirements should be taken into account when considering liberalization, and urged States to include airports in the process of liberalization and in air services negotiations. 27:6 in WPJll9, the Latin American Association of Air and Space Law (ALADA) presented its views and suggestions on a number of regulatory
