5、s to provide a basic volume of knowledge and facts relating to building constructionas it pertains to the regulations set forth in the 2012 International Energy Conservation Code. The person who is serious abouteffectively designing, constructing and regulating buildings and structures will find the

6、 Commentary to be a reliable data sourceand reference to almost all components of the built environment.As a follow-up to the International Energy Conservation Code, we offer a companion document, the International EnergyConservation Code Commentary. The basic appeal of the Commentary is thus: it pr

7、ovides in a small package and at reasonablecost thorough coverage of many issues likely to be dealt with when using the International Energy Conservation Codeandthen supplements that coverage with historical and technical background. Reference lists, information sources and bibliogra-phies are also

8、included.Throughout all of this, strenuous effort has been made to keep the vast quantity of material accessible and its method of pre-sentation useful. With a comprehensive yet concise summary of each section, the Commentary provides a convenient referencefor regulations applicable to the construct

9、ion of buildings and structures. In the chapters that follow, discussions focus on the fullmeaning and implications of the code text. Guidelines suggest the most effective method of application and the consequences ofnot adhering to the code text. Illustrations are provided to aid understanding; the

10、y do not necessarily illustrate the only methodsof achieving code compliance.The format of the Commentary includes the full text of each section, table and figure in the code, followed immediately by thecommentary applicable to that text. At the time of printing, the Commentary reflects the most up-

11、to-date text of the 2012 Inter-national Energy Conservation Code. Each sections narrative includes a statement of its objective and intent and usually includesa discussion about why the requirement commands the conditions set forth. This code shall be known as the InternationalEnergy Conservation Code of NAME OF JURISDICTION, andshall be cited as such. It is referred to herein as “this code

40、.”This section directs the adopting jurisdiction to insertthe name of the jurisdiction into the code. Becausethe IECC is a “model” code, it is not an enforceabledocument until it is adopted by a jurisdiction oragency that has enforcement powers. C101.2 Scope. This code applies to commercial building

41、sand the buildings sites and associated systems and equipment.The code applies to residential and commercial build-ings and the buildings site and associated systemsand equipment. The definitions for “Residential build-ing,” “Commercial buildings,” and “Building site” willbe important in correctly a

42、pplying the provisions ofthe code. See the commentary related to the defini-tions in Chapter 2CE. Additional discussion also willbe also found in Chapter 4CE commentary.C101.3 Intent. This code shall regulate the design and con-struction of buildings for the effective use and conservationof energy o

43、ver the useful life of each building. This code isintended to provide flexibility to permit the use of innovativeapproaches and techniques to achieve this objective. Thiscode is not intended to abridge safety, health or environmen-tal requirements contained in other applicable codes or ordi-nances.T

44、his code is broad in its application, yet specific toregulating the use of energy in buildings where thatenergy is used primarily for human comfort, or heat-ing and cooling of a building to protect the contents.Thus, energy used for commercial or industrial pro-cessing is to be considered exempt fro

45、m the codebecause that energy is not used for human comfort orconditioning the space. In general, the requirementsof the code address the design of all building systemsthat affect the visual and thermal comfort of the occu-pants, including:Lighting systems and controls.Wall, roof and floor insulatio

46、n.Windows and skylights.Cooling equipment (air conditioners, chillers andcooling towers).Heating equipment (boilers, furnaces and heatpumps).Pumps, piping and liquid circulation systems.Supply and return fans.Service hot water systems (kitchens andlavatories).Chapter 1CE:Scope and AdministrationGene

47、ral CommentsThe 2012 edition of the International Energy Conserva-tion Code(IECC) represents the culmination ofaggressive efforts to increase commercial and residen-tial energy efficiency requirements. Constructionenhancements include required energy savings for win-dows, doors and skylights; therma

48、l envelope efficiency;and increased efficiencies for installed heating, ventilat-ing and air-conditioning (HVAC) equipment for commer-cial buildings three stories or greater in height. The2012 edition of the code represents a significantincrease in energy efficiency levels over the 2009 edi-tion of

49、the code, which represents a significant increaseover the 2006 code in energy efficiency. The aggressivecode change proposals are reflective of a new nationalfocus on reduction in energy consumption that stemsnot only from concerns about our oil reserves, but alsofrom growing concerns over global warmi
