It is founded on broad-based princ

7、iples that make possible the use of new materials and new system designs. This 2018edition is fully compatible with all of the International Codes(I-Codes) published by the Interna-tional Code Council(ICC), including the International Building Code, International Energy Conser-vation Code, Internati

8、onal Existing Building Code, International Fuel Gas Code, InternationalGreen Construction Code, International Mechanical Code, International Plumbing Code, Interna-tional Private Sewage Disposal Code, International Property Maintenance Code, International Res-idential Code, International Swimming Po

It provides an international forum for discussion and deliberationabout building design, construction methods, safety, performance requirements, technologicaladvances and innovative products.DevelopmentThis 2018 edition presents the code as originally issued, with changes reflected in the 2003

15、 through2015 editions and further changes approved through the ICC Code Development Process through2017. A new edition such as this is promulgated every 3 years.This code is founded on principles intended to establish provisions consistent with the scope of afire code that adequately protects public

16、 health, safety and welfare; provisions that do not unneces-sarily increase construction costs; provisions that do not restrict the use of new materials, productsor methods of construction; and provisions that do not give preferential treatment to particulartypes or classes of materials, products or

17、 methods of construction.iv 2018 INTERNATIONAL FIRE CODEMaintenanceThe International Fire Code is kept up to date through the review of proposed changes submitted bycode enforcement officials, industry representatives, design professionals and other interested par-ties. Proposed changes are carefull

18、y considered through an open code development process inwhich all interested and affected parties may participate.The ICC Code Development Process reflects principles of openness, transparency, balance, dueprocess and consensus, the principles embodied in OMB Circular A-119, which governs the federa

19、lgovernments use of private-sector standards. The ICC process is open to anyone; there is no cost toparticipate, and people can participate without travel cost through the ICCs cloud-based app, cdp-Access. A broad cross section of interests are represented in the ICC Code Development Process.The cod

20、es, which are updated regularly, include safeguards that allow for emergency action whenrequired for health and safety reasons.In order to ensure that organizations with a direct and material interest in the codes have a voicein the process, the ICC has developed partnerships with key industry segme

21、nts that support theICCs important public safety mission. Some code development committee members were nomi-nated by the following industry partners and approved by the ICC Board: American Institute of Architects (AIA) International Association of Fire Chiefs (IAFC) National Association of Home Buil

22、ders (NAHB) National Association of State Fire Marshals (NASFM)The code development committees evaluate and make recommendations regarding proposedchanges to the codes. Their recommendations are then subject to public comment and council-widevotes. The ICCs governmental memberspublic safety official

23、s who have no financial or businessinterest in the outcomecast the final votes on proposed changes.The contents of this work are subject to change through the code development cycles and by anygovernmental entity that enacts the code into law. TheICC does not have the power or authority to police or enforce compliance with the contents of thiscode.Code Development Committee Responsibilities(Letter Designations in Front of Section Numbers)In each code development cy

26、cle, proposed changes to the code are considered at the CommitteeAction Hearings by the International Fire Code Development Committee, whose action constitutes arecommendation to the voting membership for final action on the proposed change. Proposedchanges to a code section that has a number beginn

27、ing with a letter designation in brackets are con-sidered by a different code development committee. For example, proposed changes to code sec-tions that have BE in front of them (e.g., BE 606.3) are considered by the appropriateInternational Building Code Development Committee (IBCEgress) at the co

28、de development hear-ings.The content of sections in this code that begin with a letter designation is maintained by anothercode development committee in accordance with the following:A = Administrative Code Development Committee;BE = IBCEgress Code Development Committee;BF = IBCFire Safety Code Deve

31、onsibility of theAdministrative Code Development Committee, and that committee is part of the Group B portion ofthe hearings. This committee will conduct its code development hearings in 2019 to consider mostcode change proposals for Chapter 1 of this code and proposals for Chapter 1 of all I-Codes

32、exceptthe International Energy Conservation Code, International Residential Code and International GreenConstruction Code. Therefore, any proposals received for the sections of Chapter 1 preceded by thedesignation A will be deferred for consideration in 2019 by the Administrative Code DevelopmentCom

The following table indicates suchrelocations in the 2018 edition of the International Fire Code.Coordination between the International Building and Fire CodesBecause the coordination of technical provisions is one of the benefits of adopting the ICC family ofmo

42、del codes, users will find the ICC codes to be a very flexible set of model documents. To accom-plish this flexibility some technical provisions are duplicated in some of the model code documents.While the International Codes are provided as a comprehensive set of model codes for the builtenvironmen

43、t, documents are occasionally adopted as a stand-alone regulation. When one of themodel documents is adopted as the basis of a stand-alone code, that code should provide a com-plete package of requirements with enforcement assigned to the entity for which the adoption isbeing made.The model codes ca

44、n also be adopted as a family of complementary codes. When adoptedtogether, there should be no conflict of any of the technical provisions. When multiple model codesare adopted in a jurisdiction it is important for the adopting authority to evaluate the provisions ineach code document and determine

45、how and by which agency(ies) they will be enforced. It isimportant, therefore, to understand that where technical provisions are duplicated in multiplemodel documents that enforcement duties must be clearly assigned by the local adopting jurisdic-tion. ICC remains committed to providing state-of-the
