4、s have occurred on OSVs duringcargo and personnel carriage operations, IMOs Sub-Committee onDangerous Goods, Solid Cargoes and Containers at its first session(February 1996) developed the Code of Safe Practice for the Carriage ofCargoes and Persons by Offshore Supply Vessels (OSV Code).The Code was

5、approved by the Maritime Safety Committee (MSC) at itssixty-sixthsession(June1996)andadoptedbytheAssemblyatitstwentiethsession (November 1997) by resolution A.863(20), which recommendedthatGovernmentsapplytheCodeandrequestedthe MSCtokeepitunderreview and amend it, as necessary.The Code provides for

11、atoccurintheoperator/contractorrelationship.This standard should be considered when implementing a safetymanagement system (SMS) within the meaning of 1.4 of the IMOInternationalSafetyManagement(ISM)Code.Chapter 1General1.1 Definitions1.1.1 Contractor means the organization that has the responsibili

12、ty fortheoperationoftheshipaslaiddownin1.1.2oftheInternationalSafetyManagement(ISM)Code.1.1.2 Operatormeans the party who contracts an offshore supplyvessel.1.1.3 Offshore supply vessel (OSV) meansavesselwhichisusedforthetransportation of stores, materials, equipment or personnel to, from andbetween

14、actsanoffshoresupplyvessel.11.1.4 Offshore installation manager (OIM) meansthepersonresponsibleforallactivitiesontheoffshoreinstallation.1.1.5 Offshore installation meansastructurewhichis,oristobe,orhasbeen, used while standing or stationed in water or on the foreshore orotherlandintermittentlycover

15、edwithwater(seeappendix1).1.1.6 Logistics co-ordinator meansapersonorpersonsbasedonshoreoroffshore,specificallydesignatedbytheoperatorasafocalpointandhavingresponsibilityfor:.1 theproperpreparationofcargofortransportoffshore;.2 loading/unloading/backloadingplans;.3 sailingschedules;.4 contingencies;

16、and.5 other matters, as required by the situation, includingdangerousgoods.1.1.7 Cargo handler means a member of ship or offshore installationhandlingthecargoonboardtheOSVattheoffshoreinstallation.1.2 Information and documentation1.2.1 OSVsshouldbesuppliedwithallrelevantinformationtoundertaketheinte

17、ndedvoyage(s).Indecidingupontherelevancyoftheinformationprovided,adistinctionshouldbemadebetween:.1 vessels chartered for a stated period or for consecutivevoyages;and.2 vesselscharteredforonevoyageorashortperiodoftime.1.2.2 The operator and the contractor should have documentscontaining procedures

18、and instructions, preferably used to describe andimplementtheSMS,thataddresstherelevantitemsoftable1andtable2.1.2.3 Further to 1.2.2, it is recommended that all interfacing activities,suchasthosesetoutinappendix3,areaddressed.1.3 CommunicationThereshouldbeeffectivecommunicationsbetweenallresponsible

23、nessandcargo-worthinessCheckingstabilityconditionsChapter 1:General31.4 Cargo handling and stability1.4.1 General1.4.1.1 Both during sea transport and operations at the offshoreinstallation, OSVs with an open stern, under certain conditions (e.g.,certain weather and sea conditions, deeply laden), ar

24、e troubled withincoming water on the exposed cargo deck. This can lead to dangeroussituations, especially if cargoes with a tendency to float and/or with lowfriction coefficients are stowed on the exposed deck of the vessel. It isrecommendedthatthesevesselsbeprovidedwithinstructionstocounterthesedan

25、gers.1.4.1.2 The number of cargo handlers should be sufficient for safe andeffectivecargooperations.1.4.1.3 ThecrewofOSVsshouldbeadequatelytrained.1.4.1.4 During deck cargo handling operations other activities on thecargodeckofthevesselshouldbeavoided.1.4.1.5 Safe havens and escape routes for person

26、nel from the cargodeckshouldbeproperlymarkedandkeptclearatalltimes.Acrashbarrier,fittedalongeachsideofthedeck,couldbeonemethodofachievingasafehaven.1.4.2 Pre-planning1.4.2.1 A passage plan and sailing schedule should be made and takeninto consideration when a loading plan is made. After departure th

27、epassageplanmayonlybechangedbytheresponsiblelogisticsco-ordinatorin co-operation with the master. It is essential therefore that liaison,preferably by the logistics co-ordinator, is established between the OIMandthemasterpriortounloadingorbackloadingofcargo.1.4.2.2 Themastershouldbeadvised ofexpecte

28、ddelaystooperations.Excessivestand-bytimesincloseproximitytooffshoreinstallationsshouldbeavoided.1.4.3 Cargo1.4.3.1 Themastershouldensureco-ordinationofallpartiesinvolvedintheloadingordischargingofcargoesorpersonsbeforetransferoperationsbegin,toensurethatallthoseinvolvedrecognizetheirresponsibilitie

29、sandreach agreement on the equipment, communications and safetyprocedurestobeused.OSV Code41.4.3.2 Before loading, the master should be provided with details ondangerous cargoes, non-standardized cargoes and cargoes which areheavyordifficulttostow,secureorunload.1.4.3.3 Themastershouldnotacceptthelo

30、adingofanycargowhichisnotsafeforcargohandling,notadequatelypacked,notproperlymarkedornotproperlydocumented.Theresponsibilityforensuringthatcargoesareproperly prepared for carriage on board OSVs rests with the operator,shipperand/orowneroftheitemsconcerned.1.4.3.4 Allcargooperationsshouldbesupervised

31、bytheofficerincharge.1.4.3.5 Operators should ensure that as much cargo as possible iscontainerised to allowsafer stowage and securing on deck. Wheredifferent container sizes are used, the need for safe securing should beconsidered when planning the stowage. For constructional requirementsfor contai

32、ners, reference should be made to the Guidelines for theapprovalofcontainershandledinopenseas(MSC/Circ.613).1.4.4 Stowage and securing of cargo1.4.4.1 Themastershouldensurethatthevesselhasasufficientquantityand types of lashing and securing materials for the safe operation of thevessel.Thelashingand

33、securingmaterialsshouldbe:.1 suitablefortheirintendedpurpose;.2 ofadequatestrength;.3 easytouse;.4 wellmaintained;and.5 periodicallyinspected,andarecordshouldbekeptoftheinspections.1.4.5 Bulk cargo*1.4.5.1 Hosesusedforthetransferofbulksubstancesshouldbecolour-codedatthehoseterminationstoidentifythep

34、roductforwhichthehoseistobeused.Arecommendedcolourcodeisshowninappendix2tothisCode.1.4.5.2 Before bulk cargo transfer operations take place the followingshouldbeestablished:.1 startingandstoppingprocedures;.2 quantitiesandcategoriesofproducttobetransferred;* For hazardous and noxious liquid substanc

37、operations, be provided with personal protective equipment (PPE) in ahigh-visibilitycolour,appropriatetothegeographicalareaofoperationandtheworktobedone.Sufficientspareequipmentshouldbeavailable.1.4.7.2 Crewmembers and/or cargo handlers working on deck shouldwearbuoyancyaidsandrelevantPPEtoprotecthe

38、ad,feetandhands.1.4.7.3 ExamplesofPPEwhichmayberequiredare:.1 workinglifejackets;.2 workingexposuresuits(foroperationsinextremeareas);and.3 hardhats,protectiveboots,safetyglasses.Chapter 2Port operations2.1 Communication2.1.1 Prior to departure of the OSV the logistics co-ordinator shouldcommunicate

39、informationconcerningthesailingschedule,cargomanifestand other relevant items to the operator and contractor (e.g., OIM andmaster).2.1.2 Prior to the arrival of an OSV at a port, the master shouldcommunicate to the port information regarding the vessels ETA, cargorequirementsandanyspecialcircumstanc

40、esoftheOSV.2.2 Cargo2.2.1 The operator should ensure that cargoes within containers areadequately stowed and secured for sea transport. The master has theauthority to carry out random inspections. If inspection of any containerOSV Code6revealsinadequatestowing,lashingorsecuringarrangements,inadequat

41、emarkingorlabellingofdangerousgoods,orifheisindoubtastothesafetystatusofthecontainer,heshouldrefusethiscontainerforseatransport.2.2.2 ReferenceshouldbemadetotheCodeofSafePracticeforCargoStowage and Securing (CSS Code (IMO resolution A.714(17) and theIMO/ILO/UNECEGuidelinesforpackingofcargotransportu

42、nits(CTUs)(MSC/Circ.787).Chapter 3Sea transport3.1 General3.1.1 Cargoes should be properly stowed and secured during seatransport. Regular visual checks of the securing arrangements should becarriedout.3.1.2 Closedcontainersshouldnotnormallybeopenedwhilethevesselis at sea unless an emergency situati

43、on (e.g., fire or spillage) occurs. Allnecessaryprecautionsshouldbetakentopreventinjurytopersonnel.3.2 CommunicationDuring sea transport the master, OIM and logistics co-ordinator shouldinformeachotheraboutchangesinrelevantschedulesandconditions.Chapter 4Operations at the offshore installation4.1 Ge

44、neral4.1.1 Prior to commencing cargo operations, the master and the OIMshouldconfirmtheloading/unloadingplan.4.1.2 AnycircumstancelimitingcargooperationsbetweentheOSVandoffshoreinstallation(e.g.,thevisibilityofthedeckfromthecranecontrolcab,blindinglightingoroverboarddischargesfromtheinstallation)sho
