5、d the 1988Protocol relating thereto, adopted by the Maritime Safety Committee(MSC) of IMO during 2003, 2004 and 2005.Resolution MSC.142(77) was adopted by the MSC at its seventy-seventhsession (May/June 2003) and contains amendments to SOLAS chapter V toinclude, in particular, new requirements for s

6、hips of 500 gross tonnage andabove, engaged on international voyages exceeding 48 hours, to providedaily reports to their company for the duration of the voyage, including anew definition of length of a ship relating to navigation bridge visibility.Resolution MSC.151(78) was adopted by the MSC at it

7、s seventy-eighthsession (May 2004) and contains amendments to SOLAS chapter II-1 toinclude, in particular, modifications to the amendments adopted byresolution MSC.134(76), regarding access to and within spaces in thecargo area of oil tankers and bulk carriers constructed on or after 1 January2005,

8、due to the concerns which might be encountered whenimplementing the aforementioned requirements relating to the access tothe cargo areas on oil tankers and bulk carriers.Resolution MSC.152(78) was adopted by the MSC at its seventy-eighthsession (May 2004) and contains amendments to SOLAS chapter III

9、regarding emergency drills, maintenance, inspection and servicing of life-saving appliances and new requirements for the carriage of immersion suitson cargo ships for each person on board; and to chapter IV dealing withthe maintenance requirements for satellite EPIRBs.Resolution MSC.153(78) was adop

10、ted by the MSC at its seventy-eighthsession (May 2004) and contains amendments to SOLAS chapter V toguarantee that persons rescued at sea will be provided a place of safetyregardless of their nationality, status or the circumstances in which they arefound and that, in every case, a place of safety i

11、s provided within areasonable time. The amendments also cover the responsibilities of theContracting Government responsible for the search and rescue region inwhich the survivors were recovered, including masters discretion for safenavigation and avoidance of dangerous situations.Resolution MSC.154(

12、78) was adopted by the MSC at its seventy-eighthsession (May 2004) and contains amendments to the Protocol of 1988iii.relating to the 1974 SOLAS Convention, in particular, amendments to theCargo Ship Safety Certificate (Form E) in the appendix thereto.Resolution MSC.170(79) was adopted by the MSC at

13、 its seventy-ninthsession (December 2004) and contains amendments to SOLAS chapter II-1relating to the testing of watertight doors and precautions against shock,fire and other hazards; chapter III regarding survival craft and rescue boatsfor bulk carriers; chapter V dealing with shipboard navigation

14、al equipmentand voyage data recorders; chapter VII regarding the requirements forchemical tankers; a new revised chapter XII on additional safety measuresfor bulk carriers; and amendments to the certificates contained in theappendix to the Convention.Resolution MSC.171(79) was adopted by the MSC at

15、its seventy-ninthsession (December 2004) and contains amendments to the certificates forpassenger and cargo ships contained in the appendix to the Convention.Resolution MSC.194(80) was adopted by the MSC at its eightieth session(May 2005) and contains amendments to SOLAS chapter II-1 relating toemer

16、gency towing arrangements, installations contained asbestos, newrequirements for tankers and bulk carriers and replaced parts A, B and B-1in their entirety; chapters II-2, VI, IX, XI-1, XI-2 and the appendix to theConvention concerning cross-references to the revised chapter II-1; andchapter XI-1 de

17、aling with company and registered owner identificationnumber.Subject to the tacit acceptance procedure, the above amendments areexpected to enter into force on:.1 1 July 2006, for the amendments adopted by resolutionsMSC.142(77), MSC.152(78), MSC.153(78), MSC.154(78),MSC.170(79) and MSC.171(79);.2 1

22、re applicable to theAnnex to the Convention, other than to the provisions of chapter I thereof,HAVING CONSIDERED, at its seventy-seventh session, amendments to theConvention, proposed and circulated in accordance with article VIII(b)(i)thereof,1. ADOPTS, in accordance with article VIII(b)(iv) of the

23、 Convention,amendments to the Convention, the text of which is set out in the annex tothe present resolution;2. DETERMINES, in accordance with article VIII(b)(vi)(2)(bb) of theConvention, that the said amendments shall be deemed to have beenaccepted on 1 January 2006, unless, prior to that date, mor

24、e than one thirdof the Contracting Governments to the Convention or ContractingGovernments the combined merchant fleets of which constitute not lessthan 50% of the gross tonnage of the worlds merchant fleet, have notifiedtheir objections to the amendments;3. INVITES SOLAS Contracting Governments to

25、note that, in accordancewith article VIII(b)(vii)(2) of the Convention, the amendments shall enterinto force on 1 July 2006 upon their acceptance in accordance withparagraph 2 above;4. REQUESTS the Secretary-General, in conformity with article VIII(b)(v)of the Convention, to transmit certified copie

26、s of the present resolution andthe text of the amendments contained in the annex to all ContractingGovernments to the Convention;15. FURTHER REQUESTS the Secretary-General to transmit copies of thisresolution and its annex to Members of the Organization which are notContracting Governments to the Co

28、igation bridge visibility2 The existing text of introductory paragraph 1 is replaced by thefollowing:1 Ships of not less than 55 m in length, as defined in regulation 2.4,constructed on or after 1 July 1998, shall meet the following requirements:Regulation 28Records of navigational activities3 The t

29、itle of the regulation is replaced by the following:Records of navigational activities and daily reporting4 The existing paragraph is numbered as paragraph 1.5 The following new paragraph 2 is added after paragraph 1:2 Each ship of 500 gross tonnage and above, engaged on internationalvoyages exceedi

30、ng 48 hours, shall submit a daily report to its company, asdefined in regulation IX/1, which shall retain it and all subsequent dailyreports for the duration of the voyage. Daily reports may be transmitted byany means, provided that they are transmitted to the company as soon aspracticable after det

31、ermination of the position named in the report. Auto-Resolution MSC.142(77)3mated reporting systems may be used, provided that they include a re-cording function of their transmission and that those functions and inter-faces with position-fixing equipment are subjected to regular verification bythe

32、ships master. The report shall contain the following:.1 ships position;.2 ships course and speed; and.3 details of any external or internal conditions that are affectingthe ships voyage or the normal safe operation of the ship.SOLAS Amendments4Resolution MSC.151(78)(adopted on 20 May 2004)Adoption o

34、 Convention for theSafety of Life at Sea (SOLAS), 1974 (hereinafter referred to as theConvention), concerning the amendment procedure applicable to theAnnex to the Convention, other than to the provisions of chapter I thereof,NOTING SOLAS regulation II-1/3-6 concerning access to and within spacesin

35、the cargo area of oil tankers of 500 gross tonnage and over and bulkcarriers of 20,000 gross tonnage and over, adopted by resolutionMSC.134(76), which is applicable to oil tankers and bulk carriersconstructed on or after 1 January 2005,ACKNOWLEDGING concerns expressed with regard to problems whichmi

36、ght be encountered when implementing the requirements of theaforementioned SOLAS regulation II-1/3-6,HAVING CONSIDERED, at its seventy-eighth session, amendments to SOLASregulation II-1/3-6, proposed and circulated in accordance with articleVIII(b)(i) of the Convention,1. ADOPTS, in accordance with

37、article VIII(b)(iv) of the Convention,amendments to regulation II-1/3-6 of the Convention, the text of which isset out in the annex to the present resolution;2. DETERMINES, in accordance with article VIII(b)(vi)(2)(bb) of theConvention, that the said amendments shall be deemed to have beenaccepted o

38、n 1 July 2005, unless, prior to that date, more than one third ofthe Contracting Governments to the Convention or ContractingGovernments the combined merchant fleets of which constitute not lessthan 50% of the gross tonnage of the worlds merchant fleet, have notifiedtheir objections to the amendment

INVITES SOLAS Contracting Governments to note that, in accordancewith article VIII(b)(vii)(2) of the Convention, the amendments shall enterinto force on 1 January 2006 upon their acceptance in accordance withparagraph 2 above;4. REQUESTS the Secretary-General, in conformity with article VIII(b
