4、g guide for fishermen, the Documentfor Guidance on Fishermens Training and Certification, was prepared by ajoint Food and Agriculture Organization of the United Nations (FAO)/International Labour Organization (ILO)/International Maritime Organi-zation (IMO) Working Group and approved by the governin
5、g bodies ofFAO and ILO and the Maritime Safety Committee (MSC) of IMO in1985. IMO published the Document for Guidance on behalf of the threeOrganizations.The Document for Guidance took account of the conventions andrecommendations adopted by ILO and IMO and the wide practicalexperience of FAO in the
6、 field of fishermens training and covered trainingand certification of small-scale and industrial fishermen.The MSC at its 66th session (1995), noting the outcome of theInternational Conference on Standards of Training, Certification andWatchkeeping for Fishing Vessel Personnel (STCW-F), 1995, tooke
7、ssential action with respect to specific requests in Conference resolutions3, 4, 6 and 7. It instructed the Sub-Committee on Standards of Trainingand Watchkeeping to convene a joint working group, in co-operation withFAO and ILO, to review the Document for Guidance with particularreference to the 19
8、95 STCW-F Conference resolutions above.At its 270th (November 1997) and 273rd (November 1998) sessions,respectively, the Governing Body of ILO agreed to the convening of thefirst and second sessions of the joint FAO/ILO/IMO Working Group andauthorized the participation of four (two employer and two
9、worker) ILOrepresentatives.FAO prepared a draft revised document for guidance on fishermenstraining and certification based upon the functional competence approachused in the Seafarers Training, Certification and Watchkeeping (STCW)Code with regard to safety aspects and the FAO Code of Conduct forRe
10、sponsible Fisheries with regard to the fishing aspects.The outcome of the joint FAO/ILO/IMO Working Group was a reviseddocument entitled Document for Guidance on Training and Certification ofFishing Vessel Personnel. The Secretariat of FAO and the Governing Body ofILO at its 277th session (March 200
11、0) and the MSC at its 72nd session(May 2000) approved it.The Document for Guidance on Training and Certification of Fishing VesselPersonnel takes account of the conventions and recommendations adoptediiiby ILO and IMO and the wide practical experience of FAO in the field oftraining of fishing vessel

It covers training and certification offishing vessel personnel on small and large fishing vessels and fishing on anindustrial scale catching fish, whales, seals, walruses and other livingresources of the sea. It is intended to provide guidance for those developing,establishing or review

46、aritimeOrganization (IMO) from 26 June to 7 July 1995 adopted instruments,resolutions and recommendations for the International Convention onStandards of Training, Certification and Watchkeeping for Fishing VesselPersonnel, 1995 (1995 STCW-F Convention). The Convention applies topersonnel serving on
47、 board seagoing fishing vessels entitled to fly the flag ofa Party.2 Resolution 3 of the 1995 STCW-F Convention, Guidelines andrecommendations for fishing vessel personnel, invited the Maritime SafetyCommittee (MSC) to:2.1 review, in co-operation with the International Labour Organi-zation (ILO) and
48、 the Food and Agriculture Organization of theUnited Nations (FAO), the Document for Guidance onFishermens Training and Certification, and to prepare guide-lines and recommendations for the training and certification ofpersonnel on board fishing vessels of 12 metres in length andover; and2.2 review t
49、he requirements and recommendations on the preven-tion of fatigue, and to prepare guidelines for the prevention offatigue of fishing vessel personnel.3 During the 28th session of its Conference, FAO adopted the Codeof Conduct for Responsible Fisheries and Resolution 4/95. The resolutionCalls on States, International Organizations, whether Governmental orNon-Governmental, and all those involved in fisheries to collaborate in thefulfilment and implementation of the objectives and principles contained inthis Code.
