Foreword This publication contains the amendments to the International Convention for the Safety of Life at Sea (SOLAS) 1974 and to its 1988 Protocol that were adopted by the Maritime Safety Committee (MSC) in 2006. Resolution MSC.201(81) was adopted in May 2006 by the MSC at its eighty-fir

4、st session and contains amendments to SOLAS chapters 11-2, 111, IV and V to include, in particular, new requirements for personal life-saving appliances related to the provisions for infant and adult lifejackets. The amendments also cover matters related to radiocommunications and the safety of navi

5、gation during ballast water exchange. Resolution MSC.202(81) was also adopted by the MSC at its eighty-first session in May 2006 and contains amendments to SOLAS chapter V for matters related to long-range identification and tracking of ships. Resolution MSC.204(81) contains amendments to the Annex

6、to the 1988 SOLAS Protocol, affecting chapter I for matters related to surveys of structure, machinery and equipment of cargo ships. The MSC adopted resolution MSC.216(82) at its eighty-second session in December 2006. It has three annexes. These include amendments to chapters 11-1, 11-2, Ill and XI

7、1 of SOLAS 1974 and its certificates and records of equipment (annex I), to chapter 11-1 (annex 2) and to chapters 11-1, 11-2 and Ill (annex 3). In particular, annex 1 contains amendments concerning the corrosion prevention of seawater ballast tanks in oil tankers and bulk carriers, the safety of ca

8、bin balconies on passenger ships and new requirements for life-saving appliances and arrangements. Annex 2 contains new requirements for passenger ships related to the capabilities of essential systems after a flooding casualty and new requirements for flooding detection systems (these were adopted

9、by re-adopting the amendments that are contained in annex 2 of resolution MSC.194(80) and adding the above new provisions). Annex 3 contains new regulations describing arrangements for the safe return to port of passenger ships after a fire casualty and alternative design and arrangements for the ma

10、chinery, electrical installations and life-saving appliances and arrangements of all types of ships. Further amendments to the 1988 SOLAS Protocol were adopted in December 2006 by resolution MSC.227(82). There are changes to the records of equipment that are associated with several certificates. Sub

11、ject to the “tacit acceptance” procedure, the amendments are expected to enter into force on: 1 January 2008, for the amendments to SOLAS 1974 Convention in resolution MSC.202(81); .1 . 111 .2 1 July 2008 for the amendments to SOLAS 1974 Convention in annex 1 to resolution MSC.216(82) and the amendm

12、ents to the appendix to the 1988 SOLAS Protocol in resolution MSC.227(82); 1 January 2009 for the amendments to SOLAS 1974 Convention in annex 2 to resolution MSC.216(82); 1 July 2010, for the amendments to SOLAS 1974 Convention in resolution MSC.201(81) and in annex 3 to resolution MSC.216(82). 13、ndments to the Annex to the 1988 SOLAS Protocol in resolution MSC.204(81) shall be deemed to have been accepted on the date on which the resolution is accepted by two thirds of the Parties to the Protocol. 16、amendments to the International Convention for the Safety of Life at Sea, 1974, as amended THE MARITIME SAFETY COMMITTEE, RECALLING Article 28(b) of the Convention on the International Maritime Organization concerning the functions of the Committee, RECALLING FURTHER article Vlll(b) of the Internati

17、onal Convention for the Safety of Life at Sea (SOLAS), 1974 (hereinafter referred to as “the Convention”), concerning the amendment procedure applicable to the Annex to the Convention, other than the provisions of chapter I thereof, HAVING CONSIDERED, at its eighty-first session, amendments to the C

18、onvention, proposed and circulated in accordance with article Vlll(b)(i) thereof, 1. ADOPTS, in accordance with article Vlll(b)(iv) of the Convention, amendments to the Convention, the text of which is set out in the annex to the present resolution; 2. DETERMINES, in accordance with article Vlll(b)(

19、vi)(2)(bb) of the Convention, that the said amendments shall be deemed to have been accepted on 1 January 2010, unless, prior to that date, more than one third of the Contracting Governments to the Convention or Contracting Governments the combined merchant fleets of which constitute not less than 5

20、0% of the gross tonnage of the worlds merchant fleet, have notified their objections to the amendments; 3. INVITES SOLAS Contracting Governments to note that, in accordance with article Vlll(b)(vii)(2) of the Convention, the amendments shall enter into force on 1 July 2010 upon their acceptance in a

21、ccordance with paragraph 2 above; 4. REQUESTS the Secretary-General, in conformity with article Vlll(b)(v) of the Convention, to transmit certified copies of the present resolution and the text of the amendments contained in the annex to all Contracting Governments to the Convention; 5. FURTHER REQU

DETERMINES, in accordance with article Vlll(b)(vi)(2)(bb) of the Convention, that the said amendments sha

39、ll be deemed to have been accepted on 1 July 2007, unless, prior to that date, more than one third of the Contracting Governments to the Convention or Contracting Governments the combined merchant fleets of which constitute not less than 50% of the gross tonnage of the worlds merchant fleet have not

40、ified their objections to the amendments; 3. INVITES SOLAS Contracting Governments to note that, in accordance with article Vlll(b)(vii)(2) of the Convention, the amendments shall enter into force on 1 January 2008 upon their acceptance in accordance with paragraph 2 above; 4. REQUESTS the Secretary

41、-General, in conformity with article Vlll(b)(v) of the Convention, to transmit certified copies of the present resolution and the text of the amendments contained in the annex to all Contracting Governments to the Convention; 5. FURTHER REQUESTS the Secretary-General to transmit copies of this resol

44、“Regulation 19-1 Long-range identZfication and tracking of ships 1 Nothing in this regulation or the provisions of performance standards and functional requirements? adopted by the Organization in relation to the long- range identification and tracking of ships shall prejudice the rights, jurisdicti

45、on or obligations of States under international law, in particular, the legal regimes of the high seas, the exclusive economic zone, the contiguous zone, the territorial seas or the straits used for international navigation and archipelagic sea lanes. The amendments to regulation 2 take into account

46、 the amendments to the regulation which were adopted on 20 May 2004, under cover ofresolution MSC.153(78), and which entered into force on 1 July 2006. Refer to the Performance standards and functional requirements for the long-range identification and tracking of ships, adopted by the Maritime Safe

47、ty Committee of the Organization by resolution MSC.210(81). 6 Resolution MSC.202(81) 2.1 apply to the following types of ships engaged on international voyages: Subjcct to thc provisions of paragraphs 4.1 and 4.2, this regulation shall .1 .2 .3 mobile offshore drilling units. passenger ships, includ

48、ing high-speed passcnger craft; cargo ships, including high-speed craft, of 300 gross tonnage and upwards; and 2.2 The term “ship”, when used in paragraphs 3 to 1 1.2, includes the passcngcr and cargo ships, thc high-speed craft and the mobile offshore drilling units which are subject to the provisi

49、ons of this rcgulation. 3 to undertake the long-range identification and tracking oE ships. This rcgulation establishes provisions to cnablc Contracting Governments 4.1 specified in paragraph 5 as follows: Ships shall bc fitted with a system to automatically transmit thc information .1 .2 ships constructed on or aftcr 31 December 2008; ships constructed before 31 Decembcr 2008 and certified for operations: .2.1 in sea areas AI and A2, as dcfined in rcgulations IV/2.1.12 and IV/2.1.13; or .2.2 in sea arcas Al, A2 and A3, as defined in regulation
