2、 that the existing provisions of Rule 56bis and Rule 56ter be replaced by the following texts: “Rule 56bis (i) The Secretary-General shall send at least one written notification to any Member which has failed to discharge its financial obligations to the Organization under Article 56 of the Conventi

3、on. The notification shall call attention to the terms of Article 56 regarding the loss of vote in the Assembly, the Council, the Maritime Safety Committee, the Legal Committee, the Marine Environment Protection Committee, the Technical Co-operation Committee and the Facilitation Committee.* (i) Any

4、 Member wishing to request a waiver of the provision of Article 56 in respect of itself shall submit a written application to the Secretary-General at least one month before the Assembly giving reasons therefor, with a payment schedule indicating the timescale over which arrears will be paid. (iii)

5、The Secretary-General shall submit to the Council a list of Members which have failed to discharge their financial obligations, together with any requests for waiver of the provision of Article 56 which have been received from any such Members. (iv) The Council shall submit to the Assembly a report

6、on the matter, together with its recom- mendations on the Submission by any Member of a request for waiver of the provision of Article 56 of the IMO Convention. (v) The Assembly shall consider the report of the Council at the commencement of each session. Taking into account the recommendations of t

7、he Council, and assessing each application on its individual merits, the Assembly shall take decisions on the waiver of the provision of Article 56 of the Convention in respect of any or all of the Members from which requests for waiver have been received, together with any conditions attached to su

8、ch a waiver. (vi) has submitted a request for waiver in accordance with subparagraph (i;) above. A decision to waive the provision of Article 56 may only be taken in respect of a Member which * To be applied when the amendment to Article 56 of the IMO Convention has entered into force. 4 - Resolutio

9、n A. 78 1 (7 9) (vii) A decision to waive the provision of Article 56 will normally be taken only in respect of a Member which has discharged in full the requirements, at the date of submitting the request for waiver, of the financial undertaking given under the terms of any previous request for wai

10、ver. (viii) In exercising its discretion, the Assembly will not normally consider an application for waiver from a Member whose payments are three years or more in arrears. Rule 56ter Any Member seeking election to the Council shall have discharged its obligations to the Organization or shall have c

11、ommitted itself at least one month before the Assembly to a schedule of payment submitted to the Secretary-General to do so and shall have complied with the terms of any previously agreed schedule of payment. Should any Member not meet these terms, that Member shall not be eligible to seek election

12、at that Assembly. RESOLVES FURTHER that the revised texts will apply for the twentieth and subsequent sessions of the Assem blv. Resolution A.781(19) - 5 Resolution A.782(19) Adopted on 22 November 1995 (Agenda item 30) RELATIONS WITH NON-GOVERNMENTAL ORGANIZATIONS THE ASSEMBLY RECALLING Part XV of

13、the Convention on the International Maritime Organization and in particular Article 62, RECALLING that Rule 1 of the Rules Governing Relationship with Non-Governmental International Organizations requires that consultative status granted by the Council to such organizations be subject to approval by

14、 the Assembly, RECALLING FURTHER that Rule 1 O of the same Rules provides for periodic review by the Council of the list of non-governmental international organizations in consultative status with IMO and for a report to be submitted to the Assembly on the continuation of such status, NOTING the gui

15、delines on the grant of consultative status to non-governmental international organizations established by the Council at its fortieth session, the review and conclusions of the Council at its sixty-ninth session and the decision of the Council at its seventy-fourth session on the financial implicat

16、ions of granting consultative status to an increasing number of non-governmental organizations, HAVING CONSIDERED the decision of the Council to approve the grant of consultative status to the International Petroleum Industry Environmental Conservation Association (IPIECA), the Institute of Marine E

17、ngineers (IME), the Iberoamerican Institute of Maritime Law (IIDM), the International Ship Managers Association (ISMA) and the International Marine Transit Association (IMTA), HAVING ACCEPTED the view of the Council that these Organizations may reasonably be expected to make a significant contributi

18、on to the work of IMO, HAVING ALSO CONSIDERED the decision of the Council to maintain consultative status with the organizations already enjoying that status with IMO, pending the advice of the Committees on the significance of the work of some of those organizations to IMO, NOTING the decision by t

19、he Council to refer to the Maritime Safety Committee for consideration and advice the question of whether the consultative status of the International Road Transport Union (IRU) should continue to be for a limited period, NOTING IN PARTICULAR that in accordance with previous decisions of the Council

20、 the attention of organizations in consultative status should be drawn to their obligation to take all appropriate steps to contribute to the work of IMO in their respective fields of work, 1. 37、ritime Organization concerning the functions of the Assembly in relation to regulations and guidelines concerning maritime safety, NOTING proposals submitted by the Government of Australia, in accordance with article 29(3) of the 1966 Load Line Convention, for amending regulation 49(7)(b) of the Int

38、ernational Convention on Load Lines (LL), 1966, concerning the southern tropical zone off the coast of Australia and supporting meteorological background information, NOTING ALSO that the Maritime Safety Committee, at its sixty-second session, adopted the proposed amendments in accordance with artic

39、le 29(3)(a) of the 1966 Load Line Convention, HAVING CONSIDERED the proposed amendments to LL regulation 49(7)(b) and to the chart of zones and seasonal areas, 1. ADOPTS, in accordance with article 29(3)(b) of the International Convention on Load Lines,l966, the amendments to regulation 49(7)(b) of

40、the said Convention set out in the annex to the present resolution, together with consequential changes to the chart of zones and seasonal areas; 2. REQUESTS the Secretary-General, in accordance with article 29(3)(b) of the i966 Load Line Convention, to transmit certified copies of the present resol

41、ution and its annex to all Contracting Governments to the 1966 Load Line Convention, for consideration and acceptance, and also to transmit copies to all Members of the Organization; 3. URGES all Governments concerned to accept the amendments at the earliest possible date. Annex AMENDMENTS TO THE IN

42、TERNATIONAL CONVENTION ON LOAD LINES, 1966 Regulation 49(7)(b) Replace “on the south by the Tropic of Capricorn from the east coast of Australia“ by “on the south by the parallel of latitude of 24“s from the east coast of Australia to longitude 154“E, thence by the meridian of longitude 154“E to the

43、 Tropic of Capricorn and thence by the Tropic of Capricorn“. Chart of zones and seasonal areas The southern border line of the seasonal tropical area on the Tropic of Capricorn is deleted between the east coast of Australia and 154“E. In its place, a line is inserted along the meridian of longitude

45、VEMENT OF ENHANCED STANDARDS OF MARITIME TRAINING THE ASSEMBLY, NOTING the successful outcome of the 1995 Conference of Parties to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW Conference), NOTING ALSO STCW Conference resolution 12 on

46、 the contribution of the World Maritime University (WMU) in the achievement of enhanced standards of maritime training and the invitation of the STCW Conference to consider adopting a similar resolution, BEING AWARE that many countries, in particular developing countries, may have difficulty in achi

47、eving the levels of training and assessment required by the amended Convention, BEING ALSO AWARE that there is a continuing need for personnel in the international maritime field to have an adequate level of education and training in order to achieve the objectives of the Organization for safer ship

48、ping and cleaner oceans in a uniform and effective manner worldwide, RECOGNIZING the significance of the contribution of WMU graduates, particularly in developing countries, to the implementation of the amended STCW Convention and improved standards of training, as well as to the implementation of s

49、tandards incorporated in various maritime safety and pollution prevention-related conventions of the International Maritime Organization in general, NOTING FURTHER that this continuing need can be met by the WMU assuming a leading role in the transfer of maritime education and knowledge through its activities and in the networking of advanced maritime training establishments, 1.
