4、 the Maritime Safety Committee (MSC) adopted, by resolution MSC.4(48), theInternational Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBCCode). Under the provisions of chapter VII of the International Convention for the Safety of Life at Sea, 1974(SOLAS 74),

5、as amended, chemical tankers constructed on or after 1 July 1986 must comply with theprovisions of the Code.2 On 5 December 1985, by resolution MEPC.19(22), the IBC Code was extended by the MarineEnvironment Protection Committee (MEPC) to cover marine pollution aspects for the implementation of Anne

6、xII to the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocolof 1978 relating thereto (MARPOL 73/78). Under the provisions of Annex II to MARPOL 73/78, chemicaltankers constructed on or after 1 July 1986 must comply with the provisions of the Code.

7、3 The revised Annex II to MARPOL 73/78, which was adopted by resolution MEPC.118(52),encompassed the development of a new pollution categorization system and criteria for assigning productsto these new categories; and the revision of stripping requirements and discharge criteria. As a consequence of

8、these revisions, it was necessary to make a number of amendments to the IBC Code. The amended IBC Codewas adopted by resolutions MEPC.119(52) and MSC.176(79) in October 2004 and December 2004respectively. Since the adoption of the amended IBC Code by these two resolutions, products contained in theC

9、ode have had their carriage requirements or product name revised in light of new information, and theevaluation and assignment of carriage requirements of new products has continued with a view for inclusion inthe next set of amendments of the IBC Code. These products have also been included in chap

10、ters 17 or 18 asappropriate and are marked with a footnote (n) in this edition of the Code.4 Under regulation 11 of Annex II to MARPOL 73/78, chemical tankers constructed before 1 July 1986must comply with the provisions of the Code for the Construction and Equipment of Ships Carrying DangerousChemi

11、cals in Bulk (BCH Code). Under SOLAS 74, the BCH Code remains as a recommendation. The BCHCode is issued as a separate publication.5 Previously, appendices II and III of Annex II to MARPOL 73/78 contained lists of products which werereproduced in chapters 17 and 18 of the IBC Code as well as chapter

12、s VI and VII of pre-1993 editions of theBCH Code. However, since 1993, the lists of products in chapters VI and VII of the BCH Code have beenreplaced by references to the IBC Code, and the lists of products in Annex II to MARPOL 73/78 have beendeleted. As a result, the IBC Code is now the definitive

13、 source of names for products subject to Annex II toMARPOL 73/78.6 Reference is also made to the MEPC.2/Circulars, issued annually in December. These contain, interalia, details of products that have been the subject of Tripartite Agreements and are, in effect, a supplement tothe IBC Code during the

14、 interim period before the entry into force of relevant amendments of the Code. Annex 1of these circulars includes products that are expected to become new or amended entries to the IBC Code. Afuture amendment, shown in the Circular, serves as prior notice of the carriage conditions which will only

15、applyto that product when the next set of amendments enter into force.7 A number of other documents closely related to the IBC Code are annexed to this publication. 35、ses of MARPOL Annex II and the IBC Code 258viii IBC CODEContentsIBC CODEPreamble1 The purpose of this Code is to provide an international standard for the safe carriage, in bulk by sea,of dangerous chemicals and noxious liquid substances listed in chapter 17 of the Code. The Codeprescribes the desig

36、n and construction standards of ships, regardless of tonnage, involved in suchcarriage and the equipment they shall carry to minimize the risk to the ship, its crew and theenvironment, having regard to the nature of the products involved.2 The basic philosophy of the Code is to assign, toeachchemica

37、ltanker,oneoftheshiptypesaccording to the degree of the hazards of the products carried by such ships. Each of the productsmay have one or more hazardous properties, including flammability, toxicity, corrosivity and reactivity,as well as the hazard they may present to the environment.3 Throughout th

38、e development of the Code it was recognized that it must be based upon sound navalarchitectural and engineering principles and the best understanding available as to the hazards of thevarious products covered. Furthermore, chemical tanker design technology is not only a complextechnology, but is rap

39、idly evolving and therefore the Code should not remain static. Thus, theOrganization will periodically review the Code, taking into account both experience and technicaldevelopments.4 Amendments to the Code involving requirements for new products and their conditions of carriagewill be circulated as

40、 recommendations, on an interim basis, when adopted by the Maritime SafetyCommittee (MSC) and the Marine Environment Protection Committee (MEPC) of the Organization, inaccordance with the provisions of article VIII of the International Convention for the Safety of Life atSea, 1974 (SOLAS 74), and ar

41、ticle 16 of the International Convention for the Prevention of Pollutionfrom Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL 73/78), respectively,pending the entry into force of these amendments.5 The Code primarily deals with ship design and equipment. In order to ensure t

42、he safe transport of theproducts, the total system must, however, be appraised. Other important facets of the safe transportof the products, such as training, operation, traffic control and handling in port, are being, or will be,examined further by the Organization.6 The development of the Code has

43、 been greatly assisted by a number of organizations in consultativestatus such as the International Association of Classification Societies (IACS) and the InternationalElectrotechnical Commission (IEC).7 Chapter16oftheCode,dealingwithoperationalrequirements of chemical tankers, highlights theregulat

44、ions in other chapters that are operational in nature and mentions those other important safetyfeatures that are peculiar to chemical tanker operation.8 The layout of the Code is in line with the International Code for the Construction and Equipment ofShips Carrying Liquefied Gases in Bulk (IGC Code

45、), adopted by the Maritime Safety Committee at itsforty-eighth session. Gas carriers may also carry in bulk liquid chemicals covered by this Code, asprescribed in the IGC Code.9 The1998editionoftheCodewasbasedontheoriginal text as adopted by MSC resolutionMSC.4(48).
