2、loyed throughout the world and makeextensive and increasing use of several frequency bands;b) that there is potential for interference between systems in the FS and both geostationary andnon-geostationary satellite radiocommunication systems operating in the same or different bands;c) that special c
3、onsideration must be made of the unique characteristics of systems in spaceradiocommunication services other than the traditional fixed-satellite service;d) that in certain situations it may be necessary to study possible effects of unwantedemissions from systems in the FS on space service systems e
4、mploying passive sensors andoperating in different bands;e) that the Radio Regulations (RR) contain limits for the emissions of the fixed and fixed-satellite services in RR Nos. 21.5A and 21.16.2, respectively, to protect passive sensors for theEarth exploration-satellite service and the space resea
5、rch service operating in the band 18.6 to 18.8GHz;f) that administrations will require agreed sharing criteria to carry out compatibility analysisunder the RR, such as Article 21,decides that the following Questions should be studied1 What are the levels of interference from the Earth exploration-sa
6、tellite service and the spaceresearch service systems operating in the same or different bands, acceptable to systems in the FS,including percentage of time considerations?2 What are the constraints on the services which would be necessary and acceptable tofacilitate sharing in the same bands and co
7、mpatible operation in different bands?3 What special considerations of sharing or compatibility are required when non-geostationary satellites are used by these space services?4 What are the feasibility and constraints on sharing these services when the space servicesemploy passive or active microwa
