2、resource which should be used efficiently;b) that, in accordance with the Radio Regulations, the radio-frequency spectrums use isauthorized by a competent authority in each ITU Member State;c) that the authorization and the supervision of its use may be a significant burden for thenational frequency

3、 management system acting within an increasing liberalized environment;d) that as the use of radio develops the cost of spectrum management increases;e) that there is a growing importance of telecommunications, and, in particularradiocommunications, in the economic activities of all countries irresp

4、ective of their level ofdevelopment and that consequently there may be a need for studies to identify economic aspectsthat need to be taken into account when defining a model for frequency management;f) that there is a need for developing guidance for administrations that may be used forevaluating f

5、actors affecting the revenues from, and the related costs of, national frequencymanagement;g) that footnote 5 to Programme 6 of the Buenos Aires Action Plan states “TheRadiocommunication Sector is requested to study appropriate spectrum pricing strategies foreffective utilization and management of t
