2、considering the need for cooperation between administrations in spectrum monitoring matters, including the need for cooperation between administrations in the resolution of radio spectrum the need for rapid exchange of technical information, between administrations relating to a) training visits and

3、 standard formats; b) interference; cl international monitoring, noting that article S 16 of the Radio Regulations (RR) and Resolution ITU-R 23 (1 993) indicates a) that cooperation between monitoring stations of different administrations should be encouraged and improved with a view toward exchangi

4、ng monitoring information and to settling harmful interference; b) international interference problems would be improved by cooperation between administrations; c with advanced monitoring stations, that the need for real-time exchange of monitoring information needed to help resolve that developing

5、administrations may have a greater need for the exchange of information recommends that a common format such as the Memorandum of Understanding regarding cooperation in that administrations consider appropriate elements as shown in Annex 1 to meet their 1 spectrum monitoring matters between administ

7、 of understanding regarding cooperation in spectrum monitoring matters between the administrations ARTICLE I The goal of this Memorandum of Understanding is to establish a programme for cooperation in spectrum monitoring matters. ARTICLE II 1 (for example): a) b) 4 The areas of cooperation envisione

8、d by this Memorandum of Understanding include the development of systems of study for technical verification of radio frequency emissions and interference analysis; homologation of technical characteristics of both monitoring and communications facilities; the rapid exchange, between Centralizing Of

9、fices of the administrations, of radio spectrum monitoring data and direction finding bearings once monitoring systems are appropriately developed, in accordance with article S 16 of the RR relating to international monitoring; cooperation in the identification of improper radio transmitters causing

10、 interference; training visits to the headquarters and monitoring facilities, as appropriate. The areas of cooperation may be expanded by agreement of the Parties. The administrations will establish a work programme which will define the specific areas of d) e) 2 3 cooperation in spectrum monitoring

11、 matters, as well as the availability of expert investigators, technicians and materials necessary to carry out this programme. This work programme may be amended, as necessary. ARTICLE III Each administrations ability to commit to a work programme will be subject to availability of staff and financ

ITU-R SM.1394 ARTICLE IV The administrations will protect, in accordance with their applicable domestic laws, regulations and administrative practices, any internal documents and information received from the other party

13、as a result of the implementation of this Memorandum of Understanding. ARTICLE V This Memorandum of Understanding will enter into effect upon signature and will remain in effect for a period of five years. It may be terminated by mutual consent or upon six months written notice by either party. It m

14、ay be amended by agreement of the Parties. In the event this Memorandum of Understanding is terminated, necessary measures shall be taken to conclude activities already in progress under the Memorandum of Understanding.
