2、 station call of oneminute duration, set up during the period of heavy traffic. The minimum charge for a call in manual or semi-automaticoperating is normally one charge unit. Administrations may, in accordance with their national policy, levy a higherminimum number of charge units. To recover the c

3、osts of operator assistance, Administrations may levy an additionalcharge per call, the level of which is a national matter.The charge unit is always the same, whatever the route (primary or secondary) used between any two countries.2 The charge for a call established over a chain of circuits should

4、 not exceed the sum of the charges for calls overeach individual circuit. However, the Administrations concerned may agree to fix a total unit charge less than the sumof the charges.3 Subject to agreement between Administrations, two different rates may be applied to traffic exchanged overtheir mutu

5、al routes: one rate during the period of heavy traffic; the other rate during the period of light traffic (see Recommendation D.106).4 The charge for a personal call is the same as that for a station call with the same priority and of the sameduration, exchanged during the same charge period, plus a

6、 special flat-rate charge for personal calls, the amount ofwhich is established by the billing Administration.However, in certain relations and, in particular, those operated by radio circuits, the Administrations concernedmay agree to apply the same charges for station calls and personal calls.5 Th

7、e facility of collect calls or the use of credit cards may be accepted for station calls, personal calls (possiblyincluding personal calls with dispatch of a messenger), data transmission calls and conference calls.6 Personal collect or credit card calls are subject to a special flat-rate charge to
