E.153 inclu

D.116 (06/2004) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the fie
11、ld of telecommunications. The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The Wo
12、rld Telecommunication Standardization Assembly (WTSA), which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. I
13、n some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a reco
14、gnized operating agency. Compliance with this Recommendation is voluntary. However, the Recommendation may contain certain mandatory provisions (to ensure e.g. interoperability or applicability) and compliance with the Recommendation is achieved when all of these mandatory provisions are met. The wo
15、rds “shall“ or some other obligatory language such as “must“ and the negative equivalents are used to express requirements. 20、services via direct access to an operator function1in the country of destination (Home Country Direct service) which is described in ITU-T Rec. E.153 including Home Country Beyond. The ITU-T, considering that Home Country Direct service a) is a service offered in conjunction with credit card and rev
21、erse charge services, covered under an existing E- or D-series Recommendation; b) may utilize the operator function in the country of the Home Country Direct service provider only; c) utilizes a unique access in the country of call origin; d) requires the Home Country Direct Service provider to iden
22、tify separately Home Country Direct traffic, and that these records may be shared for traffic management purposes with both the Service Access provider and the Service Delivery provider in accordance with the bilateral agreement concluded, recommends that 1 Collection charges The service is charged:
23、 a) on the basis of the service used by the calling user (credit card, reversed charging); b) according to the Home Country Direct tariffs established by the Home Country Direct service provider. 2 International accounting 2.1 Accounting rate 2.1.1 In principle, the accounting rate for the Home Coun
24、try Direct service should be that of the international automatic telephone service. Consistent with ITU-T Rec. D.140, Administrations should agree that rates are cost-orientated and non-discriminatory. When appropriate, different accounting arrangements which may be of a per call nature or duration
25、related, to take account of the specific costs incurred in providing the Home Country Direct service. 2.1.2 Where cost-orientated rates have been agreed, and where costs for traffic to Home Country Direct service originating from mobile networks or payphones differ from those originating from fixed-
26、line networks, a separate rate may be bilaterally agreed for traffic originating from mobile networks and/or payphones. In each case, rates for fixed, mobile, and payphone traffic should be in accordance with ITU-T Recs D.93 and D.140 and other relevant ITU-T Recommendations. _ 1This may be an opera
27、tor or an automated function. 2 ITU-T Rec. D.116 (06/2004) 2.1.3 In a case where 2.1.2 applies, suitable technical means need to be established to enable the Home Country Direct Service provider to identify mobile-originated and payphone-originated traffic separately from fixed-line originated traff
28、ic for both charging and accounting purposes. It is recommended that either: 2.1.3.1 A separate routing number be assigned to calls originating from mobile networks from the routing number employed for calls originating from fixed-line networks; likewise, a separate routing number should be assigned
29、 for calls originating from payphones when a separate rate is applied to these calls; or 2.1.3.2 The assigned codepoints for payphone and mobile in the Calling Party Category parameter of SS7 ISUP (and the Bearer Independent Call Control (BICC) signalling protocol) should be used by the Home Country
30、 Direct service access provider (originating administration) to indicate the different call types (as indicated in ITU-T Rec. Q.764). The assigned access code (dial-digit code) should not be changed in order to employ more than one routing number for call-origination purposes. 2.2 Accounting procedu
31、res 2.2.1 The accounting procedures applied should be based on a Home Country Direct call being processed as an incoming call by the Administration of call origin (service access provider) and as an outgoing call by the billing (Home Country Direct) Administration. 2.2.2 To avoid double accounting,
32、the Administration of call origin must exclude any Home Country Direct traffic from its outgoing account. 2.2.3 The Home Country Direct Administration will need to identify home country direct traffic separately, in order to draw up accounts with the Administration of call origin. 2.2.4 Where 2.1.2
33、applies, the Home Country Direct Administration should identify traffic originating from fixed-line, mobile and payphone separately in the accounts. 2.2.5 Where Home Country Direct service is used to access the Home Country Beyond facility as described in ITU-T Rec. E.153, the second call from the H
34、ome Country to a third country will be included in the accounts between the Home Country Administration and the third country in the normal manner.
