D.140/Suppl.1 (06/2002) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications. The ITU Telecommunication Standardization Sector (ITU-T) i

11、s a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WTSA), which meets every four years,

12、 establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the necessa

13、ry standards are prepared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. 14、sibility that the practice or implementation of this Recommendation may involve the use of a claimed Intellectual Property Right. 18、vice Supplement 1 Updated teledensities and indicative target settlement rates 1 Introduction ITU-T Study Group 3 had continued its study on the issue of accounting rate reform through the previous study period and succeeded in compiling Annex E to ITU-T Rec. D.140, which provided guidelines for bil

19、ateral negotiations of transitional arrangements towards cost-orientation. Furthermore WTSA instructs Study Group 3 to “publish updated indicative target rates calculated on the basis of the latest data as a supplement to ITU-T Rec. D.140“ on the consideration that “the indicative target rates in An

20、nex E to ITU-T Rec. D.140 were calculated using 1998 data“. Pursuant to this instruction, Study Group 3, at its meeting in December 2001, decided to publish updated indicative target rates calculated on the basis of the latest data annually. 2 Updated table of countries/territories according to thei
