D.140/Suppl.2 (06/2003) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications. The ITU Telecommunicatio
11、n Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WT
12、SA), which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall
13、within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. INTELLECTUAL PROPERTY RIG

19、e issue of accounting rate reform through the previous study period and succeeded in compiling Annex E to ITU-T Rec. D.140, which provided guidelines for bilateral negotiations of transitional arrangements towards cost orientation. Furthermore, WTSA instructs Study Group 3 to “publish updated indica
20、tive target rates calculated on the basis of the latest data as a supplement to ITU-T Rec. D.140“ on the consideration that “the indicative target rates in Annex E to ITU-T Rec. D.140 were calculated using 1998 data“. Pursuant to this instruction, Study Group 3, at its meeting in December 2001, deci
21、ded to publish updated indicative target rates calculated on the basis of the latest data annually. 2 Updated table of countries/territories according to their teledensity The updated table of countries/territories according to their teledensity, as of 1 January 2003 is available in Appendix I. 3 Up
22、dated indicative target rates Updated indicative target rates calculated on the basis of the year 2003 data is as follows: Teledensity T 1 1 50 Indicative target rates (in SDR) 0.084 0.068 0.112 0.085 0.075 0.028 0.021 For small island-states, which are defined as having a population of less than 30
23、0 000 inhabitants, distant from a continental mainland, off the main cable routes and therefore reliant on satellite communications, the indicative target rate of 0.112 SDR per minute may be used. The countries/territories within this category may choose to adhere to this target or to the one releva
24、nt to its teledensity. For Least Developed Countries, which are recognized by the United Nations, the indicative target rate of 0.0814 SDR per minute may be used. The countries/territories within this category may choose to adhere to this target or to the one relevant to its teledensity. This Supple
