D.180 (09/2005) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in
、the field of telecommunications. The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis.
、 The World Telecommunication Standardization Assembly (WTSA), which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resoluti
、on 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and
、 a recognized operating agency. Compliance with this Recommendation is voluntary. However, the Recommendation may contain certain mandatory provisions (to ensure e.g. interoperability or applicability) and compliance with the Recommendation is achieved when all of these mandatory provisions are met.
、 The words “shall“ or some other obligatory language such as “must“ and the negative equivalents are used to express requirements. The use of such words does not suggest that compliance with the Recommendation is required of any party. INTELLECTUAL PROPERTY RIGHTS ITU draws attention to the possibil

、ions are owned by Administrations although, in some countries, national broadcasting organizations own all or part of the circuits within national boundaries. The provision of circuits for transmissions between two or more countries requires the closest cooperation between: the broadcasting organiza
、tions1concerned in a sound- or television-programme transmission, either as users or owners of sound-programme and television circuits or both; and the Administrations concerned. It is therefore recommended that the following principles for ordering and charging should be observed for the occasional
、 provision of sound or television circuits. This Recommendation is intended to cover the provision of circuits for sound- and television-programme transmissions only and not other types of transmissions. This Recommendation does not include provisions for the leasing for periods of one day or more o
、f sound- and television-programme circuits, which are subject to the provisions of ITU-T Recs D.4 and D.310 R. Provisions governing the technical aspects and maintenance of sound and television programmes and associated circuits are contained in the J-, M- and N-series Recommendations. 2 References
