6、ansmissions carried over packet switched public data networks in international relations.It is recognized that this is a rapidly changing environment, and that the principles developed to attract differenttypes of data transmission traffic to packet switched public data networks should be pursued in
7、 the most flexible waypossible in order to secure the interests of both users and Administrations.1 Definitions1.1 Short transaction transmissions short duration virtual calls for which the information to be exchanged islow in volume and which must be quickly transmitted through the network. Normall
8、y there are less than 100 charactersof user data and less than 30 s in connect time per call.1.2 A technical alternative to establishing a normal virtual call for short transaction transmission is the use of thefast select facility, with restriction on response, as defined in Recommendation X.25. Th
9、is facility allows the user theability to take advantage of up to 128 characters in the user data field of both the call request and clear request packetsand to set up and clear down the call in the minimum amount of time feasible.2 Charging2.1 A unit charge should be established for charging for sh
10、ort transaction transmissions using the fast select facilitywith restriction. Under this method of charging, volume and duration are not charged separately.3 Accounting3.1 Calls using the fast select facility with restriction may be accounted for on the basis of an agreed unit rate, orincluded in the accountable traffic on the basis of volume and duration.
