12、onal Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications, information and communication technologies (ICTs). The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operat

13、ing and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WTSA), which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, pro

14、duce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO and IEC. NOTE In th

15、is publication, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. 24、 the signal transfer point and/or signalling point for relay in signalling system No. 7. 3 Accounting, settlement and adherence to standards Certain general principles may be followed in case of any SMS interconnection, whether bilateral or through hub. 3.1 Transparency It should be incumbent upon t

25、he participating operators/networks to follow transparency on routing and charging. This means that operators interconnection fees and the SMS transit charge should be visible to participants. 3.2 Transit charges The transit charges for establishing SMS interconnection in case of hubbing should reco

26、gnize the advantages of hubbing, in particular that fewer hops may be required between the originating and the terminating network. 2 Rec. ITU-T D.211/Suppl.1 (05/2010) 3.3 General considerations National regulators or operators may wish to review the SMS interconnection rates, in the light of evolu

27、tion of the wholesale of SMS traffic as a business segment. The growing volume of SMS traffic has an impact on the signalling system No. 7 (SS7) network, and any resulting upgrade costs could be reflected, as appropriate, in the pricing of SMS services. Whereas hubbing is a feasible option for facil

28、itating interconnection between networks, it alone is not sufficient to ensure the cost-based orientation of termination charges.
