The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of the ITU. The ITU-T is responsible for studyin

11、g technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets every four years, establishes the topics for study by the flu-T Study Group

12、s which, in their turn, produce Recommendations on these topics. The approval of Recommendations by the Members of the ITU-T is covered by the procedure laid down in WTSC Resolution No. 1 (Helsinki, March 1-12, 1993). 18、1 Preamble This Recommendation covers general principles for charging, accounting, billing and settlements procedures for the provision of a set of Global Virtual Network Service (GVNS) features as defined in Recommendation F. 16. 2 Scope of Recommendation The Global Virtual Network Service (GVNS) i

19、s a multi-network international service which provides private network functions to users at geographically dispersed international locations while minimizing the need for dedicated network resources. It may be offered to customers over the PSTN or ISDN. The Global Virtual Network Service is a featu

20、re-rich communications service. It provides the functions typically associated with the private networks, but utilizing the public switched network(s). The customers network configuration is defined per the customers direction using customer-specific service information resident in multiple networks

21、. The network configurations may be administered by the customer directly, by the GVNS participating service provider, andor by the GVNS coordinator. 3 General 3.1 Charging arrangements should be flexible to enable the provision of a full range of service capabilities. The participating service prov

22、ider may choose to offer a special GVNS call charge as part of the service, e.g. lower per call charges andor volume discounts. 3.2 GVNS customers will subscribe with the GVNS provider(s) for national andor international services. 3.3 network resources. GVNS users may be located in one or more netwo

23、rks and may intenvork with private 3.4 GVNS may be also accessed by remote locations not identified as a part of the GVNS in the service provisions, provided that identification, validation and authorization procedures are complied with. 3.5 The participating network service providers should collect

24、 and store the data related to GVNS calls for charging, billing, accounting and settlement purposes. 3.6 GVNS provision and operation, including billing, settlements and reimbursements may be done under the provisions of One Stop Shopping (see Recommendation F.14 ), or under other special arrangemen

25、ts which may be bilaterally or multilaterally agreed. 3.7 In developing charging and accounting arrangements for GVNS, account should be taken of the relevant features that are necessary to provide the service. 26、STD-ITU-T RECMN D.28b-ENGL L99b m 48b2591 Ob23130 533 4 Charging 4.1 General Charging for GVNS is a national matter. 4.2 Subscription/service initiation GVNS subscription charges cover the subscription to, and establishment of GVNS. These subscription charges may be in the form of an initial non-rec

27、urring charge, a recurring charge or both. 4.3 Access to GVNS 4.3.1 International dedicated access to GVNS Charges for international dedicated access to GVNS should be based on the leased circuit charging principles applicable to the specific access type. Such access would be subject to the regulato

28、ry provisions established nationally (see Recommendations D. 1 and D.3). 4.3.2 International switched and remote access to GVNS Charges for international switched and remote access calls to GVNS should be based on the relevant tariffs for comparable calls made in a non-GVNS environment. 4.4 GVNS uti

29、lization for international calls 4.4.1 Charging for on-net calls is based on the GVNS tariff of the appropriate GVNS service provider. 4.4.2 Charging for off-net calls should be based on the relevant tariffs for comparable calls in a non-GVNS environment. 4.5 - customized announcements; - configurat

32、 GVNS 5.2.1 General There is no intemational accounting for domestic dedicated, switched, or remote access to GVNS. 5.2.2 International dedicated access to GVNS Since dedicated access is provided on a leased circuit basis, there is no international accounting for GVNS calls on a dedicated access. 5.

33、2.3 International switched and remote access to GVNS International switched or remote access traffic to GVNS is accounted as though it were to a non- GVNS destination. 5.3 GVNS utilization for international calls 5.3.1 On-net calls The accounting rate(s) for the on-net trafic should be bilaterally a

34、greed between the GVNS providers concerned. 5.3.2 Off-net calls Off-net calls should be accounted as calls in a non-GVNS environment. 5.4 - customized announcements; - configuration management; - performance monitoring; and - supplementary services, is for further study.
