3、 D.35 GENERAL CHARGING PRINCIPLES IN THE INTERNATIONAL PUBLIC MESSAGE HANDLING SERVICES AND ASSOCIATED APPLICATIONS Recommendation D.35 Geneva, 1992 FOREWORD The CCITT (the International Telegraph and Telephone Consultative Committee) is a permanent organ of the International Telecommunication Union

4、 (IT). CCIT is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The Plenary Assembly of CCITT which meets every four years, establishes the topics for study and approves Recomm

5、endations prepared by its Study Groups. The approval of Recommendations by the members of CCHT between Plenary Assemblies is covered by the procedure laid down in CC Resolution No. 2 (Melbourne, 1988). Recommendation D.35 was prepared by Study Group III and was approved under the Resolution No. 2 pr

6、ocedure on the 24th of January 1992. 8、CIATED APPLICATIONS (revised 1991) Preamble This Recommendation sets out the general principles for charging to be applied by Administrations for the provision of an international messaging handling service. Recognizing that requirements may vary among Administrations, it provides for some flexibili

9、ty in the application of the charges. The CCITT, considering (a) that given the early stage of implementation of this service, charging principles must be flexible enough to accommodate new developments of the service; (b) that it would be desirable to establish certain guiding principles in respect

10、 of collection charges in the international messaging handling service; (c) that collection charges are a national matter, taking into account the characteristics of the message handling service, as defined in the F.40-Series Recommendations, recommends 1 Charging principles 1.1 General 1.1.1 Charge

11、s to customers for intemational message handling services are the responsibility of the service provider and are a national matter. However, the use of the following guiding principles for establishing collection charges may aid the introduction of the international service. 1.1.2 Charging structure

12、s should be such that the originator of the message can easily comprehend the resultant charges. 1.1.3 The charges for processing, delivery, and transfer of messages to its customers is the responsibility of the destination ADMD (administration management domain). This is a national matter. 1.1.4 Re

13、cipient requested actions (e.g. message forwarding) are treated as separate transactions and are the responsibility of the respective destination ADMDs with regard to charging. 1.2 Collection charges for the basic services The collection charges may comprise one or more of the following factors: a)

14、a service access component. Reverse charging

15、may be provided by bilateral agreements between ADMDs. Details are for further study. a charge to cover the use of the access network; a service utilization component. The level of the service utilization component may depend upon, e.g. the size of the message, the number of messages and the number

16、of addresses; a charge to cover the use of the underlying international networks; . a charge to cover the cost of processing, transfer and delivery to the intended recipient. 1.3 1.4 Collection charges for optional user facilities 1.4.1 Optional user facilities as shown in the F.400-Series Recommendations may be invoked by the user on a per message basis or for an agreed contractual period of time. A supplementary collection charge may be applied for the use of these facilities to compensate for the additional resources used. 2 Recommendation D.35
