4、ttee) is a permanent organ of the International Telecommunication Union 0. CCITT is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The Plenary Assembly of CC which meets ever
5、y four years, establishes the topics for study and approves Recommendations prepared by its Study Groups. The approval of Recommendations by the members of CCiT between Plenary Assemblies is covered by the procedure laid down in CCIT Resolution No. 2 (Melbourne, 1988). Recommendation D.45 was prepar
6、ed by Study Group III and was approved under the Resolution No. 2 procedure on the 16th of June 1992. In this Recommendation, the expression “Administration” is used for conciseness to indicate both a telecommunication Administration and a recognized private operating agency. O IT 1992 All rights re

8、 PRINCIPLES FOR THE INTERNATIONAL TELEMESSAGE SERVICE (Melbourne, 1988, revised 1992) Preamble This Recommendation sets out the general principles for charging and international accounting to be applied by Administrations for the provision of the international telemessage service. (See also Recommen
9、dation F.50.) 1 General principles of Recommendation D.5 and the fact that collection charges are a national matter. In determining tariff principles to be applied to his service, consideration should be given to the provisions 2 Collection charges 2.1 The collection charges established by Administr
10、ations shall be based on either: a) per message, or b) per block of 50 words according to the policy of the origin Administration. 2.2 further study. . 11、ns should, by agreement, establish the overall accounting rate applicable in a given relation and divide that rate into terminal shares payable to the Adminisirations of the terminal countties and, where appropriate, into transit shares payable to the transit Administration. The same accounting rate
12、 should apply in both directions of a given relation, 3.2 in principle, the accounting rate between Administrations should be on a per message basis (message as defined in Recommendation F.50). 3.3 Where the international transmission is achieved over the international public network, Administration
13、s may, by bilateral agreement, account only for delivery costs, on a per message basis, the use of the international public network being accounted for in the normal manner for the international public network used. 3.4 Special facilities Accounting for special facilities such as greeting cards and
14、express delivery cards is for further study. 4 Refunds 4.1 Refund of collection charges for international telemessages may be permitted at the discretion of the originating Administration if it can be established that the message was undelivered through no fault of the sender and/or the senders agen

All claims for refunds of charges must be presented within three months of the date of input of the 5 Service messages Service telecommunications (as defined in the international Telecommunication Regulations) should be reated in accordance with Recommendation D.192.
