9、 Tariff Group for Africa recommends that operators in the countries of the TAF Group apply a transit rate of 0.05 SDR, maximum use of inter-African transit and progressively lower collection charges for inter-African relations. D.603 R (12/2002) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications. The ITU Telecommunication Standardization Sector (

11、ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WTSA), which meets every fou

12、r years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the

13、 necessary standards are prepared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. 14、 the possibility that the practice or implementation of this Recommendation may involve the use of a claimed Intellectual Property Right. ITU takes no position concerning the evidence, validity or applicability of claimed Intellectual Property Rights, whether asserted by ITU members or others outsid

17、g collection charges on inter-African calls The Tariff Group for Africa, recognizing that the cost orientation of charges is essential for operators in general and for African operators in particular, noting a) that the transitional arrangements in Annex E/D.140 were intended to enable low teledensi

18、ty States and LDCs to move progressively towards sharing target rates; b) that for most Member States of the TAF Group, transit rates have remained well above the target rates; c) that inter-African transit is still relatively low, recommends 1) that operators in the countries of the TAF Group apply

19、 a transit target rate of 0.05 SDR; 2) maximum use of inter-African transit; and 3) the progressive lowering of collection charges for inter-African relations.
