The IT-T is responsible for study
3、ing technical, operating and tariff questions and issuing Recommen- dations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets every four years, establishes the topics for study by the -T Study Grou
4、ps which, in their turn, produce Recommendations on these topics. The approval of Recommendations by the Members of the -T is covered by the procedure laid down in WTSC Resolution No. 1 (Helsinki, March 1-12.1993). -T Recommendation M.1045 was revised by TU-T Study Group 4 (1993-1996) and was approv

7、RCUITS AND INTERNATIONAL DATA TRANSMISSION SYSTEMS (Geneva, 1980; revised in 1984,1988,1993,1996) In view of the need for close cooperation between Administrations during the provision and line-up of international leased circuits and international daa transmission systems, and the importance which A
8、dministrations attach to such circuits, it is essential for the appropriate authorities in the Administrations involved to exchange relevant information at the earliest possible time after the prospective renter at one end has requested the provision of a leased circuit. Such preliminary exchange of
9、 information, which should preferably be by telex (or, by bilateral agreement, using an alternative form of information exchange such as facsimile or electronic mail), should include: the name and addresses of the renter at both ends of the circuit; the circuit characteristics, for example, Recommen
10、dation M.1020 i; the telephone and telex number of the contact points within the Administration for discussing and agreeing: - a) b) c) the date and time for overall line-up; - the Ready-for-Service (RFS) date; d) any special considerations that may apply, for example, restricted access to the rente
11、rs premises, type of service to be carried, location of any necessary equalizers; e) proposals concerning: - the circuit designation (which is covered by clause 3M.1400 2) and additional information contained in related information as defined in clause 4/M. 1400; the control and sub-control stations
12、; - - - the Ready-for-Service (RFS) date. the date and time for overall line-up; In order to avoid any delay, the information in points 1 to 5 of Annex A should, as far as it is available at that time, be sent to the distant Administration, as soon as the request is received. On receiving this messa
13、ge, the distant Administration, after consulting the local renter (if necessary), shall then confm or deny the request for a connection. The above information may be the responsibility of one or more sources within a particular country. So that the necessary staffing and other arrangements can be ma
14、de, it is particularly important that early agreement be reached between the involved Administrations on the RFS date, and the date and time of the overall line-up. For this and other purposes, the contact point information (see items 8 and 9 in Annex A) is essential and should always be exchanged.
15、Adequate time should be allowed between lining up the national and international circuit sections, the overall circuit line-up and the RFS date to permit the RFS date to be met in the event that the first overall circuit line-up attempt fails and a new date and time for a second attempt needs to be
16、agreed, Where the involved Administrations are unable to agree on dates for the RFS or overall line-up at the time of the preliminary exchange of information, these matters should be discussed and agreed between the contacts points at the earliest possible time. Annex B shows a similar list of items
17、 which may be used to exchange information when bringing-into-service an international data transmission system. 43、onal terminating point - This field shall give the terminating point of the international data transmission system in the originating country. 2 Distant terminating point - This field shall give the terminating point of the international data transmission system in the distant end country. 3a) Ready

The destination Administratiodoperating company will agree to this time, or provide another proposed date and time. 3b) Disconnect date (when necessary) - This field is us
