The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of the ITU. The ITU-T is responsible for studying tech
10、nical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets every four years, establishes the topics for study by the ITU-T Study Groups whic
11、h, in their turn, produce Recommendations on these topics. The approval of Recommendations by the Members of the ITU-T is covered by the procedure laid down in WTSC Resolution No. 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a c

48、the following terms: 1.4.1 TMN X-interface: Physical interface applied at selected x-reference points (see Recommendation M.3010). The x-reference point is defined as being located between two Operation System Functions found on different TMNs. 1.4.2 Administration: An agency of a government designa
49、ted to represent that government and its various interests in the ITU. Note, sometimes it is the PTT; sometimes the Administration is another agency. The government entity then acts to nationally administrate the ITU international designations, numbering, addressing, accounting, etc. in coordination with the ITU. 1.4.3 administration: Can be used to generally refer to entities who may own or operate TMNs either for public service or private network purposes. 1.4.4 network operator: An organization which operates a telecommunications network. A Network Operator may be a Service Provid
