PURPOSE This Marshall Policy Directive (MPD) states the existing smoking policy for Marshall Space Flight Center (MSFC)

7、, and highlights the availability of Smoking Cessation Programs for Federal employees. 2. POLICY The Environmental Protection Agency (EPA) studies regarding “passive” smoke have determined that environmental tobacco smoke is a Group A carcinogen, an agent known to cause cancer in humans. In recognition of MSFCs responsibility to provide

16、 a work environment that is as safe and healthy as possible for its employees and visitors, the following smoking policy is in effect: a. The following areas are designated as “No Smoking Areas” and therefore smoking shall be prohibited in these locations: (1) Inside all MSFC-owned and leased buildi

17、ngs (both local and remote sites); (2) Inside all taxicabs, Government vehicles, and administrative aircraft; (3) In front of building air intake ventilation ducts (including passive air intake areas); (4) In areas designed as “No Smoking Areas” by special building code requirements (e.g., Leadershi

18、p in Energy and Environmental Design); (5) Within 100 feet of any flight hardware; (6) In areas identified with a “No Smoking” sign; (7) Within structures under construction; (8) In the vicinity of any building or work area where there is an inherent risk of fire, explosion, or contains hazardous op

21、e Safety Program”; and (9) Within 25 feet of areas where flammable gases or hazardous materials are stored, dispensed or used in accordance with NFPA 1, “Fire Codes.” (10) In the vicinity of battery charging areas in accordance with 29 CFR 1910.178, “Powered Industrial Trucks.” b. To facilitate buil

22、ding ingress/egress for personnel desiring to avoid second-hand smoke, Area/Building Managers have the authority to designate at least one building entrance as a “No Smoking Area” for buildings having multiple entries. The “No Smoking Areas” at entryways are chosen based on both the needs of the non

23、-smokers and the need for weather protection for smokers. (Also see paragraph 8.c below). (1) “No Smoking Area” signs shall be installed in a visible location and maintained in a legible condition so they that are easily seen and understood by employees and visitors. (2) There is no standard color c

24、ombination for “No Smoking Area” signs, but at MSFC these signs normally use the color red for the signal word or symbol on a white background, unless they include the signal word “danger.” “No Smoking Area” signs shall be constructed in accordance with MWI 8715.3, “Hazard Identification and Warning

25、 System.” c. Employees desiring to smoke shall be permitted to go outside of MSFC buildings to smoke in any area that has not been designated as a “No Smoking Area” except where there is an inherent risk of fire or explosion or in front of air intake ducts. (1) However, absences from the worksite fo

26、r this purpose shall be kept to a minimum and work assignments take priority over such absences. Reasonable protection from the weather is to be provided for smokers. d. Areas where employees gather to smoke shall be provided with receptacles that are of noncombustible material and are of a safe des

27、ign in convenient locations to extinguish smoking materials accordance with NFPA 101, “Life Safety Code.” e. To assist employees who would like to quit smoking, the MSFC medical personnel offer free smoking cessation classes for MSFC employees. Contact the MSFC Medical Center for more information. 8

28、. RESPONSIBILITIES a. The MSFC Area Manager shall: (1) Review areas where employees gather to smoke to ensure they are consistent with the prohibitions listed above. 30、ussed above. Following the evaluation, the Area Manager can establish these areas as “No Smoking,” if appropriate. (3) Obtain assistance from the Industrial Safety Branch or the Environmental Engineering and Occupational Health Office as needed in determining the locales status. (4) Obtain assistanc

31、e from the Building Manager as needed in the determining the locales status when appropriate. b. MSFC supervisors shall be responsible for ensuring this policy is followed within their area of responsibility. c. Smokers shall: (1) Not smoke within 50 feet of building entrances designated as smoke-fr

32、ee entries. (2) Be considerate of nonsmokers and visitors, and not congregate directly in front of the access to MSFC buildings. Congregating smokers can make the entrance to and exit from a building difficult, and can be an irritant to individuals who are allergic to smoke. (3) Smoke only in areas

33、not identified in 7. a. or otherwise designated as a “No Smoking Area.” (4) Discard cigarettes butts into cigarette butt receptacles. d. Individuals with severe allergies are encouraged to use only building entrances that are identified as a “No Smoking Area.” e. When evidence of smoking is discover

34、ed, in areas identified in 7.a., it shall be documented in accordance with MWI 8715.12, “Safety, Health and Environmental-Finding Tracking System (SHEtrak).” 9.
