A list of FN or FR who require recurring visits and have been approved by the Point of Contact (POC), Center Export Representative (CE

21、R) and the International Visit Coordinator (IVC) for long-term visits not to exceed 3 years or completion of a program or project, whichever is less. 1.2 Assignment. Refers to access to MSFC installation and component facilities by FN or FR for any purpose for a period that exceeds 30 days. 1.3 Cent

22、er Export Administrator (CEA). The individual appointed by the Center Director who is responsible for the development of export control policies and procedures and for assessing and ensuring compliance of all Center program activities with the NASA Export Control Program and related United States Ex

23、port control laws and regulations. 1.4 CER. The person appointed by an organization for the review of export control related requests. 1.5 Certified Escort. A permanently -badged and full-time NASA civil service employee or MSFC contractor employee; who is a United States citizen; has successfully c

24、ompleted the required escort training; and has been appointed by the POC to serve as an official escort for FN and FR visitors. 1.6 Component Facility. A NASA-owned or leased facility that is not contiguous to a NASA Center, and is in operation to support NASA missions (e.g., remote sensing sites, c

25、onference and/or other meeting, mission, or support activities). 1.7 Designated Area. For the purpose of this procedure, a designated area refers to certain countries of special concern or interest as designated by the U.S. Government for foreign policy or national security reasons. Any person

29、who is not a citizen of the United States. 1.10 Foreign Representative or Representative of a Foreign Entity. A citizen of the United States who represents or acts on behalf of a government, business, organization, or person of a country other than the United States. It does not include United State

30、s citizens who are employed by foreign-owned or controlled entities in the United States if the foreign entity is otherwise subject to United States law. 1.11 Host Organization. An MSFC/MAF/NSSTC organization sponsoring a foreign visit. 1.12 Information Technology (IT) System Line Manager. A civil s

31、ervice employee who exercises administrative or operational controls, whether directly or through delegated technical civil service or contractor staff, for a system or application in their area of responsibility. The line manager is accountable for the operation and security of the system or applic

32、ation, and authorizes the system or application to process information. 1.13 IVC. An MSFC Protective Services employee appointed by the MSFC Center Director to serve as the focal point for receiving, coordinating, approving, and disapproving all requests at MSFC/MAF/NSSTC. 1.14 NASA Foreign National

33、 Visitor Security/Technology Transfer Control Plan (STTCP). A plan developed by the host organization and approved by the IVC and other approval officials. This plan is designed for security/technology control at MSFC/MAF/NSSTC. 1.15 POC. A civil service employee or MSFC/MAF/NSSTC contractor who has

34、 been designated by the host organization to host the visitor. 1.16 Requestor. The MSFC/MAF/NSSTC civil servant or contractor who enters the request for visit or assignment in the NASA Foreign National Management System (NFNMS), an Agency-wide system managed by NASA Headquarters. 1.17 Sponsor. An MS

35、FC/MAF/NSSTC civil service manager who wishes to host an FN or FR for either a visit or an assignment or who agrees to be the responsible government official for a contractor who wishes to host an FN or FR for a visit or assignment. 1.18 Visit. Refers to access to an MSFC (to include MAF/NSSTC) inst

36、allation and component facilities by an FN or a FR for any purpose for a period of 30 days or less. 1.19 High Level Protocol Visits (HPLV). Visits by a senior foreign official, a distinguished individual, or a high-ranking delegation that requires detailed, advance preparation and coordination on ma

37、tters of protocol. Such arrangements are usually reserved for foreign heads of state, government ministers, ambassadors, senior officials and heads of (or other senior level officials from) foreign governmental agencies. RESPONSIBILITIES 2.1 IVC 2.1.1 The MSFC IVC shall serve as the installation focal point for reviewing, approving and disapproving requests for foreign visits, and for giving specific guidance to organizations or individuals on the processing of foreign visits.

45、ment request. 2.2.2 The MSFC/MAF/NSSTC Sponsor shall review the request for visit by FN or FR and authorize the POC to properly complete the request in the NFNMS. For those employees who do not have access to a qualified NASA email account, Form 4336 can be submitted via fax, email or U.S. Mail in l

46、ieu of using NFNMS. 2.2.3 The MSFC/MAF/NSSTC Sponsor shall also review and sign the STTCP as part of the assignment approval process. 2.3 POC 2.3.1 The POC for the visit shall review the request for visit by FN or FR and ensure the proper completion of the request in the NFNMS. 2.3.2 The POC shall b

47、e available at all times during the visit/assignment period to address any issues arising during the visit assignment. 2.3.3 The POC shall ensure the FN or FR is given access only to those areas, facilities, and IT systems which have been listed in the NFNMS visit request and approved by the CER, IT

48、 System Line Manager, IT System Administrator and IVC, as applicable, in an effort to deny the FN or FR access to information, technology or scientific information covered under the International Trafficking in Arms Regulations, Export Administration Regulations, or considered proprietary or Sensiti

49、ve but Unclassified. 2.3.3 The POC shall determine the particular MSFC/MAF/NSSTC areas/facilities/IT systems involved in the requested visit and coordinate with representatives for these areas/facilities, or the NASA IT System Line Managers for any IT systems requested for access by the visitor. 2.4 CER 2.4.1 Upon receipt of a request to
