This Marshall Procedural Requirements (MPR) provides the process required of Marshall Space Flight Center (MSFC) civil servants and contractors for creating and showing exhibits produced at MSFC for viewing by the general public. Mar

12、shalls Public and Employee Communications Office (CS20), Office of Strategic Communications, has been tasked to monitor Marshalls exhibits presented to these audiences and maintain the Centers official model, artifact and institutional exhibit hardware inventory. This MPR does not apply to program a

13、nd project technical exhibits and is not intended to prohibit offices, programs and projects from creating and operating appropriate exhibits to technical audiences on their own. b. The purpose of this MPR is to explain the MSFC exhibits policy, especially its relation to other MSFC outreach program

14、s and potential exhibit support functions such as institutional graphics and events logistics. P.2 APPLICABILITY a. This MPR applies to the personnel, programs, projects, and activities at MSFC and MSFCs Michoud Assembly Facility (MAF), including contractors and resident agencies to the extent speci

15、fied in their respective contracts or agreements. (“Contractors,” for purposes of this paragraph, include contractors, grantees, Cooperative Agreement recipients, Space Act Agreement partners, or other agreement parties.) b. The National Archives and Records Administration, which is responsible for U.S. Federal Government long-ter

25、m archiving and records retention. 1.9 OSAC. Office of Strategic Analysis and Communications, the parent organization of the Public and Employee Communications Office, which is responsible for this MPR. 1.10 SOMD. Space Operations Mission Directorate at NASA Headquarters (HQ). 1.11 Technical Monitor

26、. Person identified by the client for monitoring the content, funding, operations, and other issues unique to their organizations exhibit program. 1.12 VIC. Visitor Information Center, established under a Memorandum of Agreement (MOA) as NASA/MSFCs official visitors center. 2. RESPONSIBILITIES 2.1 R

27、esponsibilities are defined as outlined in NPD 1387.1: 2.1.1 Under NPD 1387.1 and NPR 1387.1, NASAs Office of Communications Planning manages NASAs public exhibit programs. Excluded from the overall management responsibility of the division is the type of exhibits designed principally for profession

28、al and technical audiences such as at workshops, seminars, and symposiums. 30、nning stage, consult with their public affairs office to coordinate messages, story line and design considerations, and ensure consistency with NASA objectives. 2.2 The Marshall Public and Employee Communications Office shall ensure that Marshall public exhibit designs, content and operations are co

31、nsistent with NASA and Marshall policies; adhere to safety goals, rules, processes and policies; and align with Agency and Center goals, objectives, messages and audiences. 2.3 OSAC shall designate an Exhibits Manager to conduct and administer the NASA Exhibits Program as outlined in NPR 1387.1, inc

32、luding the management and scheduling of Center and NASA exhibits within Marshalls assigned geographic region. 2.4 The exhibits manager also shall be the MSFC Public and Employee Communications Office point-of-contact for artifacts in accordance with NPR 4301.1. 2.5 CS20 shall: 2.5.1 Coordinate museu

33、m and informal education support through Marshalls Academic Affairs Office. 2.5.2 Provide photographs, videotapes, and resource materials to permanent museums and planetaria for exhibits purposes (as funding permits). 2.5.3 Recommend new exhibits and events support per the NPR requirements. 2.5.4 Mo

34、nitor the performance of the Centers public exhibit management contractor. 2.5.5 Ensure that established NASA and MSFC guidelines are followed. 2.5.6 Ensure that personnel are properly trained and certified to assemble exhibits that may require hazardous operations. 3. PROCEDURE 3.1 Budget, technolo

35、gy, and organization changes, as well as variations in demand fundamentally affect the Centers ability to support requests for exhibits, models, artifacts, artwork, publications and large graphics. Funds permitting, the Marshall public exhibits program has the charter to coordinate and/or create exh

36、ibits and models on behalf of MSFC as needed to communicate information and ideas to general public audiences. An explanation of how and when to initiate a request for an exhibit is in Appendix Z. 3.2 Marshall offices wanting to create exhibits or large graphics for a public audience shall meet with

37、 the appropriate technical monitor and a Marshall Exhibits representative to determine requirements, content and to develop preliminary cost estimates. 39、200 Lobby, Heritage Gallery, the NASA VIC or in Visitor Center tour stops shall be coordinated with the Office of Strategic Analysis and Communications by phone or email at least two weeks in advance for appropriateness, scheduling conflicts, consistency of message, safety, power, and quality. Refer

40、ence Appendix Z for guidance on requesting MSFC exhibit support and Appendix A, the work request. 3.2.2 Marshall organizations funding OSAC contractor exhibit support shall be entitled to in-house resources to the extent to which they have funded that support. 3.2.2.1 All others shall receive limite

41、d in-house assistance as institutional work force and resources permit. 3.2.2.2 If requested, CS20 shall help any Center organization purchase outside/outsourced exhibit assistance. 3.2.2.3 This work shall be initiated by submitting a work request form to the contractor through the clients technical

42、 monitor. A sample contractor work request form is in Appendix A. 3.2.3 All projects and programs at Marshall planning to take exhibits to events whose audiences include members of the general public shall provide to CS20 in advance the name of the event, inclusive dates, location, exhibits expected

43、 to be displayed and a point of contact and the following statistics: number of event attendees and number of those attendees to whom NASA actually communicated. 3.2.4 MSFC Institutional or technical graphics or exhibits functions shall not arrange for, contract, construct or print exhibits designed

44、 for external public audiences without coordination from the Marshall exhibits manager. 3.3 The Technical Monitor and exhibit support contractor shall verify cost estimates. 3.4 Work shall commence after funding for these projects is provided to OSAC through established Marshall Comptroller and Proc

45、urement procedures. 3.4.1 Once approved and funded, the COTR shall initiate the work and cooperate with the appropriate parties to facilitate funds transfers. 3.4.2 The Exhibits Manager shall monitor the effort for policy, quality and consistency when applicable. 3.4.3 The technical monitor shall mo

46、nitor progress and facilitate and prioritize work and work-arounds to meet required deadlines. 48、oject requests for new models and exhibits intended for public audiences (as defined in NPR 1387.1) shall be coordinated with that organizations media support specialist to ensure consistency of messages, audiences, and exhibit objectives. 3.4.6 Graphics shall be approved through the NASA Communicat

49、ions Team, per instructions at http:/communications.nasa.gov/portal/site/osc/menuite. 3.4.7 Incorporation of artifacts into exhibits shall be in accordance with NPD 4300.4 and NPR 4310.1. 3.5 The contractor shall keep records of all events supported and hardware/exhibits created. 3.6.1 The Marshall Exhibits function shall mainta
