PURPOSE This Marshall Work Instruction (MWI) establishes the procedures for ensur

9、ing that Marshall Space Flight Center (MSFC) complies with applicable environmental regulations summarized in Marshall Procedural Requirements (MPR) 8500.1 regarding storm water pollution. Specifically, compliance shall be maintained with the Clean Water Act (CWA), U.S. Environmental Protection Agen

10、cy (EPA), and State storm water quality requirements. State and Federal laws mandate that storm sewers convey only storm water and permitted non-storm water discharges. 2. APPLICABILITY 2.1 This MWI applies to the personnel, programs, projects, and activities at MSFC including contractors and reside

11、nt agencies to the extent specified in their respective contracts or agreements. (“Contractors,” for purposes of this paragraph, include contractors, grantees, Cooperative Agreement recipients, Space Act Agreement partners, or other agreement parties.) This MWI does not apply to the Michoud Assembly

12、 Facility. 2.2 More specifically, this MWI applies to all personnel at MSFC that are responsible for underground storage tanks (USTs), above-ground storage tanks (ASTs), hazardous waste/material storage areas, investigation-derived waste (IDW), storage yards, construction sites, sandblasting areas,

13、materials handling/fueling areas, equipment parking and maintenance areas, garbage dumpsters, pistol or skeet/trap firing ranges, oil-filled equipment, or other activities affecting storm water quality. 3. Environmental Engineering and Occupational Health Office. 5.6 Hazardous Waste. A waste or combination of w

18、astes that can pose a substantial or potential hazard to human health or the environment when not properly managed, possesses at least one of four characteristics (ignitable, corrosive, reactive, or toxic), or appears on special EPA lists that include toxic waste, spilled materials, and unused chemi

19、cals. 5.7 IDW. Waste generated during well drilling (soil cuttings), purged water from monitoring wells, rinse waters, etc., from investigations of potentially-contaminated sites. 5.8 Oil. Oil of any kind or in any form, including, but not limited to: fats, oils, or greases of animal, fish, or marin

20、e mammal origin; vegetable oils, including oils from seeds, nuts, fruits, or kernels; and, other oils and greases, including petroleum, fuel oil, sludge, synthetic oils, mineral oils, oil refuse, or oil mixed with wastes other than dredged soil. 5.9 Oil-Filled Operational Equipment. Includes an oil

21、storage container (or multiple containers) in which the oil is present solely to support the function of the apparatus or the device. Oil-filled operational equipment does not include manufacturing equipment. Examples of oil-filled operational equipment include hydraulic systems, lubricating systems

22、 (including lubricating systems for pumps, compressors, and other rotating equipment), gear boxes, machining coolant systems, heat transfer systems, transformers, other electrical equipment, and other systems containing oil to enable operation. 5.10 Oil-Handling Personnel. All civil service and cont

23、ractor employees who routinely handle and/or are responsible for the storage of oil in quantities of 55 gallons or more. 5.11 Storm Water. Any runoff water or contained water resulting from rain. Includes construction areas, te

25、mporary chemical storage areas, short duration accumulation of hazardous waste, sandblasting areas, and material handling/fueling areas. 5.13 UST. A storage tank and its integral piping system that has greater than 10 percent of its storage capacity beneath the surface of the ground. 6. INSTRUCTIONS

26、 MSFC is permitted to discharge storm water to specified receiving waters under ADEM NPDES Permit Number AL0000221. This permit establishes operational and management requirements (among other requirements) for maintaining storm water quality at MSFC. Operational areas and transient operations at MS

27、FC may affect storm water quality. EEOH shall be notified immediately if a spill or leak is uncontained. The following outdoor work areas shall be properly managed to protect the environment: 6.1 USTs and ASTs 6.1.1 Individual employees shall: 6.1.1.1 Ensure that no leaking, cracks, or detrimental c

28、orrosion of above-ground fixtures exists. 6.1.1.2 Ensure that materials are available near each tank to clean up small spills, as necessary. 6.1.1.3 Ensure that spill prevention controls and containment area are in good condition. 6.1.1.4 Immediately clean up and properly dispose of any spillage fro

29、m material handling operations. 6.1.1.5 Post and maintain appropriate warning signs as identified by EEOH. 6.1.1.6 Ensure that erosion prevention at the containment area drain valve is satisfactory. 6.1.1.7 Ensure that overfill prevention controls for the tank are in place and effective. 6.1.1.8 Ens

30、ure that tanks have an NFPA Code 30 hazard label and a label displaying the contents of the tank in accordance with MPR 1840.2, “MSFC Hazard Communication Program.” 6.1.1.9 Ensure that ASTs have proper secondary containment. a. Secondary containment shall be 100 percent of the largest tank within th

31、e containment area plus 7 inches of freeboard. (An exception is allowed for existing containment structures that can hold 100 percent of the largest tank plus a minimum of 3 inches of freeboard. If shielded from weather, ASTs still require secondary containment (110 percent of the largest tank). 6.1.2 A minimum of once a month and after significant rainfall events, EEOH shall: 6.1.2.1 Verify that there is no visible contamination (sheen) on water collected in the containment prior to

34、discharging any storm water from the containment basin. 6.1.2.2 Discharge any storm water collected in the containment basin. 6.1.2.3 Inspect ASTs and record findings in accordance with AS10-OI-001. 6.1.2.4 Ensure that containment drain valves are properly sealed/closed and locked when not in use. 6

35、.2 Hazardous Waste/Material Storage Areas/Drum Storage Areas/IDW 6.2.1 Individual employees shall: 6.2.1.1 If containers of oil, chemical, or liquid waste are stored outside, ensure all containers are protected from the weather and have secondary containment (110 percent of the largest container) to

36、 meet storm water protection requirements. 6.2.1.2 Ensure that materials are available at storage areas to clean up small spills, as necessary. 6.2.1.3 Ensure that needed erosion and sedimentation controls are in place. 6.2.1.4 Ensure that the containment system is in good condition. 6.2.1.5 Ensure

37、that containment valves are closed. 6.2.1.6 Check secondary containment and drip pans for liquid or debris. If liquid is in the containment area, check container for leaks. Collect liquid and debris from containment area as necessary for proper disposal. 6.2.1.7 Ensure that containers are in good co

38、ndition, contents are properly labeled (in accordance with MPR 1840.2, “MSFC Hazard Communication Program”), and closed/sealed when not in use. 6.2.1.8 Ensure that the storage area is neat and orderly. 6.2.1.9 Check for signs of spillage from material handling operations, clean up spills, and proper

39、ly dispose of spillage. 41、other product container or turning in for disposal. 6.2.1.13 Ensure that containers in the containment area are stacked no more than two containers high. 6.2.1.14 Ensure that chemical storage cabinets are properly labeled (with an NFPA Code 30 hazard label and the general classification of chemicals

42、 stored within the cabinet in accordance with MPR 1840.2, “MSFC Hazard Communication Program”), closed, and have no visible leaks. 6.2.2 EEOH shall inspect all hazardous waste, material storage areas, drum storage area, and IDW monthly in accordance with AS10-OI-001. 6.3 Storage Yards 6.3.1 Individu

43、al employees shall: 6.3.1.1 Ensure stored equipment has no leaks. 6.3.1.2 Ensure that materials and equipment are stored neatly. 6.3.1.3 Ensure that appropriate material is stored in the yard (i.e., no chemical containers). 6.3.1.4 Ensure that any stored, unused, or abandoned equipment is drained of

44、 oil, fuel, sludge, or chemicals; all connecting lines and piping have been disconnected from the equipment and blanked off; all valves (except for ventilation valves) have been closed and locked; and a conspicuous sign has been posted stating that it is “out of service” and noting the date of closu

45、re. 6.3.1.5 Ensure that erosion prevention is satisfactory. 6.3.1.6 Ensure that there is no visible sign of contamination on equipment in storage yard. 6.3.2 EEOH shall inspect storage yards quarterly and record findings in accordance with AS10-OI-001. 6.4 Construction Activities 6.4.1 The Facilitie

48、e debris. 6.4.1.4 Ensure that there are no leaking vehicles or equipment. 6.4.1.5 Properly dispose of all empty containers. 6.4.2 Construction contractors shall: 6.4.2.1 Obtain storm water permits for construction sites that impact one acre or more and ensure that all permit conditions are met. Devi

49、ations for phased construction projects are allowable. 6.4.2.2 Record inspections and findings in a daily log and comply with the permit requirements. 6.4.3 EEOH shall inspect construction sites quarterly and record findings in accordance with AS10-OI-001. 6.5 Erosion Control 6.5.1 The Facilities Management Office shall ensure the following: 6.5.1.1 No signs of excessive erosio
