1、 INCH-POUND A-A-59758 17 November 2004 COMMERCIAL ITEM DESCRIPTION SORBENT, OIL The General Services Administration has authorized the use of this commercial item description, for all federal agencies. 1. SCOPE. This commercial item description (CID) covers sorbents of various shapes and sizes used

2、in oil spill response onboard and overboard Navy ships. This material is used to contain and sorb oil spills onboard and overboard Navy ships. 2. CLASSIFICATION. 2.1 Type. The sorbent material shall conform to the following types: 2.1.1 Type I. Type I sorbent materials are loose, unconsolidated part

3、icles of sorbent material. 2.1.2 Type II. Type II sorbent materials are pads or sheets where length and width dimensions greatly exceed the thickness. 2.1.3 Type III. Type III sorbent materials are pillows that are encased in outer fabric or netting, where length and width dimensions exceed the thic

4、kness. 2.1.4 Type IV. Type IV sorbent materials are socks that are encased in outer fabric or netting, where length dimensions greatly exceed all other dimensions. 2.1.5 Type V. Type V sorbent materials are sweeps, pads, or sheets connected along their length by reinforced stitching or fabric, where

5、 length dimensions greatly exceed all other dimensions. 3. SALIENT CHARACTERISTICS. 3.1 Design. 3.1.1 Materials. Sorbents shall be composed of materials that fulfill the requirements contained herein. Materials shall not be soluble or react with sorbed oil when used for their intended purpose. Manuf

6、acturers shall clearly state which materials, if any, should not be used in combination with the sorbent. Type I sorbents shall be a uniform, loose, granular material having not less than 90 +2 percent weight retention when tested

9、 in accordance with the following test method: a. Weigh a 0.0045-pound sample and shake for 5 minutes through a mechanical No. 100 U.S. Standard Sieve or in a shallow pan. b. Light air circulation shall be present during testing, so that particles, which become airborne, do not settle on the origina

10、l sample. c. Air circulation may be supplied in light winds (5 mph) or a light upward draft originating no further than 3 feet from the sample. d. After five minutes, re-weigh sample and determine percent retention. 3.1.2.2 Type II. Type II sorbents shall be supplied in sheets with a minimum dimensi

11、on of 12 inches by 12 inches and a maximum dimension of 24 inches by 24 inches. 3.1.2.3 Type III. Type III sorbents shall be supplied as individual pillows. Type III sorbents shall have a minimum area of 80 in2, where neither side is more than 2.5 times larger than the other, and a maximum area of 5

12、76 in2, with maximum dimensions of 24 inches by 24 inches. Type III sorbents shall have a maximum thickness of 3 inches. 3.1.2.4 Type IV. Type IV sorbents shall be those which have a length that greatly exceeds other dimensions (i.e., socks or booms). Type IV sorbents shall be individually supplied

13、with a minimum length of 24 inches, a maximum length of 48 inches, and a maximum diameter of 3 inches. 3.1.2.5 Type V. Type V sorbents shall be supplied in lengths with a maximum width of 24 inches and maximum length of 100 feet. 3.1.3 Strength. The strength of the sorbent shall be determined by the

14、 following test method: a. Attach a sample of the sorbent to a tension tester or attach one end of the sample to a continuous reading hanging scale with weights attached to the other end. b. Run the tension tester or continuously add weights until complete ripping or destruction occurs. c. Measure t

15、he weight at which complete ripping or destruction occurs. 3.1.3.1 Type I. N/A 3.1.3.2 Type II. Type II sorbents shall withstand a minimum of 2 pounds of force when tested by the method listed in 3.1.3. For Type II sorbents a sample of the outer fabric shall be used. 3.1.3.3 Type III. Type III sorbe

16、nts shall withstand a minimum of 1 pound of force when tested by the method listed in 3.1.3. For Type III sorbents a sample of the outer fabric shall be used. 3.1.3.4 Type IV. Type IV sorbents shall withstand a minimum of 1 pound of force when tested by the method listed in 3.1.3. For Type IV sorben

17、ts a sample of the outer fabric shall be used. 3.1.3.5 Type V. Type V sorbents shall withstand a minimum of 2 pounds of force when tested by the method listed in 3.1.3. 3.1.4 Construction. 3.1.4.1 Type I. Type I sorbents shall not become airborne in quantities, which create a nuisance to the user. T

18、ype I sorbents shall be of a dense material that will not move in light winds (5 mph) and shall pour easily to contain the spill movement. 3.1.4.2 Type II. Type II sorbents shall be constructed so that sorbent layers (if applicable) are not easily separated from each other. 3.1.4.3 Type III. Type II

19、I sorbents shall not release internal sorbent materials in quantities, which create a nuisance to the user. 20、A-A-59758 3.1.4.4 Type IV. Type IV sorbents shall not release internal sorbent materials in quantities, which create a nuisance to the user. Type IV sorbents shall be flexible enough to bend around the perimeter of the spill and create a barrier to block the spill movement. The internal material s

21、hall not compress or greatly move while contained in the outer fabric. 3.1.4.5 Type V. Type V sorbents shall be constructed so that sorbent layers (if applicable) are not easily separated from each other. Type V sorbents shall be reinforced along the length with either double row stitching with nylo

22、n rope or nylon fabric. Type V sorbents shall have connections on the ends of the length for attaching other sweeps or rope. 3.2 Performance characteristics. 3.2.1 General. All sorbent types shall sorb a variety of organic and synthetic oils, which include animal, vegetable, and petroleum based flui

23、ds. 3.2.2 Sorption. The amount of fluid sorbed shall be determined by the following test method. Test results from ASTM F716 or F726 may also be accepted in lieu of the following test: a. Weigh a sample of sorbent and record this weight. In a dish large enough to completely contain the sorbent sampl

24、e and test fluid, put the test fluid in the dish and put the sorbent on top of the test fluid. The test fluid shall be supplied in enough quantity to saturate the sorbent sample. b. After 15 minutes, remove the sorbent and allow the fluid to drip until cessation (less than 1 drop per minute). c. Pla

25、ce the sorbent on a tared weighing pan. Record the weight. d. Subtract the weight of the sorbent (Step a) from the weight of sorbent and the fluid (Step c). (1) Divide this value by the weight of the sorbent (Step a) to determine the ratio of the weight sorbed. (2) Multiply this value by the density

26、 of the fluid to determine the volume of the fluid sorbed. 3.2.2.1 Type I. Type I sorbents shall have a minimum sorption of three times their weight and shall not drip while containing this quantity when tested by the method listed in 3.2.2. 3.2.2.2 Type II. Type II sorbents shall sorb 0.24 gallon p

27、er pad and shall not drip while containing this quantity when tested by the method listed above. Type II sorbents shall not deform and shall allow for complete removal of sorbent while containing the minimum effective pickup. 3.2.2.3 Type III. Type III sorbents shall be used in their entirety in the

28、 test listed in 3.2.2. Type III sorbents shall sorb 1 gallon per pillow and shall not drip while containing this quantity. Type III sorbents shall not deform and shall allow for complete removal of sorbent while containing the minimum effective pickup. The sorption of HM to the outer fabric and the

29、initial layers of internal sorbent shall not create a barrier preventing sorption on the innermost layers. 3.2.2.4 Type IV. Type IV sorbents shall be used in their entirety in the test listed in 3.2.2. Type IV sorbents shall sorb 1 gallon per sock and shall not drip while containing this quantity. T

30、ype IV sorbents shall not deform and shall allow for complete removal of sorbent while containing the minimum effective pickup. The sorption of HM to the outer fabric and the initial layers of internal sorbent shall not create a barrier preventing sorption on the innermost layers. 3.2.2.5 Type V. Ty

31、pe V sorbents shall sorb 15 gallons per sweep and shall not drip while containing this quantity when tested by the method listed in 3.2.2. Type V sorbents shall not deform and shall allow for complete removal of sorbent while containing the minimum effective pickup. 3.2.3 Buoyancy. 3.2.3.1 Type I. N

All types of sorbents shall be nonflammable wh

33、en tested in accordance with ASTM D2859, Methenamine Pill Test; or UL 94; or a simple rating of noncombustible and flashpoint in accordance with ASTM D92, Cleveland Open-Cup Test. 3.4 Environmental considerations. Sorbents shall not be toxic to aquatic life and waterfowl and shall have no adverse ef

34、fects on the health of personnel when used for their intended purpose. Sorbents shall not of themselves or in combination with the oil pollute waters or shoreline either chemically or physically when used for their intended purpose. 4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to

35、 use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 5. PRODUCT CONFORMANCE. 5.1 Product conformance. The products provided shall meet the salient characteristics of this Commercial Item Description, conform to t

36、he producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance. 5.2 Market acceptability. The manufacturer of the item must have been

37、 producing a product meeting the requirements contained herein for at least 2 years. 6. PACKAGING. Preservation, packing, and marking shall be as specified in the contract or order. 7. NOTES. 7.1 Part or identification number (PIN). The following part or identification numbering procedure is for gov

38、ernment purposes and does not constitute a requirement for the contractor.
